Cal Trans will be the lead agency for both the NEPA and CEQA process on both the Hageman Fly Over and the Centennial Corridor. It will be their responsibility to certify the EIR, and they will be addressing the public comments, rather than the City, when the draft document on the Corridor circulates, which we believe will be in the not too distant future. The City will, however, be overseeing the design engineer, property acquisition consultant, and eventually, the construction contract.  As a preview of the March 5th Council meeting, there will be a number of significant items for the Council to address. With only one meeting scheduled in February, there will be more time in between, which generally results in a longer Consent Calendar. In addition, the tentative list of items currently includes three Committee reports and five Council referrals. There may be as many as seven reports. Apologies in advance! General Information February 14, 2014 Page 2 TRIP:  Potholing and Survey Work at State Route 58, Terrel Court, Truxtun Avenue, and Mohawk Street Potholing and survey crews will be conducting field work during the next few weeks for the Centennial Corridor project. This work will take place in various locations along State Route 58, between Cottonwood Road and State Route 99, at Terrel Court, and along Truxtun Avenue and Mohawk Street. This work is part of the project development process and is needed to verify existing underground utility locations that could affect elements of engineering. The utility potholing work is expected to be performed from February 17-28, 2014. Surveying activities will take place March 3-7, 2014. All work is expected to be conducted between the hours of 7 a.m. and 6 p.m. The selected potholing locations include sites on and off the roadways. Lane or shoulder closures may be required while crews are working within the roadway, but the work will be short-term and at least one lane in each direction will remain open while work is underway.  Lane Closures for State Route 178 at Canteria Drive Motorists are advised to anticipate lane closures on State Route 178 in the vicinity of Canteria Drive, Tuesday through Friday, February 18-21, 2014. The contractor for the State Route 178/Morning Drive Interchange Project will be shifting traffic, re-striping the roadway, and performing electrical work near this intersection. These operations may require intermittently stopping State Route 178 traffic for up to 10 minutes while work is underway. Motorists should anticipate crews to be working in the roadway between the hours of 6 a.m. and 4 p.m. each day. Crews will be conducting traffic control as needed with the use of flagging personnel through the work zone. General Information February 14, 2014 Page 3 Council Referrals: Councilmember Maxwell: 1. Department of Recreation and Parks January Monthly Report Event Notifications:  The California Urban Forests Council has provided the City of Bakersfield with 215 trees to be planted with volunteer assistance on Saturday, February 15th with registration starting at 8:00 a.m. The City has teamed up with the Tree Foundation of Kern and the Downtown Business Association to plant these trees along the Kern River Parkway and the downtown area. Volunteers are asked to register at the Uplands of the Kern River Parkway parking lot directly behind the Sam Lynn Ballpark. The Yellow Pages and Davey Tree Company will be providing water and breakfast bars. Chevron will make sure port-a-johns are in place. Chevron and Oxy have committed to over 70 volunteers, along with some Boy Scouts and Girl Scout troops. The City Attorney’s Office will take the following steps to verify signatures on the petitions submitted by the homeowners on Pine and Myrtle Streets in support of a cul-de-sac on their street: 1. The City Attorney’s Office will seek to contact each of the property owners on record title for Pine and Myrtle by phone, to confirm that they have, in fact, signed a petition in favor of the cul-de-sac. 2. For those property owners that cannot be contacted by phone, staff will make an effort to contact them in person to confirm that they signed the petition. The City Attorney’s Office will then follow the same steps for the remaining streets meeting the requirements including Spruce and A Streets. DEPARTMENT OF RECREATION AND PARKS JANUARY MONTHLY REPORT PAGE TWO at the McMurtrey Aquatic Facility. In addition an “Engineers Estimate” will be included in order to determine funding costs.  Staffs, in conjunction with the Public Works’ Design Engineering team have developed preliminary designs to resolve a drainage issue at the McMurtrey Aquatics Center along the north side of pool adjacent to the turf area. Final design has been approved and submitted to contractor for cost estimate.  Aquatic staff has been given the approval to proceed with the repair work for the Amtrak “welcome” fountains. Efforts have begun on repairing the smaller of the two fountains.  Aquatic staff during a routine repair for Greystone Park’s spray park discovered there was not an isolation valve to perform the repair, thus having to shut off the parks entire domestic water system. During the shut-down, staff modified the entire system by installing a main isolation valve and individual isolation valves for the splash pad system. o Special Event Reservations: o January 1st – Beach Park, Clubes de Peru Soccer – 200 Guests o January 19th – Beach Park, Clubes de Peru Soccer – 200 Guests o January 25th – Yokuts Park, Bakersfield Track Club – 500 Guests Total Attendance: 2,490– Reservations/Special Events Aquatics/McMurtrey Aquatic Center: o Total attendance for Aquatics was 4,528 which was a 21.6% increase compared to January 2013 of 3,723. This was due to the increase in attendance of the high schools swim teams and aquatic programs at McMurtrey. o Monthly attendance at the McMurtrey Aquatic Center was 3,653 compared to last year’s 3,145. This 16.2% growth was due to the increase in attendance of the Polar Bear Plunge, lap swimming, high school swim teams, and trainings.  