Notable Items:
On Wednesday, the ribbon was cut to signal the completion of Phase II of our
Sister City Gardens. This section pays respect to Santiago de Querétaro,
Mexico and Amritsar, India. Attached are some photographs of the event. If
you have not yet seen the Gardens, please take the time to go. They are a
beautiful appendage to Bakersfield that has been received positively by

Beltway Operational Improvements
On December 9, 2013, Caltrans will post a Notice of Intent to Adopt a
Negative Declaration for proposed Operational and System Improvements
on State Route 58 and State Route 99. Public Works Director Raul Rojas
outlined these projects in a presentation to the City Council on November
20, 2013. These projects include auxiliary lanes, ramp widening, metering
facilities and other work that will improve operations and safety on existing
Bakersfield freeways. Also included is the construction of sound walls along
both sides of State Route 58, between State Route 99 and Cottonwood
Road.
The Proposed Mitigated Negative Declaration and Initial Study will be
available for public review at the TRIP office, 900 Truxtun Avenue, Suite 200,
on weekdays from 8 a.m. to 5 p.m., as well as at the Caltrans District 6 office
in Fresno. The public comment period for this project extends from
December 9, 2013 through January 8, 2014.
State Route 178 Lane and Ramp Closures Motorists are advised that planned roadway striping for the State Route
178/Morning Drive Interchange Project, will require the closure of the
eastbound on-ramp at Fairfax Road next week. The work is expected to

take one day to complete, but is dependent upon weather conditions so
the closure may occur on either Tuesday or Wednesday, December 10th or
11th. The ramp closure will be in effect between the hours of 6 a.m. and 4
p.m.
Electrical work is also expected to continue next week, Monday through
Friday, in the vicinity of State Route 178 and Canteria Drive. This work requires intermittent lane closures between the hours of 6 a.m. and 4 p.m.
Highway traffic could be stopped intermittently for up to 10 minutes, and
crews will be conducting traffic control as needed with the use of flagging
personnel through the work zone. Motorists traveling in this area are advised
to either adjust travel times or use an alternate route.
State Route 58 Gap Closure Project - Reminder
The Chester Avenue/H Street westbound on-ramp to State Route 58 will be
closed until next Friday, December 13, 2013. The full closure is needed to
construct a retaining wall and widen the on-ramp to two lanes.
During this period, motorists wanting to access westbound State Route 58 to
connect with northbound or southbound State Route 99 will need to enter
the freeway via the State Route 58/Union Avenue Interchange, located
approximately one mile to the east. Alternately, motorists can continue west
on Brundage Lane for approximately one mile to directly access
northbound or southbound State Route 99.

Event Notifications:
Next Saturday, December 14th, there is a special event taking place in the Arena.
Before the hockey game with the Utah Grizzlies, local firefighters and law
enforcement personnel will square off against the Condors in the Guns & Hoses
game. The event begins at 3:30 p.m. Tickets are $15, and they include entrance

There are several major east-west transportation facilities that are part of the current Circulation Element of the Metropolitan Bakersfield General Plan, originally adopted by
the City Council in 2002. One of these alignments is along/near 7th Standard Road and
extends west from State Route (SR) 99. The General Plan refers to this facility as the
North Beltway. The General Plan says the North Beltway “will provide another east-west
connection in northern Bakersfield” and further states that this facility ”initially would be
built as an expressway providing access for the northern Metropolitan Bakersfield area while connecting SR 99 with Interstate 5.” But the General Plan does not refer to this
facility as a preferred link to Interstate 5.
The General Plan also indicates two other freeway corridors extending west of SR 99. One freeway is along an alignment south of Taft Highway and is referred to as the South
Beltway, which the General Plan states will not be needed until sometime after 2050. The other freeway includes the SR 58 Connector, the Westside Parkway, and the
Interstate 5 Connector which together comprise the Centennial Corridor. The
Centennial Corridor, together with the currently under construction SR 58 Gap Closure
project, are identified as the Central System. The General Plan states it is anticipated
that once completed, Caltrans will designate the Central System as State Route 58.
Councilmember Maxwell requested that staff research and report back to Council as to when 7th Standard Road was dropped as the preferred link between State Route 99 and Interstate 5.

SUBJECT: Width Measurement of Section of Truxtun Extension Referral No. 436
Staff from the City’s Construction Management Consultant for the Westside Parkway
project reviewed plans for this section of Truxtun Avenue. The width of the street (from
curb to curb) in this area varies; it has a width of 88 feet just east of the train bridge, and
a width of 84 feet where the eastbound right-turn pocket begins just prior to the Empire
Drive intersection. The roadway is wider than 90 feet east of this point. From the train
bridge to the beginning of this turn pocket is a distance of approximately 1800 feet. It
should be noted that there are no driveways, turn pockets, medians, bike lanes, or
shoulders in this segment of the roadway.
Councilmember Maxwell requested that staff report back to Council on the width of Truxtun Avenue, between Empire Drive and the train trestle west of the Corporation
Yard, and the distance in which this roadway, from curb to curb, measures less than 90 feet.

SUBJECT: Potential Improvements at Westwind and Truxtun Referral No. 439
Traffic Engineering will perform an intersection control warrant study and review the
accident history. The intersection is currently controlled by a stop sign on Westwind
Drive. Truxtun Avenue has a posted speed limit of 45 mph. The study will be completed
within the next 3-4 weeks and a recommendation will be provided.
Councilmember Maxwell requested that staff look at the intersection of
Westwind Drive and Truxtun Avenue, and come up with a proposal to make it
safer, such as a traffic signal or a cul-de-sac.
