HomeMy WebLinkAboutRES NO 012-144 RESOLUTION NO. P- 01? -14 A RESOLUTION OF LOCAL SUPPORT FOR CALIFORNIA STATE ASSEMBLY BILL No. 1439. WHEREAS, the City of Bakersfield has seen an increase in the number of what are commonly referred to as "internet cafes," businesses which claim to offer cash prizes through sweepstakes as an incentive to buy products or services at the internet cafe; and WHEREAS, the sweepstakes entries are provided in conjunction with the purchase of internet or phone time; however, customers often purchase internet and phone time in quantities that exceed possible usage; and WHEREAS, the City of Bakersfield and many other California cities have experienced an increase in crime centered around sweepstakes establishments; and WHEREAS, while the law remains unclear, such businesses continue to operate illegal gambling; and WHEREAS, State Assemblyman Rudy Salas has brought forth proposed legislation, Assembly Bill 1439, to clarify that these types of establishments are illegal. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Bakersfield as follows: The above recitals are true and correct. 2. The City of Bakersfield supports passage of Assembly Bill 1439.
