Key Topic
As you may recall, staff discovered that, as a result of the irrigation of the natural
grass at City Hall North, water was seeping through cracks in the concrete deck,
causing structural issues with the ceiling of the parking structure underneath the
building. A couple of months ago, we installed a test patch of synthetic grass
along the frontage of Eye Street and Truxtun Avenue to determine if this would
stop any further damage from occurring. Even by reducing the amount of
irrigation, a significant amount of water has continued to seep through the
cracks. Staff is very concerned about the integrity of the ceiling in the parking
structure that, if it continues much longer, will eventually lead to deterioration that
will likely require extensive repairs. The best solution is to replace all of the natural
grass with the artificial product now, which will then focus the irrigation within the
planter areas only. The plan is to remove the sod and irrigation system this
weekend. The soil will then be sterilized, compacted and graded, and the
installation should take place during the week of October 14th.
TRIP Reports
Enclosed is the latest Progress Report, which provides valuable information
pertaining to the all of the efforts made in the past year, and what we can look
forward to.
Motorists are advised to anticipate lane closures along State Route 178, between
Fairfax Road and Morning Drive, beginning Monday, October 7, 2013, and
continuing through Friday, October 11, 2013. The outside eastbound lane will be
closed between the hours of 6 a.m. and 4 p.m. to allow the contractor for the
State Route 178/Morning Drive Interchange project to install a concrete barrier
and to restripe the roadway. Westbound lanes will not be impacted at this time.

sidewalk repairs on G Street.

Event Notifications
There is a citywide youth cross-country track meet at Yokuts Park this Saturday,
October 5th, from 9:30 a.m. to noon. Over 300 youth will be participating in the
event.
This City is co-sponsoring Dog Day at the Park, from 9:00 a.m. – 2:00 p.m., at
Central Park this Saturday, October 5th. There will be an agility course,
immunizations, and other information geared to improve responsible pet
ownership.
This year’s Good Neighbor Festival is slated for Saturday, October 12th, from
11:00 a.m. – 2:00 p.m. at Martin Luther King, Jr. Park, 1000 South Owens Street.
This is a family-friendly event that is FREE to the public, and it will include
entertainment, children's activities, a resource and health fair, and food
booths.

SUBJECT: SIDEWALK REPAIRS ON "G" STREET
Referral No. 419
Staff met with the owner of Natures Food Market, who rents office space on the
southeast corner of 20th and G Street. He is concerned about the sidewalks on the east
side of G Street from 19th Street to 21st Street, where there are several areas in the
sidewalk that are cracked and other areas that have either lifted or sunk. There are
also several drive approaches that are no longer in use which create an uneven
walkway. Staff informed him that maintenance and repair of the sidewalks is the
property owner’s responsibility; however the City will make repairs to the areas which
are potential tripping hazards.
He was offered the City’s pricing to replace the sidewalk (approximately $3.60/sf) if the
property owner desires to improve the sidewalk adjacent to his property. This offer
includes City crews removing the existing sidewalk and grading for new sidewalk at no
additional cost to the owner. Staff has also spoken to the property owner and expects
their decision regarding sidewalk improvements soon.
In addition, he expressed concern with parking on the east side of G Street. The multiple
drive approaches mentioned above limit the number of parking stalls on the east side
of the street. As most are no longer in use, these could be abandoned, and parking T’s
could be installed to allow people to park in front of the drive approaches that are no
longer in use.
