As a reminder, City Hall will be closed December 31st and January 1st
Notable Items:
The final EIR on 24th Street is ready for public review and legislative
consideration. The certification of the EIR is scheduled for the January 16th
Planning Commission meeting and the January 22nd City Council meeting.
Please see attachments. Included in your delivery today will be a CD
containing the full EIR document as well as details of availability of documents
and other related information.
We are anticipating a busy environmental document period, with the drafts of
the Centennial Corridor and Hagemen Road projects expected to circulate in
the near future.
Reported sales tax for the quarter is down -2.7% compared to the same quarter
last year. For the two quarters reported for the current Fiscal Year there is a -.8%.
Staff will continue to monitor sales tax closely since the budget projection for
the year is + 3%. In about two weeks, the City will receive detail by area of
collection. State information is always behind the actual, so the Christmas
season will be reported in March 2014. Please see attached memo.

The most recent Cal PERS actuarial reports have been received. These reports
provide the City with our funding status and establish the rates the City will pay
for the upcoming fiscal year. Cal PERS investment results for the reporting year
were + 1.0% compared to their actuarial estimated earnings of 7.5%. As a result
of the investment results and other actions taken by the Cal PERS Board, the
City’s unfunded liability increased by $8.7 million and our rates for FY 2014-15 are
increasing by 1.1% to 2.6% for each of our plans. A memo is attached from the Finance Director providing more details regarding the Cal PERS reports and the
estimated future impacts to the City.
The Mill Creek clean-up work is almost complete! Approximately 2300+ tons of
material has been hauled from the water way as of December 22nd. Crews are
continuing to remove sediment between 17th and 21st street within the Mill
Creek area. Also, the Duck Ramp on Central Park has been refurbished and
reinstalled! These activities are expected to be completed by January 5th and
water flows are projected to resume on January 6th. Attached are pictures of
the ongoing work.
Due to the upcoming holiday, there will be no trash or recycling pick up on New
Year’s Day (Wednesday, January 1st).All trash and recycling service in
Bakersfield will be delayed by one day.
TRIP Traffic Notices:
State Route 58 Lane Closures- Motorists are advised that nighttime lane closures
on State Route 58, between State Route 99 and Cottonwood Road, will
continue on Sunday and Monday, December 29-30, 2013. The lane closures will
be in effect between the hours of 7 p.m. and 6 a.m., each night.
The contractor for the State Route 58 Gap Closure project will be closing lanes,
as needed, for re-striping and to place concrete barriers along the roadway.
One travel lane will remain open while this work is underway, but motorists are
reminded to slow down and pay attention to construction signage and
activities while traveling along this section of the highway.

NOTICE OF PUBLIC HEARING AND FINAL ENVIRONMENTAL IMPACT REPORT BEFORE THE PLANNING COMMISSION OF THE CITY OF BAKERSFIELD
NOTICE IS HEREBY GIVEN that a public hearing accepting testimony will be held before the
Planning Commission of the City of Bakersfield to consider certification of the Final Environmental
Impact Report (EIR) and approval of the 24th Street Improvement Project. The public hearing
has been scheduled for January 16, 2014, at 5:30 p.m., or as soon thereafter as the matter may be heard, in the Council Chambers of City Hall, 1501 Truxtun Avenue, Bakersfield, CA 93301.
1. Project Name: 24th Street Improvement Project
2. Project Description:
The proposed project in general would widen, realign and restripe 24th Street from west of
State Route 99 to east of M Street, as well as realign and restripe 23rd Street from west of C
Street to east of M Street, in order to add two travel lanes (one in each direction) to the roadway. The project would also encompass improvements to the 24th Street/State Route 99
interchange and to the northbound State Route 99 auxiliary lane, as well as the widening of
the Oak Street/24th Street intersection. Alternative 1 - Widen to the North, has been chosen
as the recommended preferred alternative for the project in the Final EIR. A detailed description of the project improvements is listed in the Final EIR.
3. Project Location: The proposed project’s location extends along 24th Street from the
southbound State Route 99 ramp intersection to 0.2 mile east of M Street; and on State Route

NOTICE IS ALSO HEREBY GIVEN that the City of Bakersfield Planning Division has
completed an assessment of the possible environmental effects of the above-described project and has determined that an Environmental Impact Report (EIR) is appropriate. This
determination has been made according to the California Environmental Quality Act (CEQA),
the State CEQA Guidelines, and the City of Bakersfield’s CEQA Implementation Procedures. The
EIR may result in a significant unavoidable environmental impact with respect to historic resources. Public Resources Code Section 21084.1 defines historical resources as those listed, or
eligible for listing, in the California Register of Historical Resources (California Register), or those
listed in the historical register of a local jurisdiction. The City of Bakersfield, Caltrans, and the
California State Historic Preservation Officer have executed an agreement to avoid, minimize, or mitigate impacts to significant historic resources. However, the potential remains that one or
more California Register-eligible resources would ultimately be demolished. The proposed
project is not located on a hazardous waste site enumerated under Section 65962.5 of the Government Code.
