HomeMy WebLinkAbout09/27/2013 OFFICE OF THE CITY MANAGER MEMORANDUM September 27, 2013 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT/al SUBJECT: General Information Animal Care With the approval of the Agreements between the City and the Bakersfield SPCA and the Bakersfield Homeless Center, all three agencies are preparing to operate the City of Bakersfield Animal Care Center beginning Tuesday, October 1st. There is a significant amount of work that needs to be completed to fully prepare the Mt. Vernon facility for operations, which cannot be completed until the County fully vacates the site. As such, operations at the Animal Care Center will be limited for the first two weeks after the City takes over operations. We ask for the public’s patience during this time while we are conducting needed renovations. If City residents require service or have an immediate need to surrender an animal in their care, either owned or stray, we ask the public to contact the City of Bakersfield Animal Control Office at 326-3436. This has been a huge task, and I give great credit to Steven Teglia for the tremendous amount of time and energy spent towards getting everything in order. I also want to recognize the major effort put forth by a multi-departmental team from Police, Public Works, Finance, and Information Technology, who have done a very large amount of preparatory work. We are quite confident that the City’s homeless animals will be extremely well cared for under the new regime. The County’s new shelter will be open beginning October 1st, and it is located at 3951 Fruitvale Avenue. A lot of working has been taking place at the facility in preparation for their grand opening. We wish them much success. TRIP News Staff would encourage all of you to go out and drive the Westside Parkway, either during the morning rush-hour, or after work. Any miscellaneous time is good as well. The usage is extremely strong for a new facility, and it is growing each day. General Information September 27, 2013 Page 2 Freeway Litter Removal Update  Three crews from the Bakersfield Homeless Center and one from Kern County Sheriff’s Office will be working on or near the freeways daily, with even more expected.  Several volunteer groups continue to stay involved in litter removal, with non- freeway areas being explored. The groups are Compass Rose Staffing (possibly Downtown), the Retirees (area to be determined), Isaiah Crompton’s Men’s Home (Ward 1 alleys), and Garden Pathways (34th Street/Union Avenue/Chester Avenue). The eventual goal is to program a City-wide response to litter.  The Mayor’s Freeway Cleanups will resume on October 5th.  The Fresno Council of Governments has requested members of the ad hoc committee assist them in setting up a similar program. John Enriquez, Mayor Hall’s representative on the Keep Bakersfield Beautiful Committee, is facilitating these discussions. This also applies when a large number of street sweeper are in Fleet for repairs. Areas that have been missed during this time will be swept at the end of the month.
