HomeMy WebLinkAbout10/18/2013 OFFICE OF THE CITY MANAGER MEMORANDUM October 18, 2013 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT/al SUBJECT: General Information Reminder - The groundbreaking ceremony for the State Route 58 Gap Closure Project will take place next Wednesday, October 23rd at 11:00 a.m. in the parking lot of St. John Missionary Baptist Church, located at 1401 East Brundage Lane. This much-needed project will widen State Route 58 from four to six lanes between Cottonwood Road and State Route 99. Miscellaneous News  The Convention and Visitors Bureau reports that this will be another sold-out weekend for Bakersfield hotels as the Hot Rod Reunion returns to Auto Club Famoso Raceway for its 22nd year. Hot Rod Reunion fans from around the world will be in Bakersfield, so local restaurants will also be busy. This event follows last weekend’s Far Western District Fall Convention of the Barbershop Harmony Society at the Rabobank Theatre and Convention Center.  The attached notice contains some very positive facts about our local Amtrak station and the number of people who are taking advantage of this valuable travel alternative. One significant fact is that the Bakersfield station is now the fifth busiest in California, and the San Joaquin Corridor route that stops here is the fifth busiest in the nation. This event will provide an educational and entertaining look at public safety services in Kern County. AT:rs:al cc: Department Heads Roberta Gafford, City Clerk Amtrak's San Joaquin corridor saw ridership increase 6.6 percent over the last year, more than almost any other route in the country. The company's San Joaquin corridor from Bakersfield to Sacramento logged 1.22 million passengers in the last year compared to 1.14 million the year before, a 6.6-percent increase. Only Amtrak's Lincoln Service from Chicago to St. Louis did better, increasing 9.7 percent to 655,465 riders. In addition, Amtrak released ridership figures yesterday that showed Bakersfield as the fifth busiest Amtrak station in California, behind Los Angeles, Sacramento, San Diego, and Emeryville. The San Joaquin corridor, which includes stops in Stockton, Madera, Fresno, Hanford and Corcoran, was Amtrak's fifth busiest in the country during fiscal year 2013, behind California's Pacific Surfliner route with 2.7 million passengers, the state's Capitol Corridor route with 1.7 million passengers and the Keystone corridor in New England with 1.47 million passengers. The San Joaquin corridor also had higher ticket revenues in the year, going from $38.66 million in fiscal year 2012 to $39.4 million in the latest year for a 1.9- percent bump. ADMINISTRATION: o Beale Park & Saunders Park Playground Rehabilitation Project – Construction began September 23rd and is scheduled to be complete in December 2013. o Wayside & MLK Park Tennis Court Rehabilitation Project Update – Completed. o Planz Skate Park – Selections of finalists complete; interviews with the four final applicants are scheduled for October 23rd. o Playground Audits – Bids were opened and received early September 2013. DEPARTMENT OF RECREATION AND PARKS SEPTEMBER MONTHLY REPORT PAGE TWO Aquatics/McMurtrey Aquatic Center: o Total attendance for Aquatics was 3,904 which was a 5.7% increase compared to August 2012 of 3,692. This was due to the Elementary and Jr. High Program attendance at Silver Creek Pool. Monthly attendance at the McMurtrey Aquatic Center was 3,376 compared to last year’s 3,692. This was an 8.6% decrease due to having three (3) recreational swim days in 2012 instead of two (2) recreational swim days this year.  100 Mile Club: o The 100 mile lap swim club is currently made up of 419 active members that swam 13,455.09 miles this month. The club has swum a combined total of 121,281 miles. One year ago the club had 324 active members and swum a total of 106,788 miles!  Silver Creek Pool: o The Elementary & Jr High Swim Program started September 3rd at Silver Creek Pool. There are 22 participants learning four competitive strokes and techniques for competitive swimming. The program meets Tuesdays, Wednesdays, and Thursdays each week. Swimmers are practicing for the 2013 Championship Meet held next month at Bakersfield College. Total attendance at Silver Creek Pool for the month of September was 528.  Make A Splash Program: o The Make A Splash drowning prevention program provided Parent CPR and First Aid Training to 2 adults with preschool aged children this month. Staff also attended a Resource Fair on September 19th at Stella Hills Elementary School and presented information on the First 5 Kern Make A Splash programs. Other Aquatic Highlights: o Some of the classes and activities currently taking place in September at the McMurtrey Aquatic Center include: Lap Swimming Diving Kayaking 100 Mile Club SCUBA Aqua Conditioning Deep Water Intervals Lifeguard In-service Parent CPR & First Aid Aqua Zumba Water Walking  Total Attendance: 3,904 We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS SEPTEMBER MONTHLY REPORT PAGE THREE ATHLETICS: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of September was 23,285. Monthly attendance increased by 11% as compared to same time last year 20,972. The increase in attendance is attributed to growth of the City’s Softball League and the League of Dreams. Adult Softball  The Fall Softball League began with evaluation games on September 9th.  The League consists of 180 teams divided into 30 Divisions (18 Men’s & 12 Coed) with six teams in each division.  