HomeMy WebLinkAbout11/08/2013 OFFICE OF THE CITY MANAGER November 8, 2013 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT/al Subject: General Information TRIP Update: The project we now call GAP 58, which adds one lane in each direction on State Route 58 from Cottonwood to Real Road was originally part of the Centennial Corridor project. We were allowed to carve it out of the original Beltway planning and construct it early because it had independent utility and is essential for safe operation within the corridor. After clearing the Environmental for GAP 58 and securing the needed funds in the FTIP, it is now possible that we may have the capability to take a similar action with regard to the off-ramp from State Route 99 onto Rosedale Highway, the sound walls and retaining wall along State Route 58, and some lane additions on both State Route 99 at Ming Avenue and the Westside Parkway. This would not include the controversial areas of the Corridor, and no property acquisitions other than temporary construction easements (TCE’s) needed to build sound walls. Accelerating these sections will help us obtain the full federal earmark early, create jobs, improve safety, enhance operability, and it will have a beneficial acceleration to the overall TRIP schedule. We are actively exploring the possibility, and will update you when there is greater clarity. High Speed Rail Update: On Thursday, the High Speed Rail Authority voted unanimously to approve a resolution concurring with the HSR staff recommendation of the preferred alternative for the Fresno to Bakersfield section. The preferred alternative includes the Bakersfield “Hybrid” route. The resolution includes the following language: In honor of Veterans Day City offices will be closed on Monday, November 11th General Information November 8, 2013 Page 2 “The Authority Board further directs staff to continue to communicate with the City of Bakersfield regarding issues related to currently-available funding, the range of future decision-making and permitting options potentially available to the Board, and the timing of implementing the high-speed train project in Bakersfield.” Traffic Alert: Caltrans announced that the Panama Lane off-ramp on State Route 99 will be closed from November 13th – 20th to allow crews to complete work on the current auxiliary lane and widening project. Council Referral Response: Enclosed is a memorandum from the City Attorney in response to a referral from Councilmember Maxwell, providing a list of what exemptions may exist for canceling TRIP projects that would not then require the City to repay federal funds. Reports: 1. The October Report from the Directed Policing Unit; 2. Streets Division work schedule for the week of November 11th; and 3. Letter from Brighthouse Networks regarding possible programming changes.
