HomeMy WebLinkAbout11/01/2013 OFFICE OF THE CITY MANAGER MEMORANDUM November 1, 2013 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT/al SUBJECT: General Information Miscellaneous News:  Next Wednesday, November 6th, we will be hosting four students from each of the 17 high schools in the Greater Bakersfield area for the 59th Teen Government Day. Students will be provided with a brief welcome before they partner with City staff that morning to learn more about City government, and just what it takes to make it work. Later that evening, at the City Council meeting, they will join the Mayor and Council for a firsthand glimpse of legislation in action. We are proud to once again participate in this valuable program.  Last Friday, Mayor Hall presented Keys to the City to Vince Gill and Paul Franklin, honoring their tribute to the Bakersfield Sound. Attached is a great photo of the exchange.  The artificial turf project at City Hall North is now complete, and it turned out quite well, as can be seen in the attached photos. In the long run, this project will ultimately save the City money in maintenance and water costs.  The beavers are back at The Park at River Walk. Staff is in the process of wrapping trees with green nylon fencing, and will continue to monitor tree damage. High Speed Rail Update:  The High Speed Rail Authority (HSRA) will be meeting on November 7, 2013, at 10:00 a.m., at Sacramento City Hall. At that HSRA meeting, staff will recommend approval of the Bakersfield Hybrid Alternative to the Board. The document they are submitting to the Corps is not in accordance with our request; meaning, it is the full plan line into the downtown station. Mr. Morales continues to say that they want to work with us, and when the construction permits are pulled, they will not ask for anything south of Shafter. That means, however, that they are moving toward a plan line adoption that is into downtown, and that shadow will be cast over all of the properties. Additionally, there is no chance to appeal the alteration of the construction permit application at a later date. Mr. Morales seems personally cooperative; however, lawyers may dominate their actions. General Information November 1, 2013 Page 2  The second phase of the legal action on Prop1A is scheduled for next week. As you may recall, the lawsuit was filed on the basis that the High Speed Rail Authority failed to comply with provisions in Proposition 1A, intended to ensure that the Authority will not start building any segment until funding for that total segment is secure. A Judge has already ruled in favor of the plaintiffs on the merit of the suit. The Judge also ruled that the Authority violated Proposition 1A by failing to obtain all required environmental clearances for the proposed construction, prior to submitting a funding plan. Now that all of the briefs have been filed, a hearing will be held in Sacramento, next Friday, November 8th. Attorneys for the plaintiffs will be urging the court to stop any use of bond act funds until the Authority has complied with Proposition 1A requirements. If the Judge agrees, his order will stop construction in the Central Valley until after the Authority demonstrates its full compliance with the requirements of Proposition 1A. Reminder: The Dr. Martin Luther King, Jr. Center will be closed for renovations from November 4th through December 20th. Staff has moved some programs to the PAL Center and the Stop the Violence facility, which is next door to the MLK Center. There will be a grand re-opening in early January, in time for the Kwaanza celebration on Friday, December 27th. A press release is attached that provides more details. The entry fee is $30.  The Bakersfield Museum of Art will be hosting an Altares de Familia event at Central Park at Mill Creek on Saturday, November 2nd, from 4:00 – 9:00 p.m. Admission is $1; however, children 6 and under are FREE. The closure will take place from November 4th through December 20th. During the closure the facility will have new tile and carpet installed throughout the whole building. The facility will re-open on December 23rd with limited hours due to the winter holidays. The Kwaanza event will still be held on Friday, December 27th, from 1:00 to 4:00 pm at the MLK Center, and we will be holding some grand re-opening activities the week of January 6th. The Youth Academy class will be relocated to the Stop the Violence building located right next to the MLK Center. The Build-A-Bike program will be held at the Police Activities League at 301 E. 4th street. For other activities, participants are encouraged to check available programs with the Police Activities League and Stop the Violence. McIsaac, Community Development Director DATE: October 29, 2013 SUBJECT: Utility Easement South of Calcutta Council Referral No. CRMS # 431 (Ward 7) Councilmember Johnson asked that staff explore the possibility of adding a greenbelt in the utility easement south of Calcutta to Zone Change 13-0234, and that the item be returned to Council at a future date. The entire area that contains the utility easement between the canal along South H Street and Eve Street is owned by the City of Bakersfield. Staff determined that this property could be incorporated with the other parcels being re-zoned to open space with Zone Change 13-0234. The ordinance approving these zoning map changes is scheduled for adoption by the City Council on November 20, 2013. -more- NEWS RELEASE SoCalGas Offers Tips to Help Keep Lid on Winter Heating Costs Oct. 29, 2013 – Southern California Gas Co. (SoCalGas) customers can expect heating bills this winter to be slightly higher than last year. Through proper maintenance of home heating appliances, installing energy efficiency measures and following these simple tips, customers can help keep a lid on home heating costs:  Focus on the furnace, the use of which accounts for more than half of a typical customer’s monthly gas bill;  Lower the thermostat three degrees to five degrees (health permitting) to save up to 20 percent of heating costs;  Check furnace filters every month during the heating season and clean or replace the filter when necessary to keep furnace operating efficiently;  When installing a new or cleaned filter, be sure to re-install the front panel door of the furnace properly so it fits snugly to reduce the risk of carbon monoxide poisoning;  Repair cracks or broken seams in forced-air heating ducts;  Install or upgrade attic insulation;  Caulk and weather-strip drafty windows and doors;  Open the drapes or blinds during the day and let the sun help warm the home. Close drapes or blinds at night to keep the warmth inside;  Consider adding another blanket or two at night to stay warm. Based on current energy industry price projections, SoCalGas’ residential customers who consume 83 therms of natural gas in the coldest of winter months are likely to see a winter natural gas bill of about $88, as compared with $79 last year. Customers living in apartments can expect their winter monthly bill for 35 therms to be about $37 this year, as compared with $33 last year. Businesses also are likely to see an increase in winter bills. This increase is due to the higher cost of providing safe and reliable natural gas service and slightly higher natural gas commodity prices. Customers who have already received an advanced meter can also access more detailed information about their hourly and daily gas usage within “Ways to Save." They also are eligible to sign up for weekly Bill Tracker Alerts to track their gas bill during the billing cycle.
