The freeway clean-up program was recently recognized by Keep America Beautiful with the National Community Improvement Award for Litter Prevention for the cooperative arrangement with the Bakersfield Homeless Center.  The City was recently awarded a $550,000 grant from the State Department of Water Resources. The City will use the money to improve irrigation efficiency with automated central controller systems in 18 parks. (Grissom, Campus Park North and South, Seasons, University, Haggin Oaks, Kroll, Quailwood, Jastro, River Oaks, Stonecreek, Centennial, Garden, Wilderness, Wilson, Beale, MLK and Stiern). These grant funds will also assist with a residential and commercial conservation incentive program. Congratulations to Water Resources and Recreation and Parks for working on this project. Notable Items:  With regard to the proposed renaming of the West Side Parkway, the City was not contacted or notified until after a press conference to announce the idea was held. The plan for the Parkway is that when the EIR for the Centennial Corridor is adopted, CalTrans will do a route adoption study with the intention of designating it as State Highway 58. That transition could occur in about two and a half or three years, and well before the Centennial Corridor is open. The current name and any change that might be made would only be temporary. Once the Parkway is under CalTrans’ control, the State Legislature can name a facility, such as they did with the Mark C. Salvaggio Interchange. However, they cannot do it until the route adoption study is complete. General Information February 7, 2014 Page 2 From a practical standpoint, the proposed name “CSU Bakersfield Alumna Wendy Wayne Memorial Parkway” is too long for highway signage, and the cost for a temporary change would be considerable. Another important fact to be considered is that the new roadway has just been registered on maps, GPS based units, etc., so all of those would have to be changed for this concept, and then changed again, when CalTrans adopts it as State Highway 58.  A Public Information Meeting was held for the Hageman Flyover Project on February 4, 2014 at Beardsley Junior High. The meeting provided an opportunity for the public to review project exhibits, maps, environmental documents, and to speak with City, County and Caltrans engineers as well as other specialists about the project. Most of the citizens’ concerns focused on future signalization and operations at Airport Drive and State Route 204. The draft environmental document will be available for public review and comment through February 21, 2014. Caltrans will then complete the final environmental document and right-of-way acquisition. Upon completion of those two items final design will begin. The project is expected to be shovel-ready in 2016.  The Human Resources and Risk Managers, together with the Employee Incentive Team, launched several new employee initiatives and training programs to enhance employee appreciation, skills development, achievement of City goals and overall employee engagement. These included: o Launching a leadership academy for representatives from all departments; o Offering sessions to all employees in partnership with OptumHealth to provide skills training; o Facilitation of a Supervisor Safety Academy; o Specific safety training sessions to departments; o Initiation of a Safety Management Certificate Program; o Noon hour sessions in partnership with the Society for Financial Awareness (SOFA) that focused on retirement and estate planning; o A health and wellness fair; o Reinstatement of the employee breakfast, along with a week of activities for Public Service Recognition Week; o The Excellence in Action Awards program was enhanced with the addition of a team aspect: S.T.A.R.; and o Offering various incentives to promote goals and participation in City events/programs. General Information February 7, 2014 Page 3  A recent article in Modesto Bee says the City of Modesto staff is projecting a $9 million General Fund shortfall over the next two years if no action is taken. The City Council’s Finance Committee recommended approximately $1 million in cuts to the City’s current year budget and will be recommending additional cuts to balance the General Fund moving forward. Preliminary ideas include closing the City’s convention center, closing a City-owned golf course and selling certain City parks. The referenced article is enclosed. The City Council’s Finance Committee recommended about $1 million in cuts Monday in the current budget, which ends June 30. The recommendations are expected to go before the full council in February. City officials say they will need to cut about $9 million from the general fund, which primarily pays for police and fire services, over the next 30 months to bring the fund’s expenses in line with its revenues. The general fund makes up about a third of the city’s roughly $344 million operating budget. The operating budget’s other funds are in better shape. Nearly all of the cuts in the current budget would be in public safety. The Finance Committee recommends cutting about $500,000 from the Police Department by eliminating 10 vacant officer positions. That would save about $1 million over a full budget year. If adopted by the council, it would reduce the number of allocated officer positions from about 230 to about 220. Finance also is recommending cutting $500,000 from the Modesto Regional Fire Authority in the city’s current budget. That reduction would be $1 million over a full budget year if adopted by the council. The other recommended budget cuts amount to reductions of roughly $100,000 in the budgets for the City Council and human resources and finance departments. City officials say they have made significant cuts outside public safety over several years. Additionally, public safety accounts for about 80 percent of the city’s general fund spending. In the coming months, the Finance Committee will consider other cuts to bring before the City Council. The city will not have to adopt all of the cuts to balance its general fund. Potential reductions include: • Closing or selling Centre Plaza, the downtown convention center. The center requires an annual general fund subsidy of more than $500,000 to balance its roughly $1.4 million budget. • Closing or selling Dryden, one of two 18-hole golf courses the city owns. • Selling so-called nonconforming city parks: those not attached to a community center or next to a school. The city is looking into whether homeowners near the parks would be willing to tax themselves to pay the costs to operate them. If that is not viable, the city is looking at selling the parks to developers for housing. • Eliminating general fund support for the city’s community forestry program, whose workers trim and maintain city trees. The City Attorney’s Office will take the following steps to verify signatures on the petitions submitted by the homeowners on Pine and Myrtle Streets in support of a cul-de-sac on their street: 1. The City Attorney’s Office will seek to contact each of the property owners on record title for Pine and Myrtle by phone, to confirm that they have, in fact, signed a petition in favor of the cul-de-sac. 2. For those property owners that cannot be contacted by phone, staff will make an effort to contact them in person to confirm that they signed the petition. The City Attorney’s Office will then follow the same steps for the remaining streets meeting the requirements including Spruce and A Streets.
