HomeMy WebLinkAbout11/15/2013 OFFICE OF THE CITY MANAGER November 15, 2013 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT/al Subject: General Information News:  On November 14, 2013, the Superior Court in Sacramento County issued its ruling on our case against the State Department of Finance (DOF). The City challenged DOF’s determination that disallowed funding for certain affordable housing projects in the Mill Creek area ($4.2 million) and payments on the Rabobank Arena debt ($5 million). The Court ordered that it is legally appropriate for the Bakersfield Successor Agency to request the $4.2 million in funds in future payment schedules to the DOF. However, the Court denied our request for funding the remaining $5 million to pay down the former Bakersfield Redevelopment Agency’s share of the Arena bond debt. As long as neither party appeals the Court’s decision, the City will have been successful in getting $23 million in funds reinstated out of the $28 million in funds that were originally denied by the DOF. Thanks are due to Nelson Smith, Josh Rudnick, Doug McIsaac, Donna Kunz, Steve Sutro with Duane Morris, LLP, and many others for this progress!  It is likely that I will be called to Ventura for two days next week to testify in the North Kern versus City trial. As of this point in time, the exact days have not yet been determined. Steve Teglia will be in charge in my absence, although I will be able to periodically take calls and check e-mail when court is not in session.  The latest Sales Tax information is in, which provides a comparison of the top ten industry categories for the second quarter of 2013 to the same quarter last year. The attached memorandum provides the result of that data. Traffic Advisory: Motorists are advised that the contractor for the State Route 178/Morning Drive Interchange plans to continue electrical work in the vicinity of Canteria Drive next week, November 18-22, 2013. This work will require highway traffic to be stopped intermittently, possibly up to 10 minutes at a time, between the hours of 6 a.m. and 4 p.m. General Information November 15, 2013 Page 2 Looking Ahead:  A new employee will be joining the City Manager’s staff very soon. Caleb Blaschke was recently hired from a pool of very capable candidates for the position of Management Assistant, and we expect to see great things from him. The position was restored through the recent budget process.  Kern Delta is planning to shut off canal flow through Mill Creek between December 10th and January 5th for yearly maintenance. To take advantage of the opportunity, City crews plans to perform canal maintenance at the same time. We typically receive calls during this time from concerned citizens, and you may, too. Our response is always to reassure them that this is a necessary part of our due diligence to keep everything in good working order, and that no harm will come to the wildlife during the process. Council Referrals: In response to a request from Councilmember Maxwell, the Public Works Department provided some cost estimate information for the 24th Street cul-de- sac construction. There is also a memorandum that provides data regarding a potential payback for canceled TRIP projects. Reports: Enclosed are the following: 1. DEPARTMENT OF RECREATION AND PARKS OCTOBER MONTHLY REPORT PAGE TWO Aquatics/McMurtrey Aquatic Center: o Total attendance for Aquatics was 2,702 which was a 3% increase compared to October 2012 of 2,624. This was due to a rise in mid-day Lap Swim. Monthly attendance at the McMurtrey Aquatic Center was 2,454 compared to last year’s 2,398. This was a slight increase of 2.3% and reflects the rise in lap swimmers and lifeguards attending in-service trainings.  100 Mile Club: o The 100 mile lap swim club is currently made up of 433 active members that swam 14,218.07 miles this month. The club has swum a combined total of 123,067 miles.  Silver Creek Pool: o The Elementary & Jr High Swim Program continued at Silver Creek Pool this month. There are 22 participants swimming every Tuesday, Wednesday, and Thursday. All the swimmers participated in the 2013 Championship Meet held on October 19th at Bakersfield College. Total attendance at Silver Creek Pool for the month of October was 244.  Make A Splash Program: o The Make A Splash drowning prevention program provided Parent CPR and First Aid Training to 4 adults with preschool aged children this month. Staff also worked on new materials for the water safety presentations. Other Aquatic Highlights: o Classes and activities currently taking place in September at the McMurtrey Aquatic Center include: Lap Swimming Diving Kayaking 100 Mile Club SCUBA Aqua Conditioning Deep Water Intervals Lifeguard In-service Parent CPR & First Aid Aqua Zumba Water Walking  Total Attendance: 2,702 We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS OCTOBER REPORT PAGE THREE ATHLETICS: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of October was 37,485. Monthly attendance increased by 11% as compared to same time last year of 33,890. The increase in attendance is attributed to the growth of the City’s Softball League and the League of Dreams. Adult Softball o The Fall Softball League continued through the month of October playing 90 games a week. o Connors Concessions reported earning $10,658.87 in sales at Mesa Marin Sports Complex. Softball Tournaments o Mesa Marin Sports Complex hosted a National Softball Association (NSA) Youth Fast Pitch Tournament on October 5th & 6th. Twenty-four teams participated in the tournament. o Mesa Marin also hosted an ASA Tournament on October 19th & 20th. Twenty- seven teams participated in the tournament. o 13 Men’s Teams on October 19th o 14 Coed Teams on October 20th League of Dreams o League of Dreams finished their six week basketball league on October 27th with a special “Closing Celebration” with awards and ice cream for the players. Cross Country Invitational Meet o Held on Saturday, October 5th at Yokuts Park with 315 runners from throughout Kern County. o Runners ranged in age from 5 years to 14 years (8th grade) and competed in either a 1K, 1.5K, 2K or 3K race. o The top five finishers from each of the 18 races were awarded medals. Ribbons were given to those that finished sixth through tenth place and everyone received a participation ribbon. Adult Adaptive Co-Rec Softball League o This seven week Adaptive Softball League for adults with disabilities started on Thursday, October 3rd. o There are 8 teams participating in the Fall League with games held at both Beach and Wayside. Each team brings their own cheering section from their adult day program. o Two-hundred League of Dreams “Angel” volunteers donated a total of 800 volunteer hours. o Volunteer hours totaled $7,680 dollars for the month of October.  