The Thomas Roads Improvement Program is planning a community meeting for
the State Route 178/Morning Drive Interchange project on August 20, 2013 from 4
p.m. to 7 p.m. at Canyon Hills Assembly of God Church, 7001 Auburn Street,
Bakersfield. This meeting will provide area residents and commuters with
information about the new interchange project and the upcoming construction
process.
A groundbreaking ceremony for the project will be held the following day,
August 21, 2013, at 9:30 a.m., on the northwest corner of the current State Route
178/Morning Drive intersection. We encourage everyone to attend!
Good News
Next Friday, August 23, 2013 at 1:00 p.m., the ribbon cutting for Phase II of the
State Farm Sports Village will take place. As referenced in the attached press
release, this will be a very festive occasion, one that includes a visit by the
professional soccer team, the Los Angeles Galaxy, who will have interactive
games for the attendees. Phase II encompasses 27 acres, and includes four
soccer fields, four football fields, restrooms, and a parking lot. Wi-Fi will be
available courtesy of Bright House Networks.
Staff compiled the attached summary report of the Movies in the Park series as a
follow-up to Bright House Networks for their generous sponsorship. It was our best
year yet, even though temperatures remained high throughout the
summer. Many thanks to Bright House Networks for their sponsorship, and for their
promotions, which helped boost attendance, especially at the Amphitheatre.
Congratulations to Joe Navarro, the Business Manager of the Recreation and
Parks Department, who was recently selected to attend the 5th Annual American
Institute of CPA’s (AICPA) Leadership Academy. It is characterized by the
Chairman as being an elite group of the best and brightest young minds in the
accounting profession.

We are pleased to announce that Phase 3 of the blue cart roll out program has
begun. Between now and November, about 31,000 homes will receive blue carts
for curbside recycling. The affected area generally encompasses the south and
southeast part of town. Phase 4 is on schedule to begin in February, when the
remaining 19,000 carts will be distributed.
Residents are notified by a post card mailer, such as the one attached, about
two weeks prior to receiving their carts. When the carts are delivered, printed
instructions and service day calendars will be included.
Traffic Advisories
Caltrans will be closing some lanes of State Route 99, and on- and off-ramps, from
State Route 204 to White Lane, from 5:00 a.m. to 3:00 p.m. this weekend to allow
crews to conduct striping operations. The enclosed Commuter Alert provides
specific information.
Next weekend, August 24th and 25th, Streets crews will work with the San Joaquin
Valley Railroad (SJVRR) to repair the railroad crossing on South “H” Street
between Planz Road and White Lane. This work will require the closure of “H”
Street at Planz Road and at White Lane from 4:30 a.m. on Saturday until just as
soon as the work has been completed on Sunday, and the area is once again
deemed ready for traffic. During the closure, detour routes will be clearly
delineated, and customer access will be ensured for all businesses within this
area. Please see the attached memo for more details.

Grand Opening Ceremony – State Farm Sports Village Phase II
Please join us in opening the State Farm Sports Village Phase II on Friday August 23. In
attendance will be Mayor Harvey Hall, Councilmember Jacquie Sullivan, and city
officials. Also, representatives from American Youth Soccer Association Region 73,
Golden Empire Youth Football & Cheer, and State Farm® will be present. In addition, LA
Galaxy Street Team will have interactive games for the attendees.
State Farm Sports Village is a planned sports complex which will eventually include
soccer, football, baseball, softball, and passive areas. Phase II encompasses 27 acres for
$3.905 million which includes four soccer fields, four football field, restrooms, landscaping,
parking lot, purple pipe system for irrigation, and Wi-Fi provided by Bright House Networks.
State Farm® received the naming rights to the Bakersfield Sports Village in December
2011. The five year agreement with the City of Bakersfield includes a total amount of
$500,000. Funds from the naming rights agreement were used towards the construction
of Phase II at State Farm Sports Village.
“We are really excited to participate in the expansion of the State Farm Sports Village
complex,” said David Hernandez, State Farm’s Vice President - Operations. “With these
additional football and soccer fields, the complex continues to develop into the premier
outdoor sports facility in the region. It is an outstanding place for the entire community to
enjoy.”
All are welcome to attend; youth soccer and football games occurring after the opening
ceremony.

