HomeMy WebLinkAbout01/24/2014 OFFICE OF THE CITY MANAGER January 24, 2014 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT Subject: General Information Notable Items:  In the latest round of California local Highway Safety Improvement Program grants, Public Works received $190,000 for a pedestrian countdown signal head traffic light upgrade project. The project will install pedestrian countdown signal heads at 60 intersections throughout the City including along 34th Street, Auburn Street, Brundage Lane, California Avenue, Ming Avenue, Truxtun Avenue, and White Lane. These locations are high level bicycle/pedestrian sites that are mostly near hospitals, schools, and shopping centers. This is the third grant Public Works has received for pedestrian countdown signal heads bringing the total to a 100 intersections.  Staff is formally beginning the internal work on the FY 2014-2015 budget. As Finance Director Smith stated during the mid-year budget presentation, we will be proceeding with caution as a result of recent revenue trending, as well as increased retirement and healthcare costs.  The President of the Edmonton Oilers was in Bakersfield this week announcing the purchase of the Condors Hockey team. Mr. LaForge was very complimentary about the City and the facilities. It will be exciting to see what the future holds for the team!  Look for an article regarding the local freeway litter removal program, as authored by Solid Waste Superintendent Sal Moretti, in the Saturday, January 25th edition of Bakersfield Life, the monthly magazine supplement to the local newspaper. TRIP:  State Route 58 and Cottonwood Road – The roadway repair work originally planned for State Route 58, between Union Avenue and Cottonwood Road, on Thursday, January 23, 2014 has been rescheduled for Sunday, January 26, 2014. This work requires lane closures for the outside travel lanes in both directions and will be in effect between the hours of 7 p.m. and 6 a.m. General Information January 24, 2014 Page 2 State Route 178 and Bedford Green Drive - The contractor for the State Route 178/Morning Drive Interchange is planning a ‘round-the-clock closure to southbound traffic on Bedford Green Drive, from State Route 178 on Monday, January 27, 2014 through Thursday, February 20, 2014. The closure is needed to allow crews to install a 30-inch drainage pipe within the roadway. Motorists wanting to travel southbound on Bedford Green Drive should follow detours signs and use State Route 184 to detour around this construction. Northbound traffic will continue to use Bedford Green Drive while work is underway. The Mesa Marin Softball Fields will be accessible via the State Route 184 detour. Motorists are also advised to anticipate lane closures on State Route 178 in the vicinity of Canteria Drive/Bedford Green Drive, Tuesday through Friday, January 28-31, 2014. This work requires intermittently stopping State Route 178 traffic for up to 10 minutes while work is underway. Motorists should anticipate crews to be working in the roadway between the hours of 6 a.m. and 4 p.m. Crews will be conducting traffic control as needed with the use of flagging personnel through the work zone. This also applies when a large number of street sweeper are in Fleet for repairs. Areas that have been missed during this time will be swept at the end of the month. Department of Recreation and Parks Date: January 10, 2014 To: Alan Tandy, City Manager From: Dianne Hoover, Director of Recreation & Parks Subject: December 2013 Monthly Report Total monthly attendance for all programs, reservations and volunteers combined for the month of December totaled 14,142 as compared to last year’s total of 12,627. ADMINISTRATION: o Challenger and Wilderness Park Playground Replacement– Agreement was approved at City Council on December 11, 2013. Construction is scheduled to start on January 6, 2014. o Wall Repairs: o New contracts were issued for block wall repairs, the current list is as follows:  2200 Block of Gosford Road  4000 Block of Gosford Road  10800 White Lane  5600 Block of Wilson Road  6300 Block of Akers Road  Akers & Whitegate  9100 Block of Hageman  4700 Block of Mckee Road o Aquatic Maintenance: o Maintenance for all four (4) various pools listed below have successfully been completed:  Silver Creek, MLK, Jefferson and McMurtrey o McMurtrey Water Slide Maintenance Project – Staff has reached out to an aquatic design engineering group for assistance in creating a more detailed comprehensive scope of work. o McMurtrey Aquatic Center – Staff, in conjunction with the Public Works’ Design Engineering team have developed preliminary designs to resolve a drainage issue along the North side of pool adjacent to the turf area. Final design has been approved and submitted to contractor for cost estimate. We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS DECEMBER MONTHLY REPORT PAGE TWO o Special Event Reservations: o December 1st – Beach Park, Clubes de Peru Soccer – 200 Guests o December 8th – Beach Park, Salvation Army Toy Run – 1,000 Guests o December 14th – Kern River Parkway Trail, Fit for Life Walk/Run – 50 Guests Total