A RESOLUTION OF LOCAL SUPPORT FOR THE
CONGESTION MITIGATION AND AIR
QUALITY PROGRAM.
WHEREAS, the City of Bakersfield (herein "APPLICANT ") is submitting
applications to the Kern Council of Governments (herein "Kern COG ") for
$1,429,850 in Fiscal Year 2014/2015 and $2,067,450 in Fiscal Year 2015/2016 for a
total of $3,497,300 in potential funding from the Congestion Mitigation and Air
Quality Program (herein "CMAQ ") for the following projects:
Fiscal Year 2014 -2015:
• Brimhall Road Interconnect /Synchronization
• Rosedale Hwy Interconnect /Synchronization
• Mountain Vista and Harris Rd Traffic Signal plus Interconnect
• Class 2 Bike Lanes along Harris between Gosford Rd and Buena Vista Rd
• Class 2 Bike Lane along Harris between Gosford Rd and Wible Rd
• Class 2 Bike Lanes and Class 3 Bike Route Signs along Various Streets within
the City of Bakersfield
• Mohawk Street Median Island Improvements between California Ave and
Truxtun Ave
Fiscal Year 2015 -2016:
• Stockdale Hwy Interconnect /Synchronization
• Snow Rd and Jewetta Ave Traffic Signal plus Interconnect
• Snow Rd and Norris Rd Traffic Signal plus Interconnect
• Panama Ln Shoulder /Bike Lane Improvements from Ashe Rd to Gosford Rd
• Panama Ln Shoulder /Bike Lane Improvements from Gosford Rd to Old
River Rd
• Panama Ln Shoulder /Bike Lane Improvements from Old River Rd to
Mountain Vista Dr
(herein referred collectively as "PROJECTS "); and
WHEREAS, APPLICANT has the financial capacity to complete, operate
and maintain the PROJECTS; and
WHEREAS, APPLICANT will ensure that funds required from other sources will
be reasonably expected to be available in the time frame needed to carry out
the PROJECTS; and
WHEREAS, APPLICANT is authorized to execute and file an application for
funding the PROJECTS under the CMAQ Program; and AKF9q

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Bakersfield as follows:
SECTION 1.
APPLICANT will provide up to $185,250 in Fiscal Year 2014/2015 and
$267,850 in Fiscal Year 2015/2016 for a total of $453,100 in local matching funds
contingent upon which projects are chosen by Kern COG.
SECTION 2.
APPLICANT understands that the CMAQ funding for the PROJECTS is fixed
at the approved programmed amount, and that any cost increases must be
funded by the APPLICANT from other funds, and that APPLICANT does not
expect any cost increases to be funded with additional CMAQ funding.
SECTION 3.
APPLICANT understands the funding deadlines associated with these
funds and will comply with the program implementation procedures described
in Chapter 2 of the Kern COG Project Delivery Policies and Procedures manual.
SECTION 4.
PROJECTS will be implemented as described in the completed
application and in this resolution and, if approved, for the amount programmed
in the Congestion Mitigation and Air Quality Program (herein "CMAQ ").
SECTION 5.
APPLICANT and the PROJECTS will comply with the requirements as set
forth in the program.
SECTION 6.
APPLICANT authorizes its City Manager, or designee to execute and file an
application with Kern COG for CMAQ funding for the PROJECTS as referenced in
this resolution.
PASSED AND ADOPTED by the City Council of the City of Bakersfield on this
14th day of August, 2013.