100 Mile Club: o The 100 Mile Lap Swim Club is currently made up of 439 active members that swam 13,944.48 miles this month. The club has swum a combined total of 126,609 miles.  Kern High School Swimming: o Kern High School District Swim Teams began their 2014 season on January 27th. The Kern High School District is utilizing McMurtrey, Silver Creek, and Jefferson Pools. Bakersfield, Golden Valley, Liberty, South, and West High Schools all use the McMurtrey Aquatics Center for practice. These 5 high schools had 1,048 students swimming the first week at McMurtrey. The Diving Teams will start practice in February at McMurtrey. We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS JANUARY MONTHLY REPORT PAGE THREE  Jefferson Pool: o Foothill and Mira Monte High School’s swim teams’ attendance at Jefferson Pool for the month of January totaled 385 visitors.  Silver Creek Pool o Stockdale and Ridgeview High School’s swim teams attendance at Silver Creek Pool for the month of January totaled 490 visitors.  Polar Bear Plunge: o This year’s Polar Bear Plunge had 200 participants brave the 52 degree water and take the icy plunge to bring in the New Year. Over 300 spectators cheered them on making the event’s overall attendance 500. Artic Glacier sponsored this exciting event which has become a Bakersfield tradition for a lot of families and a great way to celebrate the New Year.  Donations: $376.71  Total Attendance: 4,528 ATHLETICS: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of January was 849. Adaptive Programming/Basketball o The Adaptive Basketball League began this month with seven teams. Six (6) games are held weekly throughout the months of January & February at the MLK Center gym. o Modeled after the Department’s Adaptive Softball League, this program has proven to be a tremendous success! This is the program’s second year of operation. Adult Softball o Registration for the Spring Softball League opened on January 6th and closed on February 7th. Softball Tournaments o Staff completed development of the 2014 Mesa Marin Tournament schedule this month for the entire calendar year. Total Attendance: 849 DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER: o Overall attendance for the Martin Luther King, Jr. Center was 3,116. Low attendance was attributed to the center being closed for re-furbishing. Grand Re-Opening o The re-opening was held on January 9, 2014. Speakers/guests in attendance included the Mayor, City Manager and Councilmember Rivera. The media was present as well as our participants for tours and participation in games. We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS JANUARY MONTHLY REPORT PAGE FOUR Dr. Martin Luther King Jr. Birthday Celebration o Over 400 participants were in attendance at the breakfast celebration. The program included speakers, music and a video about the life of Dr. Martin Luther King Jr. Free Youth Luncheon o Approximately 350 participants were in attendance at the Youth Luncheon. Various activities took place including special speakers. The event was co- sponsored by Stop the Violence. The department donated the facility and use of the audio system. Total Attendance: 3,116 SILVER CREEK COMMUNITY CENTER/SAUNDERS MULTI-USE FACILITY: Silver Creek Community Center Total attendance for Silver Creek Community Center was 528 as compared to last year of 596. o There was one (1) rental for the month of January. After School Fun  Attendance: Weekly Average: 64 Monthly: 320 Revenue: $1,562.00 Saunders Recreational Facility o Total overall attendance for the Saunders Recreational Facility was 575. There were Eleven (11) rentals for the Saunders Recreational Facility for the month of January. o Hockey Program o Revenue for current league reported in December 2013; attendance 200. o Soccer Program o No activity in January.  Total Attendance for Silver Creek & Saunders Recreational Facility : 1103 PARKS: TPRW o Trenching for electrical conduit for portable restrooms continued January 23rd. Jastro Park o Damaged roof element on shelter at reservation Area 1 was replaced by contractor on 1/10/14. MLK o Staff assisted General Services with placement of furniture after renovation completion. o Crews touched up concrete issues by grinding down and ramping uneven concrete on 1/6/14. Challenger Park o The playground is currently being updated. Work began on 1/2/14 We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS JANUARY MONTHLY REPORT PAGE FIVE Craftworker Repairs o Wilson Park - replaced worn glide slide in playground on 1/31/14. o Seasons Park - replaced broken bubble panel in playground on 1/30/14. o University Park - installed new suspension bridge in playground on 1/30/14 o Siemon Park – installed concrete pads at locations for future placement of concrete benches at spray park. o Rabobank Arena – replaced three (3) old trash receptacles with new ones on 1/6/14. Bakersfield Community House at Central Park o Crews delivered and placed concrete planter on 1/3/14 City in the Hills o Craftworkers completed new drain run to curb on 1/9/14 to prevent flooding in the playground. Miscellaneous Areas o Right of way improvements on Stockdale Hwy between N. Stine Road and No. McDonald Way began on 12/15/13 and completed on 1/31/14 Trees o Responded to 22 locations for storm damage, only 4 trees were city owned trees. The other 18 locations were private trees that fell onto city streets and posed a safety issue. o Assisted Code Enforcement with homeless encampments along the Kern River. Staff removed 21 encampments over a two day period. o Currently in the process of removing tumbleweeds throughout town and at the Airpark. o Lifted all trees in Quailwood Park o Declining Redwood Removals at the following location: o Staff removed 52 redwoods that were in decline on Grandlakes between Deer Peak and Coram Drive.
