HomeMy WebLinkAbout04/04/2014 OFFICE OF THE CITY MANAGER April 4, 2014 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT Subject: General Information Notable Items:  The High Speed Rail Authority failed to comply with federal law with respect to the draft EIR that has been circulating and which the HSR people claim is nearing the time to adopt. This is a new item recently discovered and was not contained in our response to the draft document which was sent to them months ago. This one is 6(f)- a takeoff on 4(f) which are federal code sections dealing with disruption to parks and historic places. A 6(f) analysis is required when a community has received Federal Land and Water Conservation grants which Bakersfield has. A letter from my office to the Federal Railroad Administration is enclosed which provides details. What they should do is recirculate the draft EIR inclusive of the legally required 6(f) analysis. Historic precedent says they will not. Please see attached letter and maps.  Attached is a copy of the Sales Tax Quarterly Summary Report by Industry, summarizing and comparing the top ten industry categories fourth quarter results of 2012 to the fourth quarter results of 2013. The general categories of Specialty Stores, Building Materials and Grocery Stores showed above average positive movement compared to the same quarter last year, while Industrial Equipment, Oil and Gas Equipment and Service Stations showed below average results compared to the same quarter last year. Good News: o The recent storms this week have helped the snow pack accumulation in the Kern River watershed. Cloud seeding operations did occur during the storms to enhance precipitation in the watershed. The California Department of Water Resources latest update estimates that the Kern River will yield around 90,000 acre-feet of water yield during the April through July runoff season. Last year’s runoff yield was 103,000 acre-feet during this time period. With the additional snow accumulation from the recent storms, the new estimate could be between 95,000 and 100,000 acre-feet. We are anticipating that next Thursday the State will release updated runoff estimates which will account for the additional snow from the recent storms. Please see attached photos. General Information April 4, 2014 Page 2 o The Water Resources and Recreation and Parks Departments were recently awarded a water conservation grant from the State of California Department of Water Resources (DWR). The funding is provided by Proposition 84. The grant reimburses the City for money it spends on upgrading its parks’ irrigation systems to a smart irrigation control system called Maxicom. The Maxicom installation program was planned to be phased in over a 3 to 4 year period. The Maxicom system monitors Evapotranpiration (ET), communicates with local weather stations, and measures the moisture that is leaving and entering the ground maintaining it at an appropriate level to ensure that plants are not overwatered. A very important feature the Maxicom system is that it shuts off sprinklers during or when it senses a rain event! However, with the current drought and Council’s desire to increase water conversation and awareness, the City reached out to the DWR and they have indicated that they would support the City’s desire to accelerate the implementation of this program. Once these systems are installed in 18 of the City’s parks, it is estimated to save $75,000 annually. o A new webpage with information on the City of Bakersfield Animal Care Center and other animal control services is now available on the City’s website. The public can find information on how to register complaints, license pets, or find and adopt animals. The site even allows the public to view animals that are currently being held at the Animal Center. Citizens can also use the site to look for volunteer opportunities as well as upcoming clinic schedules! http://www.bakersfieldcity.us/acc/index.html TRIP Advisories:  State Route 58 Ramp and Lane Closures The Chester Avenue/H Street westbound on-ramp to State Route 58 will be under a full, around-the-clock closure to all traffic for a two week period beginning Tuesday, April 8th, and continuing through Friday, April 18th. The closure is needed to facilitate modifications being made to an adjacent pump station in conjunction with the State Route 58 Gap Closure Project. During this period, motorists will need to use the State Route 58/Union Avenue Interchange, located approximately one mile to the east, or continue west on Brundage Lane for approximately one mile to access northbound or southbound State Route 99. Motorists are also advised to anticipate nighttime lane closures on State Route 58 at the Bakersfield Corral Overhead Sundays through Thursdays, April 6-10th, and April 13- 17th. The lane closures will be in effect between the hours of 7 p.m. and 6 a.m. each night. The lanes will be open to traffic during daytime hours. The Bakersfield Corral Overhead is a bridge crossing over the railroad tracks between the Union Avenue and Cottonwood Road Interchanges. General Information April 4, 2014 Page 3 The contractor is planning to close the inside westbound lane the week of April 6th and the inside eastbound lane the week of April 13th, but motorists traveling in either direction should anticipate lane closures in this area during this period. The lane closures are needed to allow the contractor to remove the bridge overhang in preparation of widening the bridge to accommodate the new freeway lanes.  Lane Closure and Traffic Control at State Route 178/Canteria Drive Motorists traveling on State Route 178 are advised to anticipate the closure of the inside westbound lane in the vicinity of Canteria Drive on Monday, April 7th, This will be a permanent lane closure and is needed to construct the westbound connection to the new bypass, located south of State Route 178. Westbound traffic is expected to be moved onto the bypass in late April. In addition to the lane closure, crews will be conducting traffic control through the work zone from Monday through Thursday, April 7-10th, to place concrete barrier rail and to allow construction trucks and equipment to enter and leave the work area. Motorists traveling through this area may want to choose an alternate route or adjust their travel times as traffic could be delayed for up to 10 minutes. These operations are expected to take place between the hours of 6 a.m. and 4 p.m., each day. Reports: For your convenience, the following reports are enclosed: 1. Event Notifications:  Dave Mason, co-founder of the legendary band Traffic will be performing Saturday, April 5th at 8 p.m. at the Bright House Networks Amphitheatre. The show is the first of four concerts scheduled as part of the 2014 Park at River Walk Concert Series. We look forward to building upon the popularity of last year’s series with a collection of well- known performers paired with a great venue! Individual tickets are $12.50 or a series ticket package for all shows is available for $40. As with the past concert series at the Amphitheatre, event goers can bring their own food and drinks. Future series acts include Pablo Cruise (May 17th), Starship featuring Mickey Thomas (September 13th) and Bluffett: Jimmy Buffett Tribute (October 4th). Cali-Finale, the statewide cheerleading and dance championships will be held at Rabobank Arena April 4-6th. In addition to the cheerleading and dance competitions, there also will be a vendor’s showcase. The clinic will be held at Martin Luther King Jr. Park, at 901 E. California Avenue.The rabies vaccinations will be offered at a reduced cost; however the licensing fees are regular price. The rabies vaccine will not be administered without the purchase of a license at the low cost clinics. The electronic microchip effort is a program focused on reducing the number of impounded animals entering the shelter system and is becoming the “preferred” form of animal and owneridentification.
