FROM: Alan Tandy, City Manager AT
Subject: General Information
Notable Items:
As a reminder, the Thomas Roads Improvement Program (TRIP) will be
relocating to City Hall North, 1600 Truxtun Avenue, 3rd Floor, today and
continuing through the weekend. TRIP employees’ phones and computer
access are expected to be fully operational starting on Monday.
The office at 900 Truxtun Avenue, Suite 200, will remain open for members of
the public who would like to review the 24th Street Improvement Program’s
Final Environmental Impact Report. The documents will continue to be
available at this location until the public hearing before the Planning
Commission on January 16, 2014. The documents will also be available at the
new TRIP office at 1600 Truxtun Avenue.
We would like to welcome the newest recruits to the Bakersfield Police and Fire Departments. Fourteen fire recruits graduated today and start Monday and we
had 20 police Recruits graduate on December 20th. Welcome!
The Martin Luther King Jr. Community Center reopened this week after
extensive renovations to the interior of the facility. City staff replaced the floor
and ceiling tiles, painted the facility and refurbished the existing main
restrooms. The Center is very popular for afterschool and youth programs, with an average of 2,000 people per month visiting the Center. Special thanks to
General Services and Recreation and Parks staff for their great work on this
project. Attached are some pictures of the event.
TRIP:
State Route 58 and Madison and P Streets: Motorists are advised to anticipate
nighttime lane closures for the inside travel lanes on State Route 58 in the
vicinity of P Street and Madison Street, Sunday through Thursday, January 12 –
16, 2014. The lane closures are necessary to allow the contractor for the State
Route 58 Gap Closure project to work on the bridges crossing over these

streets. These lane closures will affect both eastbound and westbound traffic
and will be in effect between the hours of 7 p.m. and 6 a.m., each night. At
least one travel lane will remain open in each direction while work is underway.
The contractor will be working on the westbound State Route 58/P Street
crossing on Sunday and Monday nights, January 12-13, 2014. This work will
require the closure of P Street at State Route 58 between the hours of 8:30 p.m. and 6 a.m. The contractor will also be working along P Street in the vicinity of
the freeway during daytime hours on Tuesday, January 14th.
The contractor will perform work on the State Route 58/Madison Street crossing
on Tuesday through Thursday nights, January 14-16, 2014. This work will also
require the closure of Madison Street at State Route 58 between the hours of
8:30 p.m. and 6 a.m.
Motorists needing to cross the freeway during these street closures can detour
around the area by using either the South Chester Avenue or Union Avenue
overcrossings.During daytime hours, the contractor will continue work within the
freeway median. This work is being performed behind concrete barriers and is
not expected to impact traffic; however, motorists should remain alert while
traveling through the area and watch for construction personnel and vehicles
that may be entering or leaving the freeway from the median.

From: Greg Williamson, Chief of Police
Subject: City Council Legislation and Litigation Committee Referral – Alarm Brochure
In response to a request from the Bakersfield City Council Legislation and Litigation Committee on
October 21, 2013, staff from the Police Department and the City Manager’s Office worked together
to develop an informational brochure for the Bakersfield False Alarm Reduction Program. The new
brochure contains information on the history of the City Alarm Ordinance, requirements of the ordinance, information on how to obtain an alarm permit, false alarm costs and appeal process, and tips on avoiding false alarm activations. The brochure is currently available at the Police
Department and City Treasury. A copy of the brochure will be provided with each Alarm Permit
application. An electronic copy of the brochure will also be available on the City’s Alarm website
page.
