HomeMy WebLinkAbout10/25/2013 OFFICE OF THE CITY MANAGER MEMORANDUM October 25, 2013 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT/RS/al SUBJECT: General Information Good News! ☺ This week the Fire Union presented their Chief Officers with a beautiful, new podium for the Department that was hand crafted by Union members. It was given in appreciation of the improved relationships that have developed between the Union and management under Chief Greener and his deputies’ tenure. It is something that would not have occurred five years ago, and it is good to see. A special thanks and congratulations go out to the Union members, as well as the Chief Officers for making great progress! ☺ The groundbreaking ceremony for the State Route 58 Gap Closure Project took place on Wednesday, and it was well attended. Some photos are attached. We extended our gratitude to the Pastor and Congregation of St. John Missionary Baptist Church for allowing us to use their parking lot for the event. ☺ On November 9th and 10th, over 2,000 people will be in Bakersfield for U16/U19 and Extra U14-16 Soccer League Finals, playing at the State Farm Sports Village. The event is hosted by AYSO Region 73 and AYSO Area 10A. o Games will start at 8 AM and will go into the evening o This tournament will determine the best teams in their respective age groups in Section 10. o Players from Southern California will compete, including Tulare to Victorville and Burbank, Malibu to Paso Robles. o Expect 800 players on 10 fields both days o Over 2000 players, families and friends are anticipated in 2 days. All are welcome to stop by and see the action. General Information October 25, 2013 Page 2 For Your Information: The Dr. Martin Luther King, Jr. Center will be closed for renovations from November 4th through December 20th. Staff is in the process of trying to move some of the popular programs to a few nearby locations, such as the PAL Center and the Stop the Violence facility. There will be a grand re-opening in early January, in time for the Kwaanza celebration on Friday, December 27th. A press release will be issued next week with more details. Litter Removal Update  You can expect to see stamped concrete at the point where the on/off ramps meet the freeways, between Planz and California. These should be completed in the next few months by Caltrans.  The Kern County Sheriff’s Office began implementing enforcement of littering violations on freeways this week. Roughly seven deputies County-wide will be on the freeways 20 hours per week. You can expect to see them on State Route 58, near the landfill exit, in particular.  With the three Bakersfield Homeless Center (BHC) crews and the two Sheriff’s crews, the entire City system is being cleaned up at least monthly. The BHC crews are actually completing cleanup of the freeways on a three-week cycle, and the Westside Parkway on a two week cycle.  As part of the longer term litter removal effort to encompass the entire City, both Flood Ministries and Stop the Violence (STV) have partnered with the Solid Waste Division to accomplish regular cleanups in the 34th St./Homaker Park area for Flood and along Martin Luther King Boulevard for STV. Councilmember Rivera has been involved in the STV cleanups.  “Adopt-A-Parkway” signs were placed on the Westside Parkway this week.  A new Public Service Announcement from KGET featuring Bakersfield Police Department staff, Solid Waste Division staff and the Homeless Center crew was produced and began airing this week. Reports Enclosed are the following: 1. A response to Councilmember Maxwell’s referral for staff to devise a plan to solve the water run-off problems at Lennox and Hewlett; 2. A report regarding future FAA grant funding; and 3. The Streets Division work schedule for the week of October 28th. There is even an obstacle course for children. Staff has also requested additional surveying of the curb & gutter in this area to determine if additional slope can be incorporated into this section to improve drainage flow. This project will be completed during this Fiscal Year. Councilmember Maxwell requested that staff look into the regular problems with water runoff in the area of Lennox and Hewlett, with the goal of providing a long-term solution. PUBLIC WORKS DEPARTMENT MEMORANDUM TO: Alan Tandy, City Manager FROM: Raul Rojas, Public Works Director DATE: October 21, 2013 SUBJECT: Future FAA Grant Funding: Five-Year CIP Plan In order to receive FAA grant funding, the City is required to annually submit a five- year CIP. Current FAA policy is that each airport receives $150,000 as an entitlement grant each year. Unused entitlement funding can be rolled over for a maximum of three years. The City will be rolling over entitlement allocations to set aside funding for the Northeast Hangar Taxilane Rehabilitation project, which is estimated at $765,000. Budget estimates for the Airport’s five-year CIP plan that is submitted annually to the FAA is typically higher than the $150,000 annual entitlement. If additional FAA funding becomes available, staff has already taken the steps to identify projects in need of additional funding. Projects included in the Airport’s five-year CIP plan follow:  Northeast Hangar Taxilane Rehabilitation  Northwest Apron Rehabilitation  Main Apron Rehabilitation (Phases 1 and 2)  Precision Approach Path Indicator (PAPI) Installation for Runway 16 The FAA does not provide upfront funding for design-only projects. However, design costs, including any associated planning and environmental costs, are reimbursable once the construction contract is awarded. In addition to the annual entitlement funding, there are also opportunities to submit applications for competitive grants. Competitive grant funding varies from year to year based upon available funding. Safety related projects receive first priority. The City was recently awarded competitive grant funding for Runway 16-34 and the Taxiway “A” Rehabilitation project. Typically, the timeframe from grant application to grant funding is between three to six months once funding is identified and the required environmental clearances are obtained.