Attendance: 2,976– Reservations/Special Events Aquatics/McMurtrey Aquatic Center: o Total attendance for Aquatics was 1,208 which was a 13.2% increase compared to December 2012 of 1,067. This was due to a slight rise in attendance for morning and mid-day Lap Swim and In-Service Trainings. o McMurtrey Aquatic Center was closed for routine maintenance from Monday, December 2nd through Wednesday, December 11th. In addition to the pools being drained and systems checked and fixed, the locker rooms were also deep cleaned and sanitized. All programs resumed on Thursday, December 12th. • 100 Mile Club: o The 100 mile lap swim club is currently made up of 439 active members that swam 14,131.24 miles this month. The club has swum a combined total of 125,394 miles. • Make A Splash Program: o The Make a Splash drowning prevention program provided Parent CPR and First Aid Training to 7 adults with preschool aged children this month. • Total Attendance: 1,208 ATHLETICS: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of December was 8,650. Monthly attendance increased by 60.6% as compared to same time last year of 5,386. The increase in attendance is attributed to: o The City’s Fall Softball League increased in size. o Softball games that were rained out in November were played this month. o The December ASA Softball Tournament increased in size this year. Adult Softball o All the divisions in the Fall League completed their season in December. o Several divisions were so close that seven (7) Championship games were held to determine the winners. o Kern Trophies donated 60 trophies, one for 1st place and 2nd place in each of the 30 divisions at a value of $2,100. DEPARTMENT OF RECREATION AND PARKS DECEMBER MONTHLY REPORT PAGE THREE o Connor’s Concession reported earning $2,040.76 in sales for the month of December at Mesa Marin Sports Complex. Softball Tournaments o Mesa Marin hosted an ASA Tournament on December 7th & 8th. Thirty (30) teams participated in the tournament: o 14 Men’s Teams on December 7th o 16 Coed Teams on December 8th • Donation/Volunteer Total: o $2,100.00 Total Attendance: 8,650 DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER: o Overall attendance for the Martin Luther King, Jr. Center was 200. Low attendance was attributed to the center being closed for the month of December for renovations. Kwanzaa o The event was a huge success. Activities included cultural poetry, African Folktales, community speakers, dance performances and much more. Total Attendance: 200 SILVER CREEK COMMUNITY CENTER/SAUNDERS MULTI-USE FACILITY: Silver Creek Community Center Total attendance for Silver Creek Community Center was 613 as compared to last year of 405. o There were two (2) rentals for the month of December. After School Fun • Attendance: Weekly Average: 57 Monthly: 285 Revenue: $1,436.00 Saunders Recreational Facility o Total overall attendance for the Saunders Recreational Facility was 495. There were four (4) rentals for the Saunders Recreational Facility for the month of December. o Hockey Program o Registered: 50 Participants Total Attendance: 150 o Soccer Program o Registered: 10 Teams Total Attendance: 270 • Total Attendance for Silver Creek & Saunders Recreational Facility : 1108 We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS DECEMBER MONTHLY REPORT PAGE FOUR PARKS: City in the Hills o Craftworkers installed and extended drain line at north end of park. Central Park at Mill Creek o Area staff assisted the Water Department with the removal of sediment build-up inside the Mill Creek pond area at Central Park. Craftworkers assisted with the re-installation of the aerators. o Craftworkers assisted the electricians with removal and installation of three fountains on 12/19 and 12/20. Uplands of the Kern River o New Riparian seed mix applied to the kiosk areas on December 11th. Woodsite supplied special cut wood chips to act as a binding agent to assure successful growth. Martin Luther King JR. Park o Spray Rig Operators continued to assist General Services Department with the removal/installation of ceiling tile and painting the T-bar framework. o Bruce Weir was sent to help with restroom renovations on 12/3 & 12/4. o Contractor used concrete grinder to grind down areas of raised concrete near the main entrance on 12/23/13. Mesa Marin Sports Complex o On 12/17/13 Craftworkers backfilled and compacted locations where concrete had been removed for a domestic line repair. Trees o The annual tree trimming contract budgeted amount with Stay Green has been almost exhausted. A small amount of funds will be kept in the account for emergencies. o City tree staff trimmed trees at the following locations: o Greystone Park o Aera Park o Trees around the McMurtrey Aquatic Center during winter maintenance closure. Trees o Trees Trimmed: 135 Clearance: 153 Removals: 21 o Service Tickets received: 52 Completed: 41 UPCOMING/ONGOING EVENTS: • Adult Softball Spring League Registration Began on January 6th – February 7th • Adult Indoor Soccer Begins in January at Saunders Multi-Use Facility • Dr. Martin Luther King, Jr. Center’s Grand Opening was held January 9th at 3pm.
