Notable Items:
Last month, we provided you with the quarterly sales tax distribution
report. We now have the additional data by industry breakdown, which is
enclosed for your information.
On Saturday, February 1, 2014, from 9:00 a.m. until 12:00 pm, the City of
Bakersfield Animal Control Division will be offering low cost rabies
vaccinations and licensing with free microchips to all currently licensed
dogs at Jefferson Park located at 801 Bernard Street. The free microchip
program is a yearlong effort that is focused on reducing the number of
impounded animals entering the shelter system. Attached is a calendar of
future vaccination clinics.

The High Speed Rail Authority has in the past entered into agreements to
provide other jurisdictions with compensation for staff time and other work
related to the High Speed Rail Project. The City of Fresno received $4.6
million a couple of years ago and at that time I inquired about potential
funding for Bakersfield, to no avail. Recently, the County of Kern entered
into a reimbursement agreement with the Authority for up to $222,600 for
“pre-award tasks.” This latest agreement prompted me to renew my
request that the Authority provide Bakersfield with similar compensation
for the staff time and resources that have been utilized to provide the
Authority with analysis and comment on the proposed project. My
current and past letters are attached.

TRIP:
State Route 178 and Bedford Green Drive - The contractor for the State
Route 178/Morning Drive Interchange is planning a ‘round-the-clock
closure to southbound traffic on Bedford Green Drive, from State Route
178 on Monday, January 27, 2014 through Thursday, February 20, 2014.
The closure is needed to allow crews to install a 30-inch drainage pipe
within the roadway. Motorists wanting to travel southbound on Bedford
Green Drive should follow detours signs and use State Route 184 to detour
around this construction. Northbound traffic will continue to use Bedford
Green Drive while work is underway. The Mesa Marin Softball Fields will be
accessible via the State Route 184 detour.

response to Councilmember Maxwell’s request for accident data on

relation to traffic volume and capacity from a 1987 study.

Low Cost Rabies, Licensing & Microchip Clinics-2014
Why Should You License Your Dog?
California requires all dogs over the age of four months are vaccinated and licensed as a rabies control measure. However, there are other
reasons why you should license your pet, such as:
A license provides proof that your pet has been vaccinated for rabies. Rabies is a fatal viral disease that can be prevented
by vaccination. The rabies vaccine protects your dog and your community.
Anyone finding a lost dog can contact Animal Control Services and, through the license number, the owner can be
identifiedAandAcontacted.AA AlicenseAmayAbeAyourAdog’sAticketAhome.
A license may also be proof of ownership.
Easy Steps to Follow for Vaccinating & Licensing-
If attending one of the low-cost monthly clinics, your pet will be vaccinated and the owner will be required to
purchase the license at the same time, refer to fees listed below.
If not attending a clinic, have your dog vaccinated by a licensed veterinarian.

SUBJECT: Water Runoff at Lennox and Hewlett
Referral No. 430
Staff had assessed the location and proposed to replace the existing cross-gutter.
However, after additional surveying, staff removed and replaced the curb, gutter, and
cross-gutter to meet the new city standards which corrected the water runoff and
pooling water. This work was completed in December 2013.
Councilmember Maxwell requested that staff look into the regular problems with
water runoff in the area of Lennox and Hewlett, with the goal of providing a long-term
solution.

Staff investigated and found two unauthorized traffic signs. Both signs have been
removed.
Councilmember Maxwell requested that staff take care of a sign in the alley
between Elm and Beech Streets that states, “Through Traffic not Permitted”, as it
may not be a City-sanctioned sign.

