CALL TO ORDER REGULAR MEETING - 10:02 a.m. 2.. ROLL CALL Present: Chairman Palla, Chair Members Hanson and Lundquist Absent: None 3. PUBLIC STATEMENTS None. 4. APPROVAL OF MINUTES OF THE JULY 7, 2016 REGULAR MEETING AND JULY 12, 2016, AND JULY 26, 2016 SPECIAL MEETINGS Motion by Chair Member Lundquist, seconded by APPROVED Chair Member Hanson, for approval of the minutes. 5. NEW BUSINESS A. Correspondence Received Clerk Typist Katharine Dye announced that the agency had received one letter of correspondence dated July 14, 2016 from CSUB requesting that they receive all notices, announcements, and documents related to the agency. B. Approval of $50,000 cash call recommendation Motion by Chair Member Lundquist, seconded APPROVED by Chair Member Hanson, for approval of the $50,000 cash call by each agency of the KRGSA. C. NEW BUSINESS continued ACTION TAKEN Item S.C. continued Todd Groundwater KRGSA 16 -002 Motion by Chair Member Hanson, seconded APPROVED by Chair Member Lundquist, for approval of both consultant agreements. Update on KRGSA website and interested parties form City Attorney Ginny Gennaro announced that due to Mr. Teglia's absence this item is requested to be pulled and will be placed on the next agenda. E. Update from Management Group Groundwater Modeling with the Kern Groundwater Authority General Manager of Kern Delta Water District Mark Mulkay gave an update and recommended that the KRGSA send the Kern Groundwater Authority a letter requesting their participation with the KRGSA in the selection of a technical consultant for model development. Motion by Chair Member Lundquist, APPROVED seconded by Chair Member Hanson, for the agency to send the letter to the Kern Groundwater Authority. ITRC Study Reimbursement Agreement ID4 Manager David Beard gave an update and recommended that the agency sign a short page agreement with the Kern Groundwater Authority. Chairman Palla announced that Committee Comments, Item 8, was being moved forward on the agenda to be heard at this time. Bakersfield, California, August 4, 2016 - Page 3 8. COMMITTEE COMMENTS ACTION TAKEN City Water Resources Manager Art Chianello announced that M. Mulkay, A. Chianello, and D. Beard will be drafting some white paper options and will bring them to the KRGSA for approval. 6. City Attorney Ginny Gennaro announced That there was a unanimous vote directing staff to respond to the County of Kern's letter dated July 20, 2016. 9. Box 58 _ ❑ All ❑ 009 to fileC� seen IC3' Bakersfield, CA 93302 Dear Mr. Beard, I am writing to notify you that I am interested in receiving information related to the development of a Groundwater Sustainability Agency (GSA) or any Groundwater Sustainability Plan (GSP) in the area. The Sustainable Groundwater Management Act of 2014 (SGMA) provides a framework for the sustainable management of groundwater supplies by local authorities. SGMA acknowledges the importance of ensuring that persons interested in GSA and GSP development are informed of the relevant processes. Specifically, SGMA requires that interested persons be notified of relevant notices, meetings, announcements, draft plans and other relevant documents and further requires that all such interested persons be placed on a list to receive such notifications upon their written request (Water Code § 10723.4). As trustee for the State's fish and wildlife resources, the California Department of Fish and Wildlife (Department) has jurisdiction over the conservation, protection, and management of fish, wildlife, native plants, and the habitat necessary for biologically sustainable populations of such species. The Department is also a landowner and uses groundwater on some of the properties it owns. I wish to be included on the list of interested stakeholders that will receive further information on ways to meaningfully participate in the processes related to GSA and GSP development. Box 20820 Bakersfield, California 93390-0820 Re: Reimbursement Agreement for ITRC- METRIC Data and Maps Dear Mr. Macllvaine: RECEIVE AND PLACE ON FILE AT MOSR MEETING OF a /4 11 7.ItM S $ The Kern River Groundwater Sustainability Agency (Kent River GSA) desires to participate in the Kern Groundwater Authority's (Authority) study titled "Remote sensing of historic (1993 -2012) evapotranspiration using ITRC- METRIC for the valley portion of Kern County" according to following terms and conditions: 1. The Kern River GSA covers an area of 228,572 acres, and using the cost allocation methodology consistent with the Authority's Activity Agreement, will pay a pro-rata share of up to $55,685 of the total estimated cost of $295,000, for remote sensing data and maps. 2. All payments from the Kem River GSA shall be due 45 days after the receipt of data from the Authority. If the above terms and conditions are acceptable, please sign and date both originals and return one to the Kern River GSA.
