4. APPROVAL OF OCTOBER 6, 2016 MINUTES
Motion by Chair Member Lundquist, seconded by
Chairman Palla, for approval of the
minutes.
5. NEW BUSINESS
A. Correspondence Received
Clerk Typist announced the KRGSA had
received two items of correspondence:
1. Correspondence dated
August 25, 2016 from the Lamont
Public Utility District expressing
their interest in becoming a
member of the KRGSA.
2. Correspondence dated
October 26, 2016 from
Anthony Amarante requesting
that he receive all notifications
related to the agency.

Motion by Chair Member Lundquist, seconded APPROVED
by Chair Member Hanson, to approve and file
the financial report
i. Todd Groundwater Invoice
Water Resource Manager Art Chionello
made staff comments and
recommended payment be
made.
Motion by Chair Member Lundquist, APPROVED
seconded by Chair Member Hanson, to
approve the payment to Todd
Groundwater.
C. Lamont's Request to Join KRGSA
General Manager of Kern Delta Water
District Mark Mulkay made staff comments.
D. Update from Management Group
L White Paper Update
ID4 Manager David Beard gave an
update.
ii. KRGSA Selection of Water Budget Study
Periods for Data Collection Purpose
General Manager of Kern Delta Water
District Mark Mulkey made staff
comments regarding a draft letter for
the KRGSA to send to the KGA and
other various water agencies.
Motion by Chair Member Hanson APPROVED
seconded by Chair Member Lundquist,
to approve the distribution of the letter.

Assistant City Manager Steve Teglia
announced that he KRGSA website will
be live to the public on the afternoon of
November 3, 2016.
General Manager of Kern Delta Water
District Mark made comments
regarding the model process and the
fee schedule.
iv. Invitation to Participate in Kern SGMA
Interview by Center for Collaborative
Policy (CCP)
Ken Schwartz, Principal for Horizon
Water and Environment, made
comments and gave an overview
regarding the collaboration and
mediation coordination within the
KRGSA.
Stephanie Lucero, Lead Mediator for
the Center for Collaborative Policy,
conducted an interview with the
board and its staff for over an hour.
