Notable Items:
• As the City Council is aware, $180.9 million dollars in a federal earmark for
the TRIP Program was secured this past week. It has been the charge of
the TRIP program to secure as much of the federal earmark funds as
possible by September, 2014. That date represents the expiration of the
current federal highway funding legislation. When the legislation is
renewed, it creates the opportunity for other political jurisdictions that are
envious of what Bakersfield has received, to attempt to raid the TRIP
earmarks.
The issuance of the form E-76, which is what we received on the $180.9
million, provides for full protection of these specific dollars from any such
raid. The Beltway Operational improvement project, with an earmark
amount of approximately $89 million, is advancing with the expectation
that the E-76 for it will be received within the time frame. We also hope to
receive the Rosedale Highway construction E-76 and possibly the SR-178
Widening construction E-76 by September, 2014. It is not likely that the City
will be able to secure every dollar, but the vast majority of funds will be,
thus not leaving enough to make it worthwhile for others to “go after.”

We are happy to announce that we received word this week the
Government Finance Officers Association (GFOA) has awarded the City’s
FY 2013-14 Budget Document with the Distinguished Budget Presentation

Award. This is the 14th consecutive year the City’s Budget Book has
received the award from GFOA.
The GFOA established the Distinguished Budget Presentation Awards
Program (Budget Awards Program) in 1984 to encourage and assist state
and local governments to prepare budget documents of the very highest
quality that reflect both the guidelines established by the National
Advisory Council on State and Local Budgeting and the GFOA’s best
practices on budgeting and then to recognize individual governments
that succeed in achieving that goal. A special thanks to Chris Huot who
publishes the book annually, as well as to each member of the budget
team, budget managers and department heads.
TRIP:
Madison Street and P Street- Motorists are advised to anticipate nighttime
lane closures on Madison Street on Sunday, March 2nd and on P Street on
Monday, March 3rd weather permitting. This work, which was rescheduled
from an earlier date, will occur in the vicinity of the SR-58 crossings.
The lane closures are necessary to install concrete barrier rail along these
streets in advance of setting falsework to widen the corresponding SR-58
bridges. This work will take place between the hours of 8:30 p.m. and 6
a.m. each night.
One lane will remain open to allow traffic to cross through the work zone;
but flagging personnel will be conducting traffic control, and motorists
should be prepared to stop for up to 10 minutes.
Lane Closure and Traffic Control- SR-178 at Masterson Street- Due to
weather events and unanticipated utility work, the lane closure for the
eastbound lane on SR-178, from Kern Canyon Road (SR-184) to just east of
Masterson Street, has been extended through March 14th. The City of
Bakersfield and Caltrans are widening this section of roadway to add a
left-turn lane for eastbound SR-178 to northbound Masterson Street.
Motorists should anticipate construction crews to be working in this area
Monday through Friday, weather permitting, between the hours of 8 a.m.
and 3 p.m. each day. Motorists traveling through this area may want to
allow extra travel time or select an alternate route while this work is
underway. Crews will be conducting traffic control through the work zone
with the help of flagging personnel, and both eastbound and westbound
traffic may be stopped for up to five minutes before being allowed to
proceed.

Reconstructing various streets west of Columbus and south of University Paving streets in the area south of E. California Ave and west of MLK Blvd
Miscellaneous Streets Division projects: Video inspection of City owned Sewer & Storm lines to evaluate condition of pipes
Repairing damaged sewer line found during video inspection
Miscellaneous concrete repairs throughout the city
Concrete work on various streets in the area south of E. California Ave and west of MLK Blvd in
preparation for street reconstruction / resurfacing (HUD funded area)
Grading for sidewalk on the east side of Stine Rd both north & south of Margalo St
Road work at Masterson & Hwy 178
Concrete work on Chadbourne off of Calcutta Concrete work at 18th & “N” St
Installing a Cul-de-sac on “A” St south side of 24th St.
Concrete and brick work a Rabobank Arena
NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be assigned to cleaning plugged drains and part circle culverts. This also applies when a large number of
street sweeper are in Fleet for repairs. Areas that have been missed during this time will be swept at the
end of the month.
