HomeMy WebLinkAbout03/14/2014 OFFICE OF THE CITY MANAGER March 14, 2014 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT/al Subject: General Information General News:  The Urban Water Purveyors Water Forum was held this Thursday in the City Council Chambers during a Special City of Bakersfield Water Board Meeting. The forum panelists were managers from seven of the largest water purveyors in the Bakersfield area. The purpose of the meeting was to allow each of the purveyors to discuss the area’s water supply situation in light of the current drought conditions. Groundwater levels, water supply, and water conservation were discussed in detail, and water conservation ideas and best practices were shared. The panelists emphasized that the local water supply is not currently in a crisis, but it’s important for water users to take a hard look at realistic ways to reduce their water usage. The purveyors promoted voluntary water conservation by local residents, as well as governmental agencies, as a key component in protecting our precious water resources. The City asks that all residents interested in saving our water visit www.saveourh2o.org for information on water conservation measures.  The Bakersfield Police Department recently received the Edward Byrne Memorial Justice Assistance Grant in the amount of $160,000. The grant funds two Citizen Volunteer Academies and a Citizen Volunteer Unit at the Bakersfield Police Department. After a four week, twelve hour training academy, which included a history of the Bakersfield Police Department, overview of the geography of Bakersfield and operations division, nineteen Citizen Volunteers graduated from the academy on March 13th. The Police Department currently has a list of over one hundred citizens who are interested in participating in the 2nd Citizen Volunteer Academy, which will be held in either May or June of this year. General Information March 14, 2014 Page 2  Last weekend was a busy time for local hotels and restaurants due to the numerous activities being held in Bakersfield. The Convention and Visitors Bureau estimates the activities of last weekend brought an additional 23,000 visitors to Bakersfield, with a minimum of $5 million additional economic impact to the local economy. Event Notifications:  Recreation and Parks and the CSUB Quality of Life Initiatives will be co- sponsoring the St. Patrick’s Day 5K Run/Walk on Saturday, March 15th at the Park at River Walk. Please see the flyer for more information.  This weekend, the Bakersfield Fiesta returns for its 48th year. According to the Bakersfield Convention and Visitors Bureau, this square dancing extravaganza brings dancers from throughout the nation to the Kern County Fairgrounds. The organizers report than 93% of attendees are from out of town, and come from nine different states, some from as far away as Florida.  Attached is the Event Calendar for Rabobank Arena Theater and Convention Center. Department of Recreation and Parks Date: March 12, 2014 To: Alan Tandy, City Manager From: Dianne Hoover, Director of Recreation & Parks Subject: February 2014 Monthly Report Total monthly attendance for all programs, reservations and volunteers combined for the month of February totaled 27,017 as compared to last year’s total of 23,700. ADMINISTRATION: o Planz Skate Park – Construction began February 28th. o Wall Repairs: o Pre-Bid construction job walk for the damaged wall repairs were performed on 2/24 & 2/26 at the various locations mentioned below. Bids were submitted by two (2) contractors and were awarded on 3/3/14:  Akers & Whitegate  4700 Block of McKee Road  Jewetta & Galleron Way  7100 Block of Stockdale Hwy  11000 Block of Noriega Road o Aquatic Maintenance: • City staff met with City Manager’s Office on 2/26/14 to discuss issues with the fountain tiles and possible solutions. Public Works to coordinate with Parks and make contact with Mike Harper (Harper Pools) and discus options for possible solutions and costs. • Aquatic staff has been given the approval to proceed with the work for installing the channel drains at McMurtrey Aquatic Facility adjacent to the north side of the Olympic pool. o Special Event Reservations: o February 1st – Mill Creek, Tap ‘N’ Run Run/Walk – 300 Guests o February 1st – TPRW, Bakersfield Track Club Run/Walk – 300 Guests o February 15th – Wayside Park, Color me Rad Run/Walk – 1,000 Guests We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS FEBRUARY MONTHLY REPORT PAGE TWO o February 16th – Beach Park, Clubes de Peru Soccer Tournament – 200 Guests o February 23rd – Beach Park, Clubes de Peru Soccer Tournament – 200 Guests Total Attendance: 6,195– Reservations/Special Events Aquatics/McMurtrey Aquatic Center: o Total attendance for Aquatics was 9,617 which was a 1.6% increase compared to February 2013 of 9,464. This was due to the increase in attendance of the high school swim teams and aquatic programs at McMurtrey. o Monthly attendance at the McMurtrey Aquatic Center was 6,219 compared to last year’s 6,186. This .5% growth was due to increase in attendance of the high school swim teams and lap swimming. • 100 Mile Club o The 100 Mile Lap Swim Club is currently made up of 421 active members that swam 13,384.54 miles this month. The club has swum a combined total of 127,934 miles. • Kern High School Swimming o Five schools continue to practice at McMurtrey Aquatics Center. Over-all February’s attendance for these high schools was 3,840 