2013 Movies in the Park Series
Sponsored by Bright House Networks
The 2013 Movies in the Park series was a huge success! The overall summer attendance was nearly
3,500 people, a large increase from last year’s 2,300! We received many positive comments and
appreciation for Bright House Networks’ sponsorship of the series.
The movies offered at The Park at River Walk, Bright House Networks Amphitheatre received many
comments of appreciation for the movie as well as the free giveaways provided by Bright House
Networks: from the Frisbees and fans (greatly needed on that muggy day!) to the free water and Kettle
corn.
At other parks, people were appreciative that the movie was right in their neighborhood! We received
many comments indicating the desire for continuing the series next year.
There were many families that followed the movie series from park to park, regardless of where the
movie was offered. Three different families commented at the final movie that they had attended every
movie all summer, and enjoyed them all!
The promo spot provided by Bright House Networks that was shown at the beginning of every movie
was a nice touch to ensure that everyone knew who had provided the movie opportunity.
Requests received for next summer:
Some of the participants expressed some ideas to consider in future years which included:
1) More movies at Bright House Networks Amphitheatre which are always well attended
2) Perhaps try a few classic movies
3) Think about adding a different night since some families leave on Friday
4) Maybe offering an incentive of some type to all who attend each movie.
All such requests are evaluated based on past experience, number of requests and resources available.
The Recreation and Parks Department expresses sincere appreciation to Bright House Networks for
sponsoring the 2013 summer movie series so that hundreds of families throughout Bakersfield could
enjoy an evening of entertainment in their local park! We hope that Bright House Networks will consider
sponsoring the summer movies again next year and that this partnership will be a lasting one.
Let us know if this has been a worthwhile partnership on your end, too. We appreciate the support and
being able to offer this program to the community, thanks to your commitment and contributions.

LANE AND RAMP CLOSURES ON STATE ROUTE 99
SCHEDULED FOR THIS WEEKEND
The Department of Transportation (Caltrans) announces scheduled lane and ramp closures on
northbound and southbound State Route 99, in Kern County this weekend to allow
Maintenance crews to conduct striping operations.
The following closures are scheduled to take place this weekend:
Southbound State Route 99, #1 and #2 lanes (left lanes) and on and off ramps between
State Route 204 and White Lane overcrossing, will close intermittently on Saturday, August 17th, 2013 between the hours of 5:00 a.m. and 3:00 p.m. Detours will be set up to divert traffic from the work zone to limit traffic impacts and congestion.
Southbound State Route 99, #4 lane (right lane) and on and off ramps between State
Route 204 and White Lane overcrossing, will close intermittently on Sunday, August 18th, 2013 between the hours of 5:00 a.m. and 3:00 p.m. Detours will be set up to divert traffic from the work zone to limit traffic impacts and congestion.
Closures may continue for longer periods of time each day if necessary, due to delays
caused by weather or uncontrollable events that may occur during maintenance. Motorists can expect delays and are encouraged to take an alternate route if possible.
Caltrans Maintenance workers remind you to drive with extra care and allow additional travel
time while travelling in the Kern County area. Please be alert for Road Maintenance Personnel
and “Slow for the Cone Zone.”

SUBJECT: Upcoming Improvements at the South “H” St Railroad Crossing
Commencing on August 24, 2013, Streets’ crews will work with San
Joaquin Valley Railroad (SJVRR) to repair and improve the ride quality of
the railroad crossing on South “H” Street between Planz Road and White
Lane.
The work consists of removing the existing asphalt railroad crossing and
replacing the crossing with concrete panels. This work requires the closure
of “H” Street at Planz Road and at White Lane on August 24th (Saturday)
and August 25th (Sunday) at 4:30 AM. Traffic detour routes will be clearly
delineated and customer access will be ensured for all businesses within
this area.
Once the concrete panels are installed by SJVRR, the road will be
reopened and Streets Division crews will work on the asphalt approach to
make a smooth transition from the roadway to the crossing. Although this
work will not require complete closure of this area, one lane in each
direction will be closed during this process. This lane closure will be limited
to one at a time to minimize disruption to the travelling public.
Improvements at the South “H” railroad crossing is anticipated to be
completed by August 29th (Thursday).

