CITY OF BAKERSFIELD HISTORIC PRESERVATION COMMISSION MEETING OF MAY 15, 2018 MINUTES Chair Fieber called the regular meeting of the Historic Preservation Commission to order on Tuesday, May 15, 2018, at 4:00 p.m. at Conference Room B, 1600 Truxtun Avenue. Roll call was as follows: MEMBERS PRESENT: Scott Fieber Susan Stussy Stephen Montgomery Cathy Butler MEMBERS ABSENT: STAFF PRESENT: Cecelia Griego Christine Gutierrez Joshua Rudnick PUBLIC STATEMENTS: None APPROVAL OF MINUTES: Motion to approve minutes from the April 17, 2018 meeting (MCS Montgomery/ Butler) CLOSED SESSION: None CORRESPONDENCE: None PUBLIC HEARINGS: None REPORTS: None OLD BUSINESS: None NEW BUSINESS 1. Draft fiscal Year 2018-2019 Goals HPC reviewed the draft goals and made edits for the upcoming year: Goal 1: Establish a Mills Act Program  Pursue property owner interest with a letter explaining the Mills Act and requesting interest. Commissioner Montgomery will compose letter and send out draft to staff for review.  Once letter approved, mail out will be completed through Development Services office. Goal 2: Establish New and Preserve Historic Neon Signs  Set up appointment with City Planning/Building to discuss possible plans to preserve current neon signs or re-create signs that are no longer displayed. Possibly using the Alley Cat sign as an example. Goal 3: Conduct New and Update Neighborhood Surveys  Commissioners Montgomery and Stussy have been working on this goal. Downtown area is completed and currently working in the East area.  Ken Hooper made the suggestions to use his BHS students to assist in the surveys Goal 4: Public Education and Encourage Historic Pride in Bakersfield  Discussion to be part of the 3rd Thursday in May. For coverage, working out of the DBA booth suggested.  Supplies needed: a photograph, an easel, brochures, Rehab Bakersfield Right booklet and business cards  Partner with Kern County Historical Society for more walking tours.  City staff will work on creating an URL for the Historic Preservation site  Delete the Develop a video on historic properties in Bakersfield item Goal 5: Installation of Plaques on Bakersfield Historic Resources  This item is completed. Kern County Historical Society has gone forward with this task. Goal 6: Create a map of the City’s underground tunnels  Decision made by Commission to delete goal 6 for now. Goal 7: Erection of Historic Signage for Route 99  City staff will check on the status of installation of signage with City Building Goal 8: Identify Potential Grants and Partnerships with Non-profits to fund Historic Preservation Projects  Decision made by Commission to keep this goal as on-going Goal 9: Establish Historic Districts/Neighborhoods  Decision made by Commission to keep this goal as on-going COMMISSION STATEMENTS:  Commissioner Stussy: Presented questions regarding the HPC vacancy as to what is the protocol to notify applicants of status. City staff replied that City Clerk’s office will notify each applicant as to when it will be presented at council meeting. Current vacancy is scheduled on the May 23rd council meeting. TO: Historic Preservation Commission FROM: Development Services Department DATE: June 8, 2017 SUBJECT: Final Fiscal Year 2018-2019 Goals: HPC review of the Final FY 18-19 Goals and approval. RECOMMENDATION: Staff recommends review and approval of Final Goals. BACKGROUND: In preparation of Fiscal Year 18-19, staff developed final goals for the Historic Preservation Commission (HPC) to help guide HPC activities for the upcoming year and to identify action items in implementing the HPC’s goals and objectives. Staff is requesting the HPC to review the final goals and approve. ATTACHMENTS:  Final Fiscal Year 18-19 Goals Page 1 CITY OF BAKERSFIELD HISTORIC PRESERVATION COMMISSION Fiscal Year 2018-2019 Goals Per the City’s Municipal Code, the object of this Commission is to promote the public health, safety, and general welfare by providing for the identification, protection, enhancement, perpetuation, and use of improvements of buildings, structures, signs, objects, features, sites, places and areas within Bakersfield that reflect special elements of the City’s architectural, artistic, cultural, engineering, aesthetic, historical, political, social and other heritage. Each of the following goals and action items align with Commission purpose and objectives as stated in the Municipal Code. Goal 1: Establish a Mills Act Program Actions:  Develop a Mills act program, per California Government Code, for historically designated properties  Create program materials (application, agreement, guidelines, brochure) about the City’s Mills Act program  Recommend to City Council Legislative and Litigation Committee for consideration Goal 2: Establish New and Preserve Historic Neon Signs Actions:  Consult with City Planning Department regarding sign ordinance  Develop criteria on what is considered a historic neon sign  Develop parameters to create two historic sign districts in the City of Bakersfield – Downtown and Old Town Kern Goal 3: Conduct New and Update Neighborhood Surveys Actions:  Research areas where 70% of homes are over 50 years old  Pursue grant funding for neighborhood surveys  Conduct neighborhood surveys per established guidelines  Partner with BHS Driller Service Academy to assist in the update of neighborhood surveys Page 2 Goal 4: Public Education and Encourage Historic Pride in Bakersfield Actions:  Attend community events to educate the community about the City’s historical resources and properties  Partner with Kern Historical Society and Kern County Museum in organizing walking tours of historical sites  Enhance and update website as needed  Conduct outreach presentations to community organizations  Support public art which celebrates our historic character  Encourage the reuse of historic buildings  Partner with Kern Historical Society and DBA to develop an award system to property owners that successfully repurpose historic buildings  Update the Rehabilitate Bakersfield Right guidebook Goal 5: Erection of Historic Signage for Route 99 Actions:  Continue collaboration and complete phase 2 installation of historic signs by public right-of-way agencies: City, County and Caltrans Goal 6: Identify Potential Grants and Partnerships with Non-profits to fund Historic Preservation Projects Actions:  Research grant opportunities and develop a working document of funding sources  Contact non-profits to partner on historic preservation activities Goal 7: Establish Historic Districts/Neighborhoods Actions:  Conduct outreach to gage residents support for a historic district  Recruit more property owners to join the Historic Register  Develop recommendations to amend and improve the historic district component of the Bakersfield Municipal Code  Establish new historic districts within the City of Bakersfield Fiscal Year 2017 – 2018 Accomplishments: 1. Historic public education: City staff and commissioners attended the Downtown Business Associations Third Thursday event on October 19, 2017 and May 17, 2018. 2. Erection of Historic Signage for Route 99: Sign design and locations along the historic route were discussed with Public Works. Signs created and delivered to public right-of-way agencies for installation. 3. Update Neighborhood Surveys: Started update of East Bakersfield survey of historic properties. 4. Designated Historic Sites: New Mt. Zion Baptist Church of Bakersfield/Mt. TO: Historic Preservation Commission FROM: Development Services Department DATE: June 12, 2018 SUBJECT: Mills Act Program Update: Staff to provide an update on program development and implementation schedule. RECOMMENDATION: Staff recommends receive and file and discussion. BACKGROUND: The creation of a Mills Act program was initially researched by staff and brought to the City Council Legislative and Litigation Committee in September of 2014 and again in November. In both cases, it was referred back to staff for additional information to be gathered, program materials developed and for staff to reach out to the community to gage interest. The Mills Act is a good incentive tool to help business owners preserve our historical resources and the City would like to continue developing a Mills Act program. Reduced City revenues, Staff reduction and turnover have slowed the progress of program development, however, the City recognizes our historic core and would like to see it preserved for future generations. PROGRAM STATUS Staff is still developing the program guidelines and evaluating the different ways it can be implemented. Currently various documents are being prepared including a draft ordinance, program guidelines, property owner agreement template, cost recovery analysis for application fee, and public information sheet. Revised Program Implementation Schedule:  Apr – Aug 2018: Continue to develop Mills Act program guidelines and vetting of options by staff.  Sept – Oct 2018: After City staff evaluation, bring draft Mills Act Program and ordinance to Legislative and Litigation Committee.  Nov – Dec 2018: If approved by Leg & Lit, bring Mills Act Program and Ordinance to City Council for adoption.
