1. CALL TO ORDER SPECIAL MEETING - 10:00 a.m.

4. APPROVAL OF MINUTES of the October 5, 2023, Regular
Meeting
Motion by Board Member Smith, seconded by Board
Member Lundquist, for approval of minutes.

A. Correspondence Received (City Clerk,

B. Finance Updates (Maldonado)
i. Receive and File Financial Report

Resources Director, made staff
comments.
Motion by Board Member Lundquist, seconded
by Board Member Smith, to receive and rile the
financial report.
ii. Authorization to reimburse KGA Grant
Check
Daniel Maldonado, Assistant Water
Resources Director, made staff
comments and requested approval of
reimbursement to KGA for the misplaced
Invoice 16B Check from DWR in the
amount of $86,837.86.

authorization in the amount of $86,837.86.

ii. Technical Working Group - Scope of

a. Authorization to participate in Scope
Work & Cost Share

made comments and provided
PowerPoint Presentation.

Resources Director, made additional staff
comments.
Richard Iger, Kern Delta Water,
recommended a motion to authorize
staff to execute the Cost Share
Agreement, including the terms outlined
in the draft, and any revisions that legal
counsel deems non -substantive.
Motion by Board Member Lundquist, seconded APPROVED
by Board Member Smith, for approval of cost
share agreement.

D. Adoption of 2024 KRGSA Meeting Calendar

Resources Director, made staff comments.
Motion by Board Member Smith, seconded by Board APPROVED
Member Lundquist to approve 2024 KRGSA Meeting
Calendar.
E. Consideration and Approval of KRGSA Cash Call
Daniel Maldonado, Assistant Water
Resources Director, made staff comments and
recommendation of approval of an additional
cash call in the amount of $90,000 for each
entity (KCWA-ID4, Kern Delta WD, and City).
Steve Teglia, Kern Delta Water District, Dave
Beard, ID4, made additional comments.
Motion by Board Member Smith, seconded by Board APPROVED
Member Lundquist, for approval of the cash call in the
amount of $90,000.
