AMENDMENT NO. 2 TO RESOLUTION NO. 080 -13
SETTING SALARIES AND RELATED BENEFITS FOR
OFFICERS AND EMPLOYEES OF THE GENERAL
SUPERVISORY, POLICE SUPERVISORY AND
MANAGEMENT UNITS AND ADOPTING SALARY
SCHEDULE AND RELATED BENEFITS FOR ANIMAL
CONTROL SUPERVISOR
WHEREAS, Resolution No. 080 -13 sets salaries and related benefits for
employees of the General Supervisory Unit.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
Bakersfield that effective immediately following Council action, the Salary Schedule, a
part of the Resolution No. 080 -13 is hereby amended as follows:
1. Resolution No. 080 -13 is hereby amended by revising the salary of the
following class title to the General Supervisory Unit:

CLASS TITLE: SENIOR ANIMAL CONTROL OFFICER
CLASS SUMMARY:
Under direction of the Animal Control Supervisor and in a lead capacity, assists in planning,
assigning, and reviewing the work of Animal Control Officers and assigned personnel; assists in
licensing canvassers and enforcement of ordinances and statutes related to the control of
animals and shelter operations; and performs other work as required.
REPRESENTATIVE DUTIES:
The following typical tasks and responsibilities are representative of the position's essential
duties. They are descriptive, not limited.
Essential Duties:
• Assists in planning, organizing, assigning, and reviewing the work of assigned personnel
• Explains and interprets animal control laws, ordinances, regulations, policies and
procedures regarding field services and the shelter
• Operates, cleans, and maintains animal control trucks and all assigned equipment
• Advises public regarding animal related issues and provides resource information
• Answers complaints concerning animals and takes appropriate action
• Investigates animal bites and implements the quarantine process
• Investigates inhumane treatment of animals
• Issues violation notices and makes appearances in court as required
• Collects evidence and testifies in court
• Uses Tasers, pepper spray, tranquilizers, lethal drugs to control dangerous and /or injured
animals; participates in destroying animals (euthanasia)
• Impounds and transports sick, injured, stray or dead animals
• Administers minor first aid and emergency treatment for animals
• Collects fees and issues receipts for licenses and other animal care /control services
• Captures, loads and transports livestock using trailers
• Works cooperatively with a variety of law enforcement agencies when joint action is
required
• Establishes and maintains cooperative- working relationships
• Performs public speaking presentations concerning animal control and the care and
treatment of animals
• Assists with preparing employee performance evaluations
• Provides training of laws, ordinances, regulations, policies and procedures related to
the control of animals and shelter operations
• Keeps records and prepares reports
• Maintains facility and equipment and makes minor repairs
• Assists in front office, dispatch and shelter operations as necessary
• As directed by a manager or supervisor, plans, schedules, and coordinates the
deployment and work of the Animal Control Officers and clerical staff
• Reviews, corrects, and approves reports written by the Animal Control Officers and
clerical staff

CLASS TITLE: SENIOR ANIMAL CONTROL OFFICER 27205
DISTINGUISHING CHARACTERISTICS:
The Senior Animal Control Officer classification is a lead worker position reporting to the Animal
Control Supervisor. This position is distinguished from the Animal Control Officer in that the
Senior Animal Control Officer is a lead position, assisting with planning, assigning and reviewing
the work of Animal Control Officers and assigned personnel. The Senior Animal Control Officer
is distinguished from the Animal Control Supervisor which is responsible for the direction,
planning and supervision of Animal Control services and shelter operations.
MINIMUM QUALIFICATIONS:
Training and Experience:
• Graduation from high school or G.E.D.; AND
• Two (2) years of work experience as an Animal Control Officer, including progressively
responsible experience in the care and handling of animals
Knowledge of:
• Laws and ordinances relating to impounding, licensing, care, treatment and disposal of
animals
• Techniques and procedures for the safe, humane and efficient handling of animals,
including various breeds & species of animals and their care and feeding
• Causes and symptoms of common animal diseases
• Safe work methods and safety regulations related to work
Ability to:
• Read, understand and explain applicable laws, regulations and ordinances
• Effectively plan, assign, review and monitor the work of assigned personnel
• Effectively train others
• Recognize symptoms of rabies and other animal diseases
• Work independently with little supervision, analyze situations and exercise sound
judgment
• Handle sick, injured, dangerous or dead animals in a safe and humane manner
• Properly use and care of Tasers, tranquilizers and other assigned equipment
• Perform various techniques and procedures of safe and humane destruction of animals
• Destroy (euthanize) dangerous, sick or unsaveable animals, as required
• Work efficiently and cooperatively with representatives of other City departments,
outside agencies and members of the general public
• Keep records, complete forms and prepare detailed reports
• Testify in court
• Read, understand and follow verbal and written instructions
Licenses, Certificates or Special Requirements:
• Possession of an EBI (Euthanasia by Injection) Certificate
• Possession of a valid California Class "C" Driver's License.
• Possession of a State of California POST Penal Code 832 (Arrest and Firearms) Certificate
Physical Conditions or Special Working Conditions:
• Must be able to work outdoors in all weather conditions and with exposure to
unpleasant and potentially hazardous conditions
• May be required to work any shift in a 24 -hour period including nights, weekends and
holidays and routinely be on stand -by for emergency calls
