MINUTES
REGULAR MEETING OF July 7, 2022

1. CALL TO ORDER REGULAR MEETING - 10:00 a.m.
2. ROLL CALL
Present: Chairman Palla,
Board Members Freeman and Lundquist
3. PUBLIC STATEMENTS
None.
4. APPROVAL OF MINUTES - of the June 2, 2022, Regular
Meeting.
Motion by Board Member Freeman, seconded by
Board Member Lundquist for approval of minutes.
5. NEW BUSINESS
A. Election of Officers
Motion by Board Member Lundquist, seconded by
Board Member Freeman to elect Board Member Palla
as Chair.
Motion by Board Member Freeman, seconded by
Chairman Palla to elect Board Member Lundquist as
Vice Chair.
B. Correspondence Received (Chianello)
A letter from the South of the River GSA
regarding a workshop that was held on June 27,
2022.
C. Finance Updates (McKeegan),
i. Receive and file Financial Report
Randy McKeegan, Finance Director provided staff
comments.

Motion by Lundquist, seconded by Freeman to
approve the amended Kern County Subbasin
Coordination Agreement including any minor
changes made necessary on an ongoing basin
coordination.
6. PUBLIC HEARING
A. Public Hearing to consider the adoption of the
amended Groundwater Sustainability Plan for
the portion of the Kern County Subbasin of the
Tulare Lake Groundwater basin underlying the
Kern River GSA.

6. PUBLIC HEARING continued
Steve Teglia, Kern Delta Water District Manager,
provided staff comments and introduced Phyllis
Stanin.
Phyllis Stanin, Vice President of Todd
Groundwater, made comments and provided a
PowerPoint presentation.
Hearing item opened at 1 1:05 a.m.
No one spoke.
Hearing closed at 11:24 p.m.
Motion by Board Member Lundquist, seconded
by Board Member Freeman to adopt the Kern
River amended GSP with any minor changes
made necessary on an ongoing basis
coordination.
