REGULAR MEETING OF April 7, 2022

1. CALL TO ORDER REGULAR MEETING - 10:02 a.m.
2. ROLL CALL

Board Member Lundquist
Absent: Board Member Freeman

4. APPROVAL OF MINUTES - of the March 3, 2022, Regular
Meeting.
Motion by Board Member Lundquist, seconded by
Chairman Palla, for approval of minutes.
5. NEW BUSINESS
A. Election of Officers
Item was moved to next meeting due to Board
Member Freeman being absent.
B. Correspondence Received (Chianello)
Greenfield County Water District received on
March 14, 2022, regarding Notice of Adopting
Amended Groundwater Sustainability Plan.
Buena Vista Groundwater Sustainability Agency
received on March 17, 2022, regarding Notice of
Draft Groundwater Sustainability Plan.
C. Finance Updates
i. Receive and File Financial Report
Art Chianello, Water Resources Manager,
provided staff comments.

Motion by Board Member Lundquist, seconded by APPROVED
Chairman Palla, to receive and file the financial report.

ii. Authorization to execute amendment of
Prop 1 /68 Grant Agreement to extend
Component 7 to December 31, 2022, and
Grant Term Expiration to February 28,
2023.
Dave Beard, ID4 Manager, provided staff
comments.
Motion by Board Member Lundquist, seconded APPROVED
by Chairman Palla, to approve authorizing
signatures of the agreements.

Motion by Board Member Lundquist, seconded APPROVED
by Chairman Palla, to approve the letter as
presented.

E. Approval of Agreement with Todd Groundwater
for Consulting Services, in an amount not to
exceed $100,000
Steve Teglia, Kern Delta Water District Manager,
provided staff comments.
Dave Beard, ID4 Manager, provided additional
comments.
Motion by Board Member Lundquist, seconded
by Chairman Palla, to approve the agreement.
F. Governor's Executive Order N-7-22 Issued March
28, 2022

provided staff comments and provided written
material.
Virginia Gennaro, City Attorney, provided
additional comments.
Phyliss Stanin, Vice President, Todd
Groundwater, provided additional comments.

comments.

Litigation; Closed Session pursuant to
Government Code 54956.9 (d) (2), (e) (1)
(one matter).
Motion by Chairman Palla to adjourn to Closed Session
at 10:38 a.m.
Closed Session was adjourned by Chairman Palla at
11:41 a.m.
