Addendum Date: June 2006 Original Study Dated: March 2006 Prepared by: 1 The following clarifications/explanations are provided as an addendum to the West Ming Specific Plan, Traffic Impact Study, dated March 2006. Introduction (Addendum One) The reference to “Opening Day” in Paragraph 2, Page 1, of the T.I.S. does not indicate that grading or any other construction activity will commence on this date. It is simply a future year scenario chosen to analyze project impacts at a time when development of the project will affect traffic facilities not adjacent to the project. Improvements to the transportation facilities immediately adjacent to the project will be required to be constructed by the project as the project develops regardless of when this occurs. This reference to “Opening Day” has no bearing on the results presented in the traffic impact study. Table 1: Executive Summary of Impacts, Table 6: Intersection Pro-Rata/Mitigation, Table 8: Roadway Segment Analysis, Table 10: Regional Impact Fee Calculation (Addendum One) Table 6 identifies which intersections require improvements that are included in the Regional Transportation Impact Fee Program. Table 10 identifies those specific improvements to the intersections that are included in the RTIF. If the required improvements are not included in the RTIF, then a cost for these intersection improvements are identified on Table 6. The current RTIF program typically does not provide for full width expansion of roadway segments. Roadway segment improvements providing full width expansion, that are not included in the RTIF program, are the responsibility of development adjacent to those particular segments with no mechanism for reimbursement for construction of these improvements. As an example, per City of Bakersfield policy, the West Ming Project will be responsible for full width improvements of all collector and arterial roadway alignments that traverse through the project and for full half width improvements of all arterial roadways that front the project regardless of whether or not the project’s traffic impacts mandate these full width expansions. Reimbursement for this required construction is limited to that which is identified in the RTIF program, which as noted above, typically does not provide for full width expansion. Conversely, this project should therefore not be required to contribute toward full width construction of segment improvements not included in the RTIF program that front other projects that will be required to provide full width expansion beyond that which is included in the RTIF program. Any required expansion of segments identified in the traffic impact study beyond current City of Bakersfield standards is identified in the study on Table 8 with a proportionate share of the costs of those expansions attributable to the project indicated. Existing & Proposed Street Network (Addendum One) The Westside Parkway and the West Beltway are both included in the Year 2030 cumulative projects traffic models provided by KernCOG. This model data was used to approximate future traffic volumes for the Year 2030 with Year 2015 volumes approximated by interpolation. In order to adequately identify impacts to the intersections/interchanges of these future facilities with existing and future arterial roadways and in order to ensure consistency between the scenarios, it was assumed for analysis purposes that these facilities would be complete by Year 2015. Actual construction of the Westside Parkway and West Beltway will be in accordance with the City of Bakersfield’s Capital Improvement Plan. 2 Traffic Projections (Addendum One) As stated on Page 24, Paragraph 1, under Section IV Traffic Projections - Project Traffic, “For analysis purposes full ‘build-out’ of the Project is assumed to be completed by the Year 2030. Also for analysis purposes, it is assumed that half of the full “build-out” will be completed by the Year 2015.” This section of the report also indicates in several locations that all approved and proposed projects have been included in the 2030 cumulative projects traffic model. Specifically, Paragraph 1 on Page 23 states “The cumulative 2030 model run included all additional approved and proposed projects, which were known at the time of issuance of the ‘Notice of Preparation’ for the required Environmental Impact Report…”. For the Year 2015 with Project scenario analysis, it was assumed that half of the total project generated trips would be on the roadway system. There is no distinction from which particular uses these trip are generated. Table 8: Roadway Segment Analysis (Addendum One) On Table 8, the column “Project Share” indicates the project’s percentage of future traffic on the listed facility regardless of mitigation requirements. The last column in the table indicates the project’s share of any mitigation costs. For segment improvements, percent share of costs is only indicated for expansion beyond current City laneage standards. Improvements to segments within current standards will be constructed as indicated above. Findings (Addendum One) Traffic facilities requiring improvements beyond current standards are identified in Table 1 “Summary of Impacts” and Table 6 “Intersection Improvements/Mitigation/Pro-Rata Share”. These improvements beyond current standards are identified in the study to establish impact fees beyond those established for the regional impact fee. Most of these facilities will be impacted in future years even without the addition of project generated traffic. The City through their implementation of the current and future Capital Improvement Plan(s) will use those fees collected to construct whatever facilities they determine to be feasible in the future. The fees collected will not necessarily be applied toward construction of the facilities identified in the study but will be used by the City as they deem necessary to accommodate future traffic growth. Therefore, judgment as to whether or not improvements beyond current City standards are reasonable and feasible should be left to the City as they implement their Capital Improvement Plan. It is unknown at this time as to whether or not it would be feasible to expand current or future arterials from 6 lanes to 8 lanes. As stated above, this judgment along with related possible requirements to amend the City’s General Plan Circulation Element should be deferred to the City of Bakersfield.
