Attached are pictures of TRIP related projects:
Nighttime Lane Closures on State Route 58-Motorists are advised to anticipate
nighttime lane closures on State Route 58, between State Route 99 and Cottonwood
Road, beginning Monday night, March 31, 2014 and continuing through Thursday
night, April 3, 2014. The temporary lane closures will be in effect between the hours of 9 p.m. and 5 a.m., each night, in areas where crews will be potholing for utilities.
This work is part of the project development process for the upcoming Beltway
Operational Improvements Project and will verify existing underground utility locations
that could affect elements of engineering. Crews will need to close the outside travel
lane to complete their work, but both directions will not be affected at the same time.
At least one travel lane will be open in each direction while operations are underway.
Traffic Changes for State Route 178 near Morning Drive-Motorists are advised to
anticipate upcoming changes to road conditions on State Route 178 and on Morning
Drive next week, March 31 – April 4, 2014.
The contractor for the State Route 178/Morning Drive Interchange project is planning
to move eastbound State Route 178 traffic onto the newly constructed bypass
located on the south side of State Route 178 on Friday, April 4, between the hours of 9
a.m. and 4 p.m. The speed limit through the bypass will be 40 mph.
Preparation for the traffic shift will require lane closures Monday through Thursday,
March 31 – April 3, at the intersection of State Route 178/Canteria Drive for the
installation of a temporary traffic signal. Crews will be conducting traffic control as
needed with the use of flagging personnel through the work zone, and motorists should anticipate wait times of up to five minutes.
A lane closure will be in effect for eastbound State Route 178 at Fairfax Road on
Thursday, April 3, while the contractor completes work on the west end of the bypass.
Eastbound motorists may also be stopped for up to 10 minutes near Fairfax Road on
Friday while traffic is switched onto the bypass.

In conjunction with the traffic shift, all access to and from Morning Drive will be closed
at State Route 178 on Friday, April 4. Motorists may detour around the closure by using
the State Route 178/Fairfax Road Interchange and Auburn Street. The closure is
necessary to allow for construction of the new Morning Drive Bridge.
Westbound traffic is expected to be moved onto the bypass in late April.
The new pavement used for the bypass will ultimately serve as the eastbound on- and off-ramps for the future SR 178/Morning Drive interchange. These ramps were
constructed in the first phase of construction to facilitate traffic movement while work
on the bridge is underway.

Attached is the Event Calendar for Rabobank Arena Theater and Convention Center.
This weekend will see another large group meeting in Bakersfield. The Sweet Adelines
International Region 11 Annual Convention gets underway Friday at the Rabobank
Convention Center. This group has met intermittently in Bakersfield in the past and the
CVB is pleased to announce that the group has committed to meeting in Bakersfield
every year through 2019.

Re: OPPOSE SENATE BILL 1017
Dear Senator Evans:
We strongly oppose your SB 1017 which would triple oil taxes in California and could drive
our gas prices and costs of other goods and service even higher. We already pay the
highest gasoline taxes and highest gas prices in the country; we can’t afford another oil
tax. Passage of SB 1017 would:
Increase the Cost of Gas and Everyday Goods and Services – Hurting Lower
Income and Middle Class Families the Most
• California uses all the oil we produce here in the state, so the proposed $2 billion
in higher oil and natural gas taxes could be passed on to consumers.
• Consumers could pay more for every day goods and services that rely on oil and
gas – like food, energy and transportation.
• While our state is beginning to rebound from the recession, many middle class
families are still living paycheck to paycheck and struggling to pay mortgages and
rent. Now is not the time to burden hard working families with a new $2 billion
tax.
Cost Us High Paying Jobs, Especially in California’s Poorest Communities
• The introduction of another oil tax would result in the loss of billions of dollars in
economic activity and destroy thousands of California jobs.
• Oil tax supporters want to tax oil produced in California but exempt foreign and
out-of-state oil that is brought into California.
• We should be promoting safe, responsible development of our own energy
sources like gas and oil, not penalizing California companies, rewarding out-of-
state competitors and increasing foreign oil imports.
Make California Oil Among the Highest Taxed in the Nation.
• Governor Jerry Brown has repeatedly said that California doesn’t need more taxes
this year, including a new oil tax.
• California already collects high taxes from oil in several ways, including taxing oil
reserves in the ground that pay for local government services like schools, policy
and fire protection. Oil producers also pay some of the steepest sales tax,
personal income tax and corporate tax rates in the nation.
• Tripling oil taxes in California will make California oil among the highest taxed in
the nation.
For these reasons we are opposed to SB 1017.
