Maxwell Regional Award of Merit in the category of Public Safety for promoting bicycle safety awareness throughout the County and congratulations to the City of Bakersfield Thomas Roads Improvement Program for being selected to receive the Regional Award of Merit in the category of transportation for the Westside Parkway from the Kern Council of Governments. The awards will be presented by Kern Council of Governments at the Annual Regional Awards Ceremony held Thursday, March 6, 2014 6:00 p.m. at the Petroleum Club in Bakersfield. If you would like to attend, please notify Kern Council of Governments by calling (661) 861-2191 by Tuesday, March 4, 2014.  On November 20, 2013, the City Council approved a new Franchise Agreement with Southern California Gas Company (SCG) for the transmission and distribution of gas within the City of Bakersfield. The Franchise Agreement included a 1% surcharge, which required approval of the California Public Utilities Commission (CPUC), in return for an indeterminate franchise term. The CPUC approved the surcharge on December 26th and it will be applied by SCG beginning February 1st. SCG customers will begin seeing the surcharge on their March bills. As a reminder, an equivalent surcharge has been applied to Pacific Gas & Electric (PG&E) customers since the Franchise Agreements with PG&E were last updated in 2009. Revenues received from the application of this surcharge are dedicated to road projects per City Ordinance. TRIP:  Cottonwood Road - Cottonwood Road will be closed Tuesday night, January 21, 2014, from 8:30 p.m. and 6 a.m. Motorists needing to cross the freeway during this closure can detour around the area by using either Madison Street to the west or Washington Street to the east of Cottonwood Road. General Information January 17, 2014 Page 2 During daytime hours, the contractor continues to work within the freeway median. This work is being performed behind concrete barriers and is not expected to impact traffic; however, motorists should remain alert while traveling through the area and watch for construction personnel and vehicles that may be entering or leaving the freeway from the median.  The Initial Study for the Hageman Flyover Project will be available for public review from January 21st – February 21st. Additionally, CalTrans will be holding an open forum public hearing on February 4th at Beardsley Junior High School. Project-level conformity analysis shows that the project will conform to the State Implementation Plan, including localized impact analysis with interagency consultation for carbon monoxide (CO) and particulate matter (PM10 and PM2.5) required by 40 CFR 93.116 and 93.123. This project is not considered a Project of Concern regarding particulate matter (PM10 and PM2.5) as defined in 40 CFR 93.123(b)(1). A detailed PM10 and PM2.5 hot-spot analysis was not completed because Clean Air Act and 40 CFR 93.116 requirements are met without an explicit hot-spot analysis. The project comes from a conforming Regional Transportation Plan (RTP) and Transporta-tion Improvement Program (TIP). Comment is requested regarding the project-level conformity analysis. Date: January 17, 2014 To: Alan Tandy, City Manager From: Greg Williamson, Chief of Police Subject: 2013 Crime Statistics Enclosed are the Part 1 Crime Statistics for year ending 2013. There was a 4.9% decrease in overall crime compared to 2012. The overall crime rate in 2013 was 521 reported crimes per 10,000 citizens. The overall crime rates for the seven previous years are as follows: 2012 – 555 per 10,000 2011 – 475 per 10,000 2010 – 510 per 10,000 2009 – 530 per 10,000 2008 – 555 per 10,000 2007 – 558 per 10,000 2006 – 562 per 10,000 In 2013, there were 24 homicides compared to 34 homicides in 2012. This represents a 29.4% decrease in overall homicide crime. Twelve of the 24 homicides in 2013 were gang-related compared to 15 gang related homicides in 2012. The department continued to focus on gang-related crime through enforcement, and through prevention efforts not only internally but also through the Bakersfield Safe Streets Partnership and the faith based community. Additional decreases were seen in rape (-23.2%), aggravated assault (-5.1%), burglary (-7.8%), larceny (-2.8%) and auto theft (-7.1%). A 1.6% increase was experienced in the robbery category which was up by eleven offenses compared to 2012. Please refer to the attachment for the complete 2013 Part 1 Crime Statistics. This ceremony will honor the student athletes, coaches and support staff that brought the State Title back to Bakersfield after 86 years. Staff, students and the community are encouraged to attend as our school and our local leaders publicly recognize the team’s accomplishments. This event is open to the public. Parking is available in the north parking lot on Campus Way and in the surrounding lots as space becomes available. (School ends at 2:33 pm.
