RESOLUTION DETERMINING THAT A CERTAIN SIEMENS
REPLACEMENT AERATION BLOWER AT WASTEWATER
TREATMENT PLANT NO. 3 CANNOT BE OBTAINED THROUGH THE
USUAL BIDDING PROCEDURES BECAUSE OF THE NEED TO
INTEGRATE BLOWER INTO THE EXISTING TREATMENT PLANT
PROCESSES AND AUTHORIZING THE FINANCE DIRECTOR TO
DISPENSE WITH BIDDING THERFORE, NOT TO EXCEED $350,000.
WHEREAS, Wastewater Treatment Plant 3 operates five Siemens aeration blowers
for treatment of the wastewater influent; and
WHEREAS, these five aeration blowers must work in synchronization with each
other; therefore, compatible aeration blowers are necessary for the treatment of
wastewater influent;
WHEREAS, one of the five Siemens aeration blowers experienced a catastrophic
failure during its operation and is not currently available to the treatment process; and
WHEREAS, the cause of the blower failure has been investigated and similar
model equipment is required for proper operation and integration of treatment
processes at the plant; and
WHEREAS, compatible Siemens aeration blower is only available from Siemens
Corporation; and
WHEREAS, the Public Works Director recommends the Council find said Siemens
aeration blowers can only be reasonably obtained from Siemens Corporation, and
because of the need to integrate the product into an existing system, recommends the
Council dispense with the bidding, in accordance with subsection D.2 of Section
3.20.060 of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
The above recitals are true and correct and incorporated herein by
reference.
2. The City Council hereby finds that the purchase of the aeration blower
can only be reasonably obtained from one vendor (Siemens Corporation)
because of the necessity to successfully integrate such equipment into
the existing treatment processes at Plant 3.
3. The Finance Director is authorized to dispense with bidding and to
negotiate the purchase of same, not to exceed $350,000.
