On November 14th, 2013, the Bakersfield Police Department and the Kern County
Sheriff’s Department Joint Vice Task Force along with agents from the California
Department of Alcoholic Beverage Control (ABC) conducted a minor decoy operation.
This operation uses decoys who are under 21 years of age to attempt to purchase
alcoholic beverages from businesses licensed by California ABC.
Decoys are under the direct supervision of plain clothes officers. Decoys will present
their valid identification if asked, or state their true age if asked. During this operation
16 businesses that sell alcoholic beverages were visited. 4 were unsuccessful in
preventing the decoy from purchasing an alcoholic beverage. This resulted in 4
citations being issued for violation of Business and Professions Code 25658(a)
Sell/Furnish Alcohol to a Minor.
Funding for this operation was provided by a grant from the California ABC through the
Department’s Grant Assistance Program. ABC is a Department of the Business,
Transportation and Housing Agency.