Connors Concessions reported earning $ 4,308.45 in sales for the month of September at Mesa Marin Sports Complex. Softball Tournaments  Mesa Marin Sports Complex hosted an ASA Tournament on September 14th & 15th. Twenty-two teams participated in the tournament. o 8 Men’s Teams on September 14th o 14 Coed Teams on September 15th  Mesa Marin also hosted the 1st Annual Jeff Moreland Cancer Fund Memorial Tournament on September 21st & 22nd. Nine teams participated in the tournament. o 5 Men’s Teams on September 21st o 4 Coed Teams on September 22nd League of Dreams  The “Opening Day Celebration” was held on Sunday, September 15th at NOR.  The League started on Sunday, September 22nd with 160 participants; a 26% increase over last year’s 127 participants.  Donation/Volunteer Total: o $4,608.00 Other Athletics & Adaptive Programming News:  Some of the activities staff are currently working on include: o Fall Adaptive Softball League o Softball Tournament Rentals o League of Dreams Basketball o Pee Wee Sports o Cross Country Meet Total Attendance: 23,285 We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS SEPTEMBER MONTHLY REPORT PAGE FOUR DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER: o Overall attendance for the Martin Luther King, Jr. Center was 2,230. Attendance decreased by 2% from last September of 2,271. Movies in the Park o The City Council and Southern Cal Gas sponsored Movie in the Park was offered mid- September at The Park at River Walk. The Escape School was offered by the City Police Department prior to the movie. Over 300 people attended the Escape School portion and approximately 100 stayed for the movie E.T. Good Neighbor Festival o The Good Neighbor Festival Committee is meeting weekly to ensure a great event is planned. The Mayor and Councilmember Rivera will both be presenting Hidden Hero awards at noon. Currently, there are twenty (20) vendors signed up to participate at the event. Step Class o The new Step Class for teenagers is off to a slow start. The class has been modified to allow younger children 10-14 to participate because the high school student participation has been lacking. ESL Class o MLK Center partnered with the Kern Adult Literacy Council to offer English as a second language class at the center. Attendance was good and was held at the Literacy Council office instead of MLK center.  Donation/Volunteer Total: o $475.00 Total Attendance: 2,230 SILVER CREEK COMMUNITY CENTER/SAUNDERS MULTI-USE FACILITY: Silver Creek Community Center Total attendance for Silver Creek Community Center was 1,597 as compared to last year of 620. o There was one (1) rental for the month of September - $3,942 in revenue. After School Fun  Attendance: Weekly Average: 93 Monthly: 465 Revenue: $2,159.00 Saunders Recreational Facility o Total overall attendance for the Saunders Recreational Facility was 50. There was zero (0) rentals for the Saunders Recreational Facility for the month of September. o Hockey Program o Registered: 50 Participants Total Attendance: 50 o Soccer Program o Registered: 0 Teams Total Attendance: 0  Total Attendance for Silver Creek & Saunders Recreational Facility : 1,647 We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS SEPTEMBER MONTHLY REPORT PAGE FIVE PARKS: TPRW o Trenching – Electricians installed first power box on August 5th near base of amphitheater hill fence line with additional trenching completed at the end of September. o Aquatic Harvester – The City Water Department cleaned both lakes at TPRW on 9/17/13 and 9/19/13. East Lake was cleaned at the end of September. Saunders Park o Playground is currently being updated, work began on September 23rd. Patriots Park o New Shade Structures were installed at reservable areas 1 and 2. White Lane Median o On September 10th, 17th and 20th PGE was contacted regarding continuing issues with the power at this median. It was concluded that underground repairs need to be performed. A work order was input by PGE marked as “critical” in order to get repairs processed as soon as possible. State Farm Sports Village o Two (2) new additional trash receptacles were installed at concession area on 9/19/13. Jastro Park o Glide slide was replaced on 9/16/13 Pin Oak Park o One (1) oval to round section on squiggle tube slide was replaced on 9/12/13 due to vandalism. MLK Park o A resurfacing project on the tennis courts began on September 11th and was completed on the 18th. Q Street Improvements o As of September 24th, the streetscape improvements along Q Street from Truxtun to 24th Street have been accepted and are ours to maintain. Aquatics Maintenance o Staff made some minor modifications of the Sister Cities “A” fountain’s pump system to better filter debris during the backwash process o The spare pump for the McMurtrey activity pool has been delivered. o September 28th & 29th was the final weekend for the nine (9) various spray parks operation, staff has turned off all systems and will prepare for winterizing the various systems. o With recent break-ins/vandalism, Communications has adjusted the security system for the pool area at Jefferson Park to operate on a full time basis. Wall Repairs  A pre-construction job walk for the various wall damage locations was held on September 23rd. Bids closed on October 7, 2013. DEPARTMENT OF RECREATION AND PARKS SEPTEMBER MONTHLY REPORT PAGE SIX Tree Section o Dead trees and stumps have been removed throughout Area Four (4). o The annual tree contractor, Stay Green has completed trimming at the following locations: o Riverlakes Drive between Hageman and Olive. o Clay Patrick Farr Drive between Granite Falls and Hageman. o Work has begun at the following locations: o Harris Avenue between Gosford and Stine Road North and South walls. o City Staff trimmed trees at the following locations: o Hageman along the South wall from Clay Patrick Farr to Coffee. o Removed five (5) trees at Fire Station 11. These trees were removed for a renovation project. o Reina North wall from Jewetta to Verdugo. o Assisted Code Enforcement in the removal of encampments on 9/18/13. A total of twelve (12) camps were removed.
