The investigation led to the arrest of Natalie Ann Percel, 27, and Adam Charles Howard, 41, for filing a false report of a criminal offense, delaying an officer and conspiracy. Previous Release August 8, 2013 On Wednesday, August 7, 2013 at approximately 2:30 a.m., Bakersfield Police responded to the 3900 block of Rio Viejo Drive for a missing person and missing vehicle report. The investigation led officers to the 11500 block of Lariat Court. When officers arrived on scene, Kevin VanScoy, 33, walked out of the residence. VanScoy was arrested for an unrelated outstanding felony warrant. The missing person walked out of the residence as well. A surrender call out was issued and multiple subjects were located at the residence The subjects inside the residence have been detained and are being interviewed. The investigation is continuing.