Sunday opening up the road for traffic Monday with asphalt work being done by city crews August 26th thru August 30th one lane at a time
NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be
assigned to cleaning plugged drains and part circle culverts. This also applies when a large number of
street sweeper are in Fleet for repairs. Areas that have been missed during this time will be swept at the
end of the month.

Total monthly attendance for all programs, reservations and volunteers
combined for the month of July totaled 109,780 as compared to last year’s
total of 97,256.
ADMINISTRATION:
o Fertilizer Injector at State Farm Sports Village – Injection system has been
approved by Environmental, Public Works and Recreation and Parks and is
installed, ready for Phase II opening.
o Mill House – The Mill House grand opening was held on July 10th.
o Mesa Marin Scoreboards – Scoreboards are now installed and operating.
o Wayside & MLK Park Tennis Courts Rehabilitation Project – Public Works is
working with the Contractor on a start date for the rehabilitation of both
tennis courts.
o Bright House Networks Amphitheatre – 2013 River Walk Concert Series
o Foster Campbell & Friends & Sunnyside Jazz Band – July 4th, 3,000 in
attendance. Additionally, an estimated crowd of 6,000 more were in
The Park at River Walk to watch the City’s first fireworks display.

McMurtrey Aquatic Center:
o Monthly attendance at the McMurtrey Aquatic Center was 26,978
compared to last year’s 23,857. This 12% increase was due to the
increase in programs and swim lessons.
100 Mile Club:
o The 100 mile lap swim club is currently made up of 406 active
members that swam 1,430 miles this month. The club has swum a
combined total of 118,726 miles. One year ago the club had 316
active members and swum a total of 102,252 miles!
Family Fun Night:
o Family Fun Night was held on Friday, July 19th at McMurtrey
Aquatic Center from 6:00 to 9:00 pm with a Pirate theme. There
were 552 people who enjoyed the slides, played Pirate-themed
games, and competed in a cannon ball contest off the diving
boards.
Make A Splash Program:
o Staff presented Water Safety Presentations to 285 preschool aged
children at 10 different schools this month. Discounted Make A
Splash swim lessons began on July 15th. All 540 openings filled to
100% capacity.
National Recreation and Parks Month:
o In observation of Recreation and Parks Month, discounted open
swim was offered on July 5th and July 17th at all city pools.
City Championship Swim Meet:
o The annual City Championship Swim Meet was held on July 27,
2013 at McMurtrey Aquatic Center. The City of Bakersfield
recreational swim teams who competed included: 2 McMurtrey
teams, 2 Silver Creek teams, 1 Martin Luther King Jr. team, and 1
Jefferson team. Participants had a great time ending their swim
team season with this fun competition.
Mid-Summer Staff Training:
o All staff in-service training was provided on July 9th and 10th at
McMurtrey Aquatic Center. Staff members form Jefferson, M.L.K.,
McMurtrey and Silver Creek Pools were provided with additional
training and were rated on their life-saving skills.
Donation/Volunteer Total:
o $606.00

Jefferson Pool:
Total Attendance at Jefferson Pool for the month of June was 4,191. Last
year’s total attendance was 2,911. This increase is due to increased
attendance in our swim lessons and recreation swim.

ATHLETICS:
o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of
July was 35,481. Monthly attendance increased by 6% as compared to same
time last year due to 33,552. The increase in attendance is attributed to the
growth of the City’s Softball League. This summer the league reached a record
of 192 teams; last summer the record was 173 teams.
Athletic Programming:
Adult Softball
League games continued through the month of July five days a week.
There are 192 teams in the Summer League with 114 Men’s teams and 78 Co-ed.
Softball Tournaments
Mesa Marin Sport Complex hosted the ASA Western Nationals Girls U-18 Fast Pitch
Tournament July 31st through August 2nd.
Soccer Camp
A soccer camp was held during the month of July at Yokuts Park for kids age 5-
10 years.
Tennis Classes
High School Drills Tennis Classes were held this month at Silver Creek Park.
Junior Drills Tennis classes were held this month at Silver Creek Park
Pee Wee Tennis classes were held this month at Silver Creek Park.
Pee Wee Camp & Sports
Pee Wee Camp was held for one week this month at Silver Creek Park. The focus
of the camp is to introduce 3-5 year olds to the fun and excitement of sports.
Pee Wee Sports was held on Saturday’s at Jastro Park this month. The program
introduced kids to sports such soccer, basketball, t-ball, kickball, track and field
and circle games.

DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER:
o Overall attendance for the Martin Luther King, Jr. Center was 5,399
Attendance decreased by 10% from last July. The decrease was due to not
holding the Farmers Market, The Garden Program and the Healthy Cooking
Class this month.
Camp King
The center had five (5) new counselors for Camp King this summer. They had great energy
and were open to new activities.
Our talent show was exceptional this year, showcasing our many talented campers.
Several local groups helped to make this year’s camp a success. Weekly visits and
curriculum were shared with campers by Ebony Counseling Center, The Girl Scouts and
Stay Focused Ministries. This continues a longstanding relationship that the organizations
have had with Camp King.

Cal State Step Dancing
A new activity called Step Dancing was introduced to our campers. This class is instructed
by Julius Ryan with Cal State Bakersfield. The group is called “Guardian Scholars Program”.
Stepping is fun and a creative form of dance that is often associated with the African
Culture. This form of dancing included stepping, clapping, chanting and stomping.

Westside Parkway
o On July 17th, Israel Herrera and Ken Trone prepared instructions for the opening of the
Westside Parkway pertaining to the abatement of present weeds growing along the
sides.
o Crews then began to spray the area the weekend of 7/20 through 7/21 completing
the task with no problems to report.
Mesa Marin Sports Complex
o Four (4) “job boxes” were painted and set into place.
o Installation of four scoreboards was completed on July 12th. Each of the four softball
fields now has their own scoreboards and controllers.
Mill House
o Opened its doors on July 10th. The structure is 1,001 square feet complete with a loft,
exterior courtyard and a functioning water wheel with generates 2kw of electrical
power for lighting.
West Side of 99
o After reviewing issues with the block wall along the Westside of Freeway 99 between
Hosking Avenue and McKee Road, it was found that this area was in need of
immediate attention. Dead plant material (mainly leaves) was removed and hauled
away. Shrubs were trimmed, litter picked up, fertilizer added and irrigation bubblers
were replaced by side strip spray nozzles to get better coverage. There was no loss of
plants and the area is showing good response to these changes. New growth is now
visible.
PERC
o Area 5 staff continued using the PERC (Pressurized Exhaust Rodent Control) machine
to control the gopher and squirrel population at River Oaks Park. There were a total of
90 gopher holes and 19 squirrel holes treated.
Siemon Park
o Park staff and Contractor, Kern Sprinkler, completed irrigation work in time for the
opening of the spray park on July 12th. Park crews also installed a new 4” back flow
device and provided a new water service to the wet playground. Kern Sprinkler staff
also installed 10,000 square feet of sod and hydro-seeded another 5,000 square feet.
o New toilet paper and toilet seat cover dispensers were installed in restrooms due to
restroom modification on 7/9/13.
o Contractor, Kern Sprinkler, made repairs to irrigation system around new water Spray
Park.
Annual Tree Contract
o The annual tree contract has been approved. The contractors began work on July
1st. They have completed trimming at the following locations:
o Olive & Verdugo
o Dove Creek & Allen
o Linear Park on Coffee from Norris to Riverlakes west wall.
o Deer Peak Park

City Tree Staff has trimmed all trees on the Bike Path from Mohawk to the Park at River
Walk. These trees were hanging low causing issues for pedestrians and cyclist on Bike
Path.
City Tree staff has begun trimming all school and crosswalk signs throughout the City in
preparation for the new school year.
City Tree Staff assisted Code Enforcement in the removal of encampments on 7/17/13.
A total of 12 camps were removed.
