ROLL CALL Present: Chairman Palla, Chair Member Lundquist Absent: Chair Member Hanson Public and Staff: See attendees attached 3. PUBLIC STATEMENTS Tim Ruiz from East Niles Niles Community Services District spoke regarding the format of the KRGSA minutes. He requested to have all attendees of the meeting noted on all future sets of minutes. Chair Member Lundquist spoke regarding the last KGA meeting and wanted to thank and recognize Mark Mulkay, General Manager for KDWD, for his comments made at the meeting. 4. APPROVAL OF SEPTEMBER 1, 2016 MINUTES Motion by Chair Member Lundquist, seconded by APPROVED Chairman Palla, for approval of the minutes. 5. NEW BUSINESS A. Correspondence Received Clerk Typist Katharine Dye announced that the KRGSA had not received any mail. B. Website Update Assistant City Manager Steve Teglia announced that all change requests had been made to the draft website and that he will be emailing a link to the website to the board members soon. Documents in Response to the County Attorney Gene McMurtrey announced that he made corrections to the agreement and letter to be sent to the County of Kern. Motion by Chair Member Lundquist, seconded APPROVED by Chairman Palla, for approval to send the letter and MOU to the County of Kern regarding their participation in the KRGSA. D. Cost Sharing Discussion Attorney Gene McMurtrey announced that Attorney Robert Kuhs inquired how cost sharing would work with different agencies joining the KRGSA. There was brief discussion amongst Board and Staff and general agreement that the KRGSA will handle such matters if and when other agencies join the KRGSA Update from Management Group White Paper Update General Manager of KDWD Mark Mulkay gave an update on the KRGSA's white papers. Mr. Mulkay announced that Phyllis Stanin with Todd Groundwater is hoping to have a set of draft white papers for the KRGSA to review in thirty days. Modeling & Budget Update Comments were provided on this matter during the discussion of Item E. iii. iii. Motion by Chair Member Lundquist, APPROVED seconded by Chairman Palla, for approval of making Chairman Palla the contact person for the CCP. V. Management Comments' None. 6. COMMITTEE COMMENTS ►IN .CM 7. CLOSED SESSION: Conference with Legal Counsel: Potential Litigation; Closed Session pursuant to Government Code section 54956.9(d)(2), (e)(1). One matter. Chairman Palla announced that Closed Session Item 7 was being pulled from the agenda. 9. The SGMA acknowledges the importance of ensuring that persons interested in Groundwater Sustainability Agency and Groundwater Sustainability Plan development are informed of the relevant processes. Specifically the SGMA requires that interested persons be notified of relevant notices, meetings, announcements, draft plans and other relevant documents and further requires that all such interested persons be placed on a list to receive such notifications upon their written request. (Cal. Water Code 10723.4) As a local stakeholder of Kern County, from the community of Bakersfield, I wish to be included on the list of interested stakeholders that will receive further information on ways to meaningfully participate in processes related to GSA and Plan development in my area. Since I am not yet aware of the formation of a groundwater sustainability agency for this region, I am writing to request that your agency and your staff provide me with notifications as outlined above until such time that a GSA is formed. Box 20820 Bakersfield, CA 93390 -0820 RE: KRGSA Selection of Water Budget Study Periods for Data Collection Purposes Dear Honorable Board of Directors: The Kern River Groundwater Sustainability Agency (KRGSA) is beginning the processes necessary to develop a Groundwater Sustainability Plan (GSP), including but not limited to establishing various study periods for the purpose of data collection. In particular, we have developed three recommended study periods for application to the water budget analyses. As required in 4354.18 of the GSP regulations, a water budget must be developed for current, historical, and projected time periods. Based on technical considerations and a review of regional data, the KRGSA has preliminarily determined to use the following study periods: • Current Water Budget WY 2015 and WY 2016 (2 years) • Historical Water Budget WY 1995 through WY 2014 (20 years) • Projected Water Budget incorporating 50 years of hydrologic data from WY 1967 through WY 2016 (50 years). Our approach for the water budget analysis anticipates the use ofthe groundwater model C2VSim, which is being updated by the Department of Water Resources (DWRG for the entire Central Valley (including the Kern County Subbas t) through Water Year C VY) 2015 or WY 20162 (model available summer 2017). GSP regulations anticipate the potential use of C2VSim for water budgets (4354.18(f)). The KRGSA anticipates developing detailed monthly water budget components for historical and current water budgets within the GSA boundaries and checking those components against the C2VSim model, correcting as necessary. Accordingly. detailed data must be collected for development of the GSA historical and current water budgets covering the study periods selected. For the porrent water budge analysis, the last Poll water year(s) included in the C2VSim model twrmanm unaenme will be analyzed. We anticipate this analysis to include WY 2015 and may also include the full WY 2016, depending on the model update. Kern Groundwater Authority [Date] Page 2 of 3 In order to select the appropriate time period for the historical water budget analyses, the rnrm.n•e: uni following technical aspects were considered: • Sufficiently lung historical period that approximates average hydrologic conditions • Kern River Annual Index of 100 percent • Annual average precipitation close to 100 percent • Annual average of surface supply from other local drainages, such as Poso Creek (assumed to mirror the overall Kern County hydrology) • Minimum of 10 years as required by GSP regulations ( §354.18(c)(2)(B)) • Inclusion of recent time periods to allow evaluation of ongoing groundwater management practices and more recent land use patterns • Sufficiently short historical period to incorporate widely - available and higher- quality data • Average availability of imported surface water supplies, such as State Water Project (S WP) water and Central Valley Project (CVP) water, may be considered, but these supplies arc limited by non -local (and non -hydrologic) factors; as such, average availability of these supplies may not reflect Kern County hydrology. The historical water budgets would reflect the decrease in available imported supplies over time • Begins at a period of relatively low water levels and after water levels have been relatively stable for a period of time (after a dry period, for example). Finally, for the pro ected water budget, GSP regulations require that projected hydrology use 50 — rnnnmea: Underline years of historical precipitation and stye onflow (354.18(c)(3)(A)). Beginning with the most recent period of historical hydrology, a 50 -year period would include WY 1967 through WY 2016. Natural hydrologic data from this time period will be used in developing the 50.year projected water budget as required by the regulations. None oflhe water budget study periods proposed herein would preclude the use of older historical data ar more recent data for other analyses in the GSPS including, but not limited to, the hydrogeologic conceptual model ( §354.14) and local groundwater conditions ( §354.16). Significant study and review have been performed to determine these water budget time periods by our consultants and, if you deem necessary, we welcome your consultants contacting Todd Groundwater to discuss the time periods in detail. GSP regulations generally require all GSAs in the basin to use the "same data and methodologies° for development of multiple GSPS ( §357.4(a)). In particular, GSP regulations require that the water budgets be coordinated for the basin ( §357.4(6)(3)(8)). Therefore, we believe it is imperative that we all use the same time periods as we develop water budgets for the GSPS. Please review these time periods and give us your concurrence or your suggested time periods for further discussion. 'thank you for your consideration.
