Isabella Dam Safety Modification Project Update - For Board Information ! I: ial/! 111! IAf ►Y!1 » \'m H 0 I s (last 30 de s) • The U.S. Army Corps of Engineers Sacramento District awarded a contract to Gulf South Research Corporation to conduct user surveys and collect visitor information at recreation sites around Isabella Lake beginning Memorial Day weekend and lasting throughout the summer recreation season. Information collected this summer will help support a recreation plan that will further explore and identify options for mitigation to offset the potential adverse effects project construction may have on recreation. The recreation plan is being developed by the Corps in coordination with the U.S. Forest Service, which has managed recreation at the lake since 1991. The Corps and Forest Service plan to hold public scoping meetings this summer to obtain additional comments about recreation. Meeting dates have not been determined at this time. The press release can be viewed here: http://I.usa-gov/10tce28 • The Corps is and will continue to work with media outlets, local governments, businesses, and the public to explain that the current low lake level and Kern River flow downstream of the dam are not being caused by pool restrictions imposed by the Corps due to the condition of the dam. • The Corps is and will continue to conduct testing of the various materials to be excavated during the course of the project, including soil/rock core drilling and excavations. Looking Ahead cneXtsoaeys) • Continue collection of user surveys and visitor information at recreation sites around Isabella Lake, lasting throughout the summer recreation season. • Continue surveying and geotechnical investigations at the project site. • Continue coordination with U.S. Forest Service and the public in planning efforts for the relocation of recreation facilities. Current Lake Status co3Juna, The current pool resides at 105,427 acre-ft, an elevation of 2544.15feet (IPD) or 2547.91(NAVD 88) which is 29% of the restricted pool. As part of our interim risk reduction measures, Isabella Lake has a restricted elevation of 2585.5 feet (361,250 acre-ft). Both the 0_,,rmsignation and its final economic analvsis are now available at,=,regulations. 1z, - Designating areas as critical habitat does not establish a ref-age or sanctuary for a species. Critical habitat is a tool to ensure Federal agencies fulfill their conservation responsibilities and consult with the Sea-vice if their actions may affect critical habitat for listed: species. Activi*t,cmq on private lands that don't Federal permits or funding are not affected by a critical habitat designation. ie final critical habitat des1_,-. ation for the shrew publishes in the Federal I'legister on July 2, 2013, becomes effective on August 1, 2013. Areas designated as critical halr)itat contain one or more habitat features essential for the shrew's conservation. These essential features consist of permanent and intermittent riparian or wetl' and communities that contain: areas with thick cover of leaf litter o-,. dense mats of low - lyilng vegetation" suitable moisture supplied by a shallow water table, irrigation, or proximity to permanent or semio - permanent water; and a consistent and diverse Sup-,DIV of prey. In the anal rule, the 2 687-acre Kern Fan Recharge Unit was excluded from the final rule based on the consistent implementation of a habitat mar-iagement plan by the City of Bakersfield for the benefit of the subspecies. Also removed an additional 1® acres of large canals from the Goose Lake and Kern Lake Units -because those areas , ,iave none of the essential habitat feaW-.-,,--_,,s identi-1ed above. Developed areas such as lands covered by buildings and pavement were excluded. Any such lands inadvertently left inside critical habitat boundaries shown on the maps of this final rule have been excluded by text in t1l"ie rule, and are not designated as critical habitat. ,,'', 111, 0 Mi (DIM M.1ii.ii, i, I 4F k, _y1saizramento/. It is a shy tiny mammal that has lost more than 95 percent of its historic habitat in the southern San Joaquin Valley. lit weighs about the same as an American quarter and is only 4 inches long, including its tail. The shrew has a long spout, small eyes, and ears that, are mc,s' concealed by sc ft ft1r. The fur as predominantly black with bra . -.r specks on the back., and smoke- colored gray underneath. Shrews benefit surrounding plant communities by consuming large quantities of insect pests. Biologists believe that historically the shrew occurred widely in the marsh "&,rids of the Tulare Basis. By the time biologists first discovered it in 1 932 most of these marshes were drained or dried up by water diversions, little, if any, cultivated land was included in the final critical habitat designation because the shrew is not known to live on regulaurly tilled land. Remak,u g shrew po ations zxe threatened by uncertain water supply, and by naturally C. occI-'- - g catastrophes such as droucaht, disease and fire. water is a vital component of the shrew's environment because of the moisture required to support the vane .y of insects tliat are its primary food source.