24th Street Data
1. Figures 15/16 show the projected population in defined areas of Bakersfield.
What are the current population counts in those defined areas? A table is attached
which indicates population by Metro Bakersfield Planning Areas for 1985, 2006,
2020, and 2035. The forecast years of 2020 and 2035 were obtained from the
Kern COG travel demand model. The 1985 and 2006 values were obtained from
census counts plus new housing building permits. The table indicates that the
Northeast and Northwest planning areas are expected to grow by 81,900 and
69,900 residents respectively, over the 1985 to 2035 time period. Growth in these
two planning areas would most dramatically influence traffic volumes in the
23rd/24th Street corridor.
2. On page 16 there is a reference to how long the “peak traffic conditions” will last.
How long does the “peak traffic conditions” currently last? Please include a copy
of the information Mr. Rojas used when he answered my question about the
widening of 24th street to 4 lanes in the downtown area.. It analyzed current wait
times. A table is attached which reports daily and peak hour traffic volumes along
with a count of the number of hours during which traffic volumes are equal to or
exceed the threshold for Level of Service “D”. During weekdays, 12 to 13 hours
per day experience traffic operations at LOS D or worse. During Saturdays, 10-11
hours per day experience LOS D traffic operations. On Sundays, only 5 to 6 hours
per day experience LOS D traffic volumes.
Wait time calculations were performed for the AM and PM peak hours of daily
traffic, based on peak hour intersection turning movement volumes. The above
assessment is based on traffic counts collected over 14 days, 24 hours per day.
These are segment traffic volume counts, which have been previously furnished.
Traffic count information covering turning movements at signalized intersections
over a 24-hour time span are not available. Thus wait times for all 24 hours of the
day cannot be reasonably calculated.
3. This document talks about Road Capacity. Is this the same thing as Level of
service? If not, how are they different and how are they calculated. Road capacity
is a value based on many factors, including peak hour capacities plus the number
of hours over a 24-hour period during which traffic volumes will be heavy,
otherwise known as the “diurnal distribution of traffic demand.” Additionally,
assumptions regarding the directional distribution of traffic are considered. Level
of Service is measure of capacity utilization. For roadway segments where traffic
signals are closer than two miles apart, level of service is based on intersection
performance, which is measured by seconds of delay. For a lay person, it is easier
to relate level of service to the “old school” method of calculation. By the “old
school” method, level of service was computed based on a comparison of volume
to capacity, known as a V/C ratio. This simple method compared volume to
capacity as follows: a V/C ratio of 0.90 or higher signified LOS E; a V/C ratio of

0.80 to 0.8999 signified LOS D; and a V/C ratio of 0.70 to 0.7999 signified LOS
C. These days, the calculation of LOS is far more complicated.
4. In figure 17 the stated capacity of the section between Oak and B St. is 62,000
daily trips and in the couplet area the capacity is 54,000 daily trips. The number
of lanes in the Oak to B Sts area is 4 and in the couplet area it is 6. Is that an
explainable condition that a 4 lane section has more capacity than a 6 lane
section? The section of 24th Street between Oak and B Streets is uninterrupted by
traffic signals. The one-way couplet of 23rd and 24th Streets has traffic signals,
thus its capacity per lane is less. As throughput along 24th Street between Oak and
B Streets is controlled by the traffic signals east of B Street and west of Oak
Streets, the practical capacity of 24th Street is equal to the signalized segments. As
it stands, the capacity of the one-way couplet streets and the two-way Oak to B
Street segment along 24th Street is reasonably balanced.
5. On page 28 it is stated that if the North Alignment (what we now refer to as the
“Hageman Flyover”) were chosen that by the year 2010 this would decrease the
number of vehicle trips per day by 15,000 per day. This study projected the
population in the Northwest would increase from 7,000 to 22,000. With the
number of current residents in the “Northwest” which you have answered in my
first question, what would we project that if the North alignment would currently
decrease the daily count more than the 15,000 that was projected? The 7,000
population value for the Northwest planning area related to year 1970. The 22,000
population estimate for the Northwest planning area related to year 2000.
Attached is a graphic that was prepared for the “Hageman Road Extension to
Golden State Avenue Traffic Report.” The graphic compares the build traffic
volumes with the no build Hageman Road extension traffic volumes. While the
numbers on the graphic are small, daily volume decreases along 24th Street are
forecast to be 7,673 eastbound, and 6,435 westbound in the section of 24th Street
west of Oak Street, for a combined total of 14,108 reduction. This reduction
assumes that 24th Street is widened to six lanes, the intersection of 24th Street with
Oak Street is improved, Rosedale Highway west of SR 99 is widened, the 23rd and
24th Street couplet through downtown Bakersfield is widened/restriped to four
lanes per direction, and the Centennial SR 58 connection to the Westside Parkway
is constructed. The reduction has already been taken into account and is reflected
in the forecasted traffic volumes for the 24th Street corridor.
