STANDING COMMITTEE TO COMBAT GANG VIOLENCE
August 1, 2013 – 10:00 a.m.

MINUTES
Called to Order by Councilmember Johnson at 10:00 a.m.
ROLL CALL
Present: Bakersfield City Councilmembers Sullivan, Rivera, and Johnson, Co-Chair
Absent: Kern County Supervisors Perez and Maggard, Co-Chair
1. Public Presentations
Andrew Barling from the Stockdale Learning Center, Mr. Strong from the Corporation for Better Housing,
and Konrad Moore, Kern County Public Defender, all heard.
2. KC Sheriff, KC Probation, Bakersfield Police Department and District Attorney handouts with updated
data and comparison to last period.
Lisa Green, Kern County District Attorney, heard regarding a press conference she will be holding August 1,
2013 at 3p.m. to provide an update which will include gang prosecution statistics.
3. Project 180/Prevention Update
Cindy Utez with the Department of Human Services provided a presentation with details about Project 180
partners. As the appointed monitoring agency, the Department of Human Services issued a request for applications
(RFA) on March 13, 2013 which sought requests from community-based non-profit organization to increase
collaboration and effectiveness of the project. Eight agencies were awarded funding, five current agencies along
with three new agencies.
Will Haywood, Ebony Counseling, provided additional information about the types and location of services his
organization offers as a participant in Project 180.
Jan Castillo, New Life Training Center, heard regarding the expansion of services to AB12 children as a continued
participant.
4. Review and take action on Strategic Plan 2013 Update
Committee reviewed a draft of the strategic plan.
Karen Goh heard regarding the necessity of intervention services.
Councilmember Rivera mentioned statistics where individuals were arrested and released under AB109
many times over and asked what types of services are available to target this type of repeat offender.
Kim Albers, Executive Director of Garden Pathways, spoke about a program her organization administers to
target the type of individual mentioned by Councilmember Rivera. Garden Pathways provides employment
preparation services to 18-24 year olds in the community to stop the cycle of repeat incarceration; Funding
was obtained for this program through the Department of Labor.
Greg Gonzalez from Kern County Sheriff’s office provided details on the types of programs offered through
community partners as well as statistics on the volume of inmates released daily.
No Action Taken.
5. Discussion of Current Jail Capacity Issues
Kern County Sheriff Youngblood provided an update on the County Jail capacity. Due to mandates that
restrict jail capacity, inmates now serve approximately 22% of their sentence. Kern County Jail population
also consists of nearly 100 multi-year sentenced inmates. In addition, California is now facing a situation
where 10,000 additional state inmates may be released.
6. Q & A / Discussion
None heard.
7. Committee Member Announcements or Reports
Councilmember Johnson requests the addition of an agenda item to be considered at the next meeting
regarding the direction, goals, and scope of the Committee.
Councilmember Sullivan reaffirmed the importance of the committee and applauded the work and
participation of those from the City of Bakersfield, County of Kern, as well as all involved community
groups.