Donation/Volunteer Total: o $7,680.00 Other Athletics & Adaptive Programming News:  Additional activities staff is currently working on include: o Mesa Marin Sports Complex Softball Tournament Rentals for 2014 Total Attendance: 37,485 We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS OCTOBER MONTHLY REPORT PAGE FOUR DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER: o Overall attendance for the Martin Luther King, Jr. Center was 3,845. Attendance decreased by 2% from last October of 3,953. Haunted House o The center held a Haunted House for the community on Halloween. Staff decorated a large walk through storage area with items from past Halloween events. They created a maze and a guided tour. Total attendance 100 Good Neighbor Festival o The Good Neighbor Festival was held on Saturday, October 12th, from 11:00 am to 2:00 pm at Dr. Martin Luther King Jr. Park. The Southeast Neighborhood Partnership had over 40 vendor booths, a petting zoo, face painting and a climbing wall and an immunization clinic. Awards were given to 4 “Hidden Heroes”, who have helped the Southeast community. Attendance 1,500. o Many organizations make this event possible including Clinica Sierra Vista, Kern First 5, Stop the Violence, Stay Focused Ministries, Kern Family Health Care, and the Ebony Counseling Center. o Over 300 Child Identifications were conducted by the Sheriff’s Department as an added feature this year. MLK Closure o The center will be closed for re-tiling from November 1 until December 23rd. o The Build-A-Bike program will be held at the PAL center during the closure. o The Youth Academy will be held at Stop the Violence during the closure. o Special activities are being planned for the New Year to encourage our participants to come back to the center.  Donation/Volunteer Total: o $5,177.00 Total Attendance: 3,845 SILVER CREEK COMMUNITY CENTER/SAUNDERS MULTI-USE FACILITY: Silver Creek Community Center Total attendance for Silver Creek Community Center was 910 as compared to last year of 596. o There were zero rentals for the month of October. After School Fun  Attendance: Weekly Average: 105 Monthly: 466 Revenue: $2,569 Saunders Recreational Facility o Total overall attendance for the Saunders Recreational Facility was 327. There was one (1) rental for the Saunders Recreational Facility for the month of October. o Hockey Program o Registered: 77 Participants Total Attendance: 77 o Soccer Program o Registered: 0 Teams Total Attendance: 0  Total Attendance for Silver Creek & Saunders Recreational Facility : 1,237 We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS OCTOBER MONTHLY REPORT PAGE FIVE PARKS: TPRW o Crews trenched for the electrical run for the portable restrooms on 9/30/13 o Aquatic Harvester – City Water Department cleaned both lakes on 10/8/13. Coffee Median o Turf/sod installed on median, South of Rosedale Highway by Kern Turf on 10/16/13. Mesa Marin o Craftworkers made repairs to South gate due to vandalism on 10/30/13. MLK Center o Area staff assisted General Services Department with moving furniture for floor renovation on 10/30/13 Beale Park o Demolition of old play equipment by contractor took place this month. Craftworkers assisted electricians with relocation of two (2) electrical conduits for security lighting that ran through playground areas. City Hall North o Staff removed existing turf, prepped and sterilized area in front of building on 10/5/13 and 10/6/13 for installation of synthetic turf. o Craftworkers relocated existing drain line from building in preparation of installation of synthetic turf on 10/9/13. o Installation of synthetic turf by contractor Courts & Greens took place on 10/21/13 to 10/25/13. Area Craftworker assisted with repairs to irrigation lines. Sister Cities Phase A o Staff replanted stolen plant material in raised planter of Korean garden on 10/8/13 in preparation for visit of delegates from Korea on 10/11/13. o Crews delivered and constructed Japanese lantern on 10/3/13. Sister Cities Phase B o Crews made a repair to the conduit hit by Street Department while grading area next to alley on 10/2/13. Saunders Park o The playground is currently being updated. Work began on 9/23/13. Gosford Road N. of Harris o Trimming project on E. wall has been completed. State Farm Sports Village o Trimming project has been completed for Phase I o Fence installed at Phase II. Kroll Park o Trimming project has been completed. Campus Park South o On October 1st a “Do not feed the wildlife” sign was installed at S. side of sump area. University Park o Craftworker assisted in the installation of the new suspension bridge on 10/28/13. The new parts still came up 3” short. The bridge and hand rails have been removed and the openings have been secured. Tyler at “Game Time” was contacted and is looking into a solution. Pin Oak Park o Craftworker installed replacement glide slide to playground on 10/31/13. Centennial Park o Craftworkers installed two replacement chatter hut roofs to playground equipment on 10/31/13. Tree Projects o Stay Green, annual tree contractor, has completed trimming at the following locations: o Patriots Park o The contractor is continuing to work on: o Harris Avenue between Gosford and Stine Road North and South walls o Brimhall from Calloway to Allen Road o City tree staff removed a large eucalyptus tree located along the canal at 24th and Elm Street. This was removed so the Water Department can replace the fence that runs between the canal and the alley behind Elm Street. o City tree staff trimmed 46 locations throughout the City for stop sign clearance. This request was submitted by Signs and Striping Department after their yearly audit of signs throughout the City of Bakersfield.
