Semitropic Water Storage District Groundwater Sustainability Agency
Groundwater Sustainability Management Area Plan
Memo
To: Kern Groundwater Authority (KGA)
From: Semitropic Water Storage District Groundwater Sustainability Agency
cc: Larry Rodriguez, GE] Consultants
Date: January 16, 2022
Re: Addition of Two (2) Representative Monitoring Wells in the Semitropic
Water Storage District GSA
Additional Representative Monitoring Wells
Semitropic Water Storage District Groundwater Sustainability Agency (SWSD GSA) has
identified the need to add two additional representative monitoring wells (RMWs) to its
SOMA monitoring network. These two additional RMWs are located in the southern region
of the District, in SWSD GSA Management Area 2, as shown in Figure 1. These RMWs will
enable the District to monitor conditions for Groundwater Elevation, Reduction of
Groundwater Storage, and Water Quality in this management area and potential interactions
with the management areas of neighboring districts.
The details of each additional RMW, as required by SOMA, are provided in the attached
Excel spreadsheet, DWR— Monitoring Well Template. A summary of well characteristics,
including Measurable Objectives, Minimum Thresholds, and Interim Milestones are provided
below.

Request to the KGA
With the information presented in the memo, the SWSD GSA requests the KGA's approval
of the proposed additional representative monitoring wells with the associated Measurable
Objectives, Minimum Thresholds, and Interim Milestones, described above.

DATE:TO: Kern River Groundwater Sustainabillty Board of Directors
FROM: Kern River Groundwater Sustairobility Agency Management Group
SUBJECT: Approval of Changes to Kern River Groundwater Sustainability Agency
Representative Monitoring Well Network
Discussion:
The Kern River Groundwater Sustainability Agency (KRGSA) Groundwater Sustainability
Plan (GSP) currently includes 38 representative monitoring wells (RMWs) across the GSP
area. Water levels in the RMWs are monitored to detect indications of undesirable
results and to monitor the effectiveness of GSP Implementation.
The KRGSA Management Group has determined the need to update the exisfing
monitoring network as follows:
1. Replace RMW-019 with RMW-019R; and
2. Remove RMW-028.
Collecting water level measurements from RMW-019 has become problematic due to
blockages in the well casing. A suitable replacement well has been identified.
Therefore, it is recommended RMW-019 be replaced with a nearby well, RMW-019R, in
the KRGSA monitoring network.
Collecting water level measurements in RMW-028 is no longer possible as the well has
been destroyed. A suitable replacement has been identified and is currently in the
KRGSA monitoring network (RMW-029). Therefore, it Is recommended to eliminate
RMW-028 from the KRGSA monitoring network.
Attachment 1 includes maps showing the current monitoring network and the
recommend monitoring network, and water levels, Measurable Objectives and
Minimum Thresholds for the updated RMWs.
