Critical Infrastructure shall meanfacilities which are utilized to provide public services such as water, utilities, and or transportation service for a region. Prolonged Drought The undesirable results herein take into – account the accommodation of a prolonged drought as defined in DWR’s BMP. Chronic Lowering of Water Levels – The point at whichsignificant and unreasonable impactsover the planning and implementation horizon,as determined by depth/elevation ofwateraffectthe reasonable and beneficial use of, , and access to, groundwater by overlying users. This is determined when the minimum threshold for groundwater levelsare exceeded in at least three(3) adjacent management areas thatrepresent at least 15% of the subbasinor greater than 30% of the subbasin(as measured by each Management Area).Minimum thresholds shall be set by each of the management areas through their respective Groundwater Sustainability Plans. Groundwater Storage – The point at whichsignificant and unreasonable impacts, as determined by the amount ofgroundwater in the basin, affect the reasonable and beneficial use of, and access to, groundwater by overlying usersover an extended drought period(10years?) .- This is determined when the volume of storage(above the groundwater level minimum thresholds) is depleted to an elevation lower than the groundwater level minimum threshold in at least three(3) adjacent management areas thatrepresent at least 15% of the subbasin or greater than 30% of the subbasin(as measured by the acreage of each Management Area) . Minimum thresholds shall be set by each of the management areas through their espective Groundwater Sustainability Plans. r Degraded Water QualityTrends – The point at which significant and unreasonable impacts over the planning and implementation horizon, as caused by water management actions, that affect the reasonable and beneficial use of, and access to, groundwater by overlying users. This is determined when the minimum threshold for groundwater a quality constituent of concernisexceeded in at least three(3) adjacent management areas thatrepresent at least 15% of the subbasin or greater than 30% of the designated monitoring pointswithin the basin. Minimum thresholds shall be set by each of the management areas through their respective Groundwater Sustainability Plans. Land SubsidenceTrends – The point at which significant and unreasonable impacts, as determined by a subsidence rate and extent in the basin, that affect s the surface land uses or critical infrastructure .
