He will be leaving to take the Public Works Director position with Marin County. Raul has worked for the City since 1994, has overseen many significant projects and helped guide the growth of the City. Some of the notable projects which he has played a significant role in include: the $230 million expansion of Wastewater Treatment Plant 3, construction of Rabobank Arena, the implementation of city-wide curbside recycling, and, of course, the $1.3 billion TRIP Program. Nick Fidler, Assistant Public Works Director, will act as the Interim Public Works Director effective March 24th. Our congratulations and best wishes to Raul!  In light of recent court cases associated with Prop 218 compliance, staff has reviewed current procedures related to refuse and wastewater service at City facilities. As a result of this review and in accord with Prop 218, we will begin to implement charges to various departments for these services in FY 14-15. These costs are in addition to the increase in CalPERS rates and healthcare costs which will also impact next year’s budget.  The Invest from the Ground Up tree planting event this past Saturday went very well. There were over 250 volunteers planting trees at the Uplands of the Kern River Parkway and also in the downtown area. A thank you to all of the volunteers for helping to beautify our City! General Information February 21, 2014 Page 2 TRIP:  Potholing and Survey Work at State Route 58, Terrel Court, Truxtun Avenue, and Mohawk Street Potholing and survey crews will be conducting field work during the next few weeks for the Centennial Corridor project. This work will take place in various locations along State Route 58, between Cottonwood Road and State Route 99, at Terrel Court, and along Truxtun Avenue and Mohawk Street. This work is part of the project development process and is needed to verify existing underground utility locations that could affect elements of engineering. The utility potholing work is expected to be performed from February 17-28, 2014. Surveying activities will take place March 3-7, 2014. All work is expected to be conducted between the hours of 7 a.m. and 6 p.m. The selected potholing locations include sites on and off the roadways. Lane or shoulder closures may be required while crews are working within the roadway; but the work will be short-term, and at least one lane in each direction will remain open while work is underway.  Lane Closure and Traffic Control State Route 178 at Masterson Street Motorists are advised to anticipate the closure of the eastbound lane on State Route 178, from Kern Canyon Road (State Route 184) to just east of Masterson Street, beginning Monday February 24, 2014 and lasting for approximately two weeks. The City of Bakersfield will be working in conjunction with Caltrans to widen this section of roadway to add a left- turn lane for eastbound State Route 178 to northbound Masterson Street. This work will be performed Monday through Friday, between the hours of 8 a.m. and 3 p.m., each day. Motorists traveling through this area may want to allow extra travel time or select an alternate route while this work is underway. Crews will be conducting traffic control through the work zone with the help of flagging personnel, and both eastbound and westbound traffic may be stopped for up to five minutes before being allowed to proceed. General Information February 21, 2014 Page 3  Nighttime Lane Closures Madison Street, P Street, and Cottonwood Road Motorists are advised to anticipate nighttime lane closures on Madison Street Sunday, February 23, 2014. The lane closure will occur in the vicinity of the State Route 58 crossings. The lane closure is necessary to install concrete barrier rail along these streets in advance of setting falsework to widen the corresponding State Route 58 bridges. This work will take place between the hours of 8:30 p.m. and 6 a.m. One lane will remain open to allow traffic to cross through the work zone, but flagging personnel will be conducting traffic control and motorists should be prepared to stop for up to 10 minutes.  Stockdale Highway, between Heath Road and Renfro Road The contractor for the final phase of the Westside Parkway will be placing concrete barrier rail along the north side of Stockdale Highway, between Heath Road and Renfro Road, on Tuesday, February 25, 2014. This activity will take place between the hours of 8:30 a.m. and 3:30 p.m. Minimal impacts to traffic are anticipated, but flagging personnel will be on hand to slow or stop traffic, if necessary. Motorists traveling through this area are advised to slow down and be prepared to stop. Traffic delays, if any, are not expected to last longer than five minutes.
