1.0 PURPOSE
The purpose for this drainage study is as follows:
1. To provide a storm drainage system in accordance with the City of Bakersfield
requirements and guidelines.
2. To provide an economical and reasonable design for storm drain conveyance and
disposal facilities.
2.0 GUIDELINES
The following design standards were used in the development of this study:
1. Initial times to concentration (roof to gutter) are 15 minutes for R-1 Development.
2. Approximately a third of the site is Soil Group A - Cajon sandy loam, overblown, 0 to
2 percent slopes and the remaining two-thirds is Soil Group B - Kimberlina fine sandy
loam. The soil group was obtained from the US Department of Agriculture Soils
Survey. Refer to the attached Soil Map at the back of report.
3. The runoff coefficients used are:
A. 0.15 - Park
B. 0.42 - R-1, 6,000 S.F.
C. 0.38 - R-1, 7,500 S.F.
D. 0.95 - Pavement, drives, and roofs
3. Rainfall intensity curves used are those shown on Plate D-1 of the City of Bakersfield,
Subdivision & Engineering Manual.
4. Sub-areas using multiple run-off coefficients are given a weighted average based on
the area relative to each coefficient.
3.0 DESIGN APPROACH
The contributing areas to the retention basin are all zoned residential and therefore were modeled
as such so that the improvements were accurate.
This report also studies the required pipe sizes for the main lines leading from Panama Lane to
the basin. The affected project area for these improvements is dictated by the flat terrain that is
present. More specifically the improvements are designed to benefit all areas bounded to the
east by Tract 6536, to the north by Panama Lane, to the south by Tract 6916 and to the west by
Mountain Vista Drive that takes storm drain runoff out to the Basin Drainage Area.
Drainage Areas A and 1 will discharge into a catch basin (CB #5) located at the intersection of
Monahan Street and Voyageurs Drive. CB #6A will collect the discharge produced by Areas B
and 2 at the intersection of Monahan Street and Acton Court. CB #6 will collect the discharge
produced by Area 3 at the intersection of Monahan Street and Balmorhea Street. Drainage Area
5 will discharge into a catch basin (CB #8) located at the intersection of Mountain Vista Drive and
Lockhart Lane. Drainage Area 5 has its own weighted coefficient value from portions of Mountain
Vista Drive and the residential lots. Drainage Areas 4, 6, and 7 will discharge catch basins
(CB #7, CB #9, & CB #10) located at the intersection of Balmorhea Street and Lockhart Lane. CB
#11 will collect the discharge produced by Area 8 on Mountain Vista Drive between Juntura Way
and Lockhart Lane. A catch basin (CB #12) will be located at the intersection of Juntura Way and
Mountain Vista Drive which will collect the discharge produced by Area 9. Drainage Areas 10 &
11 will have will discharge into two catch basins (CB #13 & CB #14) adjacent to the tract
boundary on Fort Sanders Avenue. Drainage Area 12 is the largest sub-area in the study where
runoff is conveyed via cross gutters along Voyageurs Drive. The discharge will be collected by a

catch basin (CB #15) on the corner of Fort Sanders Avenue and Voyageurs Drive. CB #16 will
collect the discharge produced by Area 13 at the intersection of Fort Sanders Avenue and
Bellingham Way. Two catch basins (CB #17 & CB #18) will be located at the knuckle of Fort
Sanders Avenue and Balmorhea Street which will collect the discharge produced by Area 14 and
Area 15. The retention basin area consists of the residential lots, park, and the two adjoining
streets.
The flows for the sizing of the pipes were estimated utilizing the City of Bakersfield Rational
Method in accordance with the Subdivision Standards. Flows were computed for the 10-year
event using the formula Q = CIA, where Q is the flow in cubic feet per second, C is the runoff
coefficient, I is the intensity in inches per hour, and A is the catchment’s area in acres. Since the
main purpose of this report is the storm drain system leading to the basin and the curb capacities
were determined based the 5-year storm event.
The proposed retention basin on the southwest corner of tract will be at the bottom elevation of
333 and handle all of the discharge from Tract 6824. Per the City of Bakersfield’s request, the
ultimate buildout basin volumes (provided and required) were calculated. This basin will be
expanded in the future to accommodate the runoff from Tentative Tract 6916. The required basin
volume was calculated using the City of Bakersfield sump volume equation (V=0.15 x Ʃ (CxA)).
The total contributing area equals 78.10 acres; this acreage is divided into the areas as noted
above. The coefficient values are provided for each area, and the calculations for the required
and provided volumes are shown below and on the Basin Exhibit.

The rational method for the 10-year event was performed using Autodesk Storm Sewers 2012.
This program routes the flows and calculates the HGL for the system. The program has the
ability to calculate the time of concentrations, but it also allows you to enter your own time. A
spreadsheet similar to the curb capacity spreadsheet was used to determine the initial time of
concentrations in a 10-year event. The flows from the 10-year event were calculated and routed.
Starting HGL at the basin was estimated to be 4’ above the basin bottom.

4.0 CONCLUSION AND RECOMMENDATIONS
The flows from the 10-year event were calculated and routed. The beginning HGL was estimated
to be 4’ above the basin bottom at each outlet structure. All the pipes in this system were sized to
be 18” RCP and 24” RCP. The HGL is not less than 0.5’ below the existing grade at any manhole.
The main objectives of this study were to design an economical storm drain system and meet the
design standards set by the City of Bakersfield. The storm drain system will be able to handle a
10-year event. The Basin Exhibit, part of this study, shows the designed basin that allows for the
expansion to the adjacent southerly tract. The basin will have a total water depth of 8’ with a
minimum of 1’ of freeboard. The basin for only Tract 6824 will be able to store 2.82 acre-feet of
water with a required volume for is 2.64 AF. The basin for the completed condition will be able to
store 6.30 acre-feet of water. The depth of the basin is 12 deep with a water surface of 341. The
required volume for both tracts is 5.19 AF.

Please relocate the access ramp to the East side of the basin as shown on the Krazan Plans. This is a safer access than
the one coming of the entrance to the subdivision.
Also, include our request that a block wall be installed completely around the perimeter of the Basin. Current plans
indicate that a block wall is on the west side and partially on the north side of the basin fence line. Consistent type of
fencing is preferred for maintenance and aesthetics purposes.

The McIntosh & Associate drainage basin plans do not match the Krazan Geotechnical Soils Absorption Evaluation report
plans. Please address the following:
1. Ramp in different locations. (City prefers Krazan Plans)
2. Outlet Structures in different Locations.
These should be corrected to reflect the proper locations of these features. Also on page #4 under site preparation, it is
recommending that the basin be over excavated 24’ and backfilled to finished basin grade. The City Water Resources
Department would like to be notified when this process takes place to conduct an inspection of the site.
The City Water Resources Department would also like to request that a block wall be installed completely around the
