OFFICE OF THE CITY MANAGER
November 22, 2013
TO: Honorable Mayor and City Council
FROM: Alan Tandy, City Manager AT/ST/al
Subject: General Information
City offices will be closed next Thursday and Friday,
November 28th and 29th,
in observance of the Thanksgiving holiday.
Notable New Items:
On November 11th, United States Attorney Ben W. Wagner was in town to present
the Outstanding Investigator Award to Bakersfield Police Department Senior Officer
Paul Yoon. Senior Officer Yoon was assigned to the Central Valley Financial Crimes
Task Force where he was personally responsible for investigating complex crimes
involving structuring and money laundering, involving everything from gang and
drug cases to financial and real estate fraud. These investigations led to the seizure
of over $2 million in assets that would have otherwise been used to continue the
ongoing criminal enterprises he was responsible for taking down. Wagner stated,
“His willingness to share his detailed knowledge of the area and to go above and
beyond to make sure that criminals are brought to justice has been a key
component to the success of the task force.” We send our sincere appreciation for
a job well done, and applaud the recognition by the U.S. Attorney’s office.
We are pleased to announce the addition of Michael Vogel as the new Fleet
Superintendent. He joins us from the City of Las Cruces, New Mexico, where he was
responsible for 1,250 vehicles as the Fleet Manager. Previously, he had been the
Fleet Manager for City of Norfolk, Virginia, where he was responsible for 2,125
vehicles, after transitioning from being the Owner and President of 3 auto parts
stores. He comes to us as a well-qualified individual who has over 40 years of
experience in the industry, and we are happy to welcome him.
A pavement coordination meeting was recently held to discuss project scope and
schedules related to upcoming Capital Improvement Program and Street Division
resurfacing, reconstruction and sealing projects. The Public Works Department
provided some very detailed information, which is included for reference.

Sunday night, November 24, 2013. Motorists are advised to anticipate nighttime
lane closures in both directions of State Route 58, between State Route 99 and

eastbound outside lane and the westbound inside lane. On December 2-4, 2013,
nighttime lane closures will be in effect for the eastbound inside lane and the
westbound outside lane. Intermittent nighttime ramp closures may also be
required for this work. The closures will be in effect between the hours of 7 p.m.

The State Route 58 Gap Closure Project will widen the freeway from four to six
lanes from State Route 99 to Cottonwood Road. The new lanes will be added
within the existing median. The project will also widen the Chester Avenue/H
Street westbound on-ramp; the “P” Street, Madison Street, and Cottonwood
Road bridges; and the Bakersfield Corral Railroad Overhead. The project is
expected to be completed in late 2014.
State Route 178 and Canteria Drive
The contractor for the State Route 178/Morning Drive Interchange will continue
electrical work in the vicinity of State Route 178/Canteria Drive on Monday and
Tuesday, November 25-26, 2013. Work will be performed between the hours of 6