and 295 for the divers. • Jefferson Pool o Foothill and Mira Monte High School’s swim teams’ attendance at Jefferson Pool for the month of February totaled 1,306. • Silver Creek Pool: o Stockdale and Ridgeview High School’s swim team’s attendance at Silver Creek Pool for the month of February totaled 2,092. • Make A Splash Program: o The Make A Splash drowning prevention program provided a Parent CPR and First Aid Class on February 1st to 7 adults. These Parent CPR and First Aid Classes are free and open to parents or grandparents who have a child 0 to 5 years old, someone who is pregnant, or a childcare provider who takes care of children 0 to 5 years. Staff also attended the Southeast Neighborhood Partnership Collaborative on February 27th where they were able share information on the Make A Splash program. • Donations: $2,051.00 o Total Attendance: 9,617 We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS FEBRUARY MONTHLY REPORT PAGE THREE ATHLETICS: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of February was 6,948 as compared to last year’s total of 6,410 which was an increase of 8.4%. o The increase in attendance is attributed to: o An increase in the number of softball teams as compared to the 2013 Spring Softball League. o Increased participation in softball tournaments held as the Mesa Marin Sports Complex as compared to February 2013. Adaptive Programming/Basketball o The Adaptive Basketball League had their last game on February 27th. The league was made up of seven teams, with games held weekly throughout the months of January & February. o Modeled after the Departments Adaptive Softball League, the program has proven to be a tremendous success! This was the program’s second year of operation. Adult Softball o The Spring Adult Softball League set a new record with 174 teams registered- 102 Men’s and 72 Coed. Softball Tournaments o Staff completed development of the 2014 Mesa Marin Tournament Schedule this month. o Mesa Marin hosted ASA Tournaments on February 8th, 9th, 22nd & 23rd. o 14 Men’s Teams on February 8th o 12 Coed Teams on February 9th o 9 Men’s Teams on February 22nd o 11 Coed Teams on February 23rd • Donations: 2,268.00 Total Attendance: 6,948 DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER: o Overall attendance for the Martin Luther King, Jr. Center was 3,007. The increase in attendance by 23% was attributed to increased attendance for the Adaptive Basketball Program and the After School Program. • Grant Awarded o The MLK Center was awarded a grant from the Arts Council of Kern for $1,350 for performing artists to present for the children in the Camp King Program. • Read Across America o The 17th annual Read Across Bakersfield took place at the center on February 26th. The event was sponsored by the Bakersfield Elementary Teachers Association and Read Across America. Several local teachers read books and promoted the larger event to be held at the Fox Theatre. DEPARTMENT OF RECREATION AND PARKS FEBRUARY MONTHLY REPORT PAGE FOUR SILVER CREEK COMMUNITY CENTER/SAUNDERS MULTI-USE FACILITY: Silver Creek Community Center Total attendance for Silver Creek Community Center was 640 as compared to last year of 486. o There was one (1) rental for the month of February. After School Fun • Attendance: Weekly Average: 86 Monthly: 409 Revenue: $2,053 Saunders Recreational Facility o Total overall attendance for the Saunders Recreational Facility was 610. There were zero (0) rentals for the Saunders Recreational Facility for the month of February. o Hockey Program o 38 registered for program. o Soccer Program o The adult league is on hold. In the process of collecting registrations. • Total Attendance for Silver Creek & Saunders Recreational Facility : 1,250 PARKS: TPRW o Trenching for portable restrooms is complete. o Two (2) replacement benches installed on 2/26/14 as well as one (1) new bench. o Crew installed replacement slide shoot on 2/20/14. Uplands of the Kern River Parkway o Tree Foundation planting project took place on 2/15/14 with 100 15-gal trees planted. South Mill Creek o The City took over maintenance of the park and parking lot area off California Avenue on 2/10/14. Area staff trimmed and cleaned landscape around new condominium facility on 2/26 & 2/27. Union Avenue o Woodchips were spread in triangle median at Manor Street. MLK o Spray Rig Operators set foggers and sprayed for pest control inside and outside perimeters of building on 2/15/14. Animal Care Center o New plantings and Irrigation system installed and complete. Gosford Road Median Islands o Repairs are complete on the irrigation wires between Panama Lane and District Blvd. Mesa Marin o On 2/7/14 Jim Alfter’s crew poured the concrete sections removed for a main line repair made in November. Tradewinds Park o Memorial plaque was installed on 2/27/14. We enhance the quality of life through a variety of programs, parks, and partnerships. Siemon Park o Crews set two concrete benches at the wet playground on 2/25/14 Saunders Park o Crews set two concrete picnic tables under the playground shelter on 2/26/14. Tree Division o Removed all tumble weeds from the Air Park as requested by General Services. o Trimmed all trees at the BPD pistol range. o Trimmed several trees on Rancheria Road at the Kern River Bridge. Trees were trimmed 5 feet way from bridge due to Cal-Trans request. o City staff responded to eleven (11) trees that were either damaged or down due to storm on 2/28/14.
