OFFICE OF THE CITY MANAGER April 11, 2014 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager AT Subject: General Information Good News: o Attached you will find a new monthly report on the TRIP program showing the status of each project in a fairly concise summary form. We hope you find it useful! o Metropolitan Recycling, LLC (MRC), a joint venture formed by five privately held local recycling companies, has opened a new state-of-the-art 50,000 square-foot recycling facility. The materials recovery facility (MRF) is located at the Mt. Vernon Recycling Complex in Bakersfield and is expected to create numerous full time jobs. The system will process commercial and residential single stream recyclables, helping to execute on Bakersfield’s curbside recycling rollout and goal of reaching 75% diversion by 2020. The MRF will sort, bale and ship all of the residential and commercial single stream material from Bakersfield and much of Kern County. The facility will process more than 30,000 tons of material annually on one shift. The system is designed to recover more than 95% of available recyclables and keep up with future growth in regional demand. The Grand Opening will be Wednesday, April 16th at 10:00 a.m. Attached is a flyer and news article of the MRF. TRIP Advisories: State Route 58 Ramp and Lane Closures The Chester Avenue/H Street westbound on-ramp to State Route 58 continues to be closed, around the clock, through Friday, April 18th. The closure is needed to facilitate modifications being made to an adjacent pump station in conjunction with the State Route 58 Gap Closure Project. During this period, motorists will need to use the State Route 58/Union Avenue Interchange, located approximately one mile to the east, or continue west on Brundage Lane for approximately one mile to access northbound or southbound State Route 99. General Information April 11, 2014 Page 2 Motorists are also advised to anticipate nighttime lane closures on State Route 58 at the Bakersfield Corral Overhead Sunday through Thursday, April 13-17th. The lane closures will be in effect between the hours of 7 p.m. and 6 a.m. each night. The lanes will be open to traffic during daytime hours. The Bakersfield Corral Overhead is a bridge crossing over the railroad tracks between the Union Avenue and Cottonwood Road Interchanges. The contractor is planning to close the inside eastbound lane the week of April 13th, but motorists traveling should anticipate lane closures in this area during this period. The lane closures are needed to allow the contractor to remove the bridge overhang in preparation of widening the bridge to accommodate the new freeway lanes. Streets Division work schedule for the week of April 14th Event Notifications: The Underwater Eggstravaganza at McMurtrey Aquatic Center will be held Saturday, April 12th at 11:00 a.m. The cost is $5.00 per child to snatch eggs either on top or bottom of the water. T-shirts are an additional $10.00. Bring cameras, sunscreen and hats for a unique twist to an old fashioned egg hunt! Spring Break Kids Camp will be held from April 14-18th from noon to 5:00 p.m. at the Dr. Martin Luther King Center. The camp is free of charge and includes lunch. Bring the kids for games, organized sports, arts and crafts and some tournament play! An Egg Hunt will be held Saturday, April 19th at 10:30 a.m. at the Dr. Martin Luther King Park. The event will be co-sponsored by Stay Focused Ministries. There will be over 5,000 eggs for all ages with lots of prizes available, including bicycles, so come out and bring the family! This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. PROJECTS UNDER CONSTRUCTION Please see page 4 for current construction photos Westside Parkway 6C Contractor: Security Paving Company 45% complete; anticipated completion: late 2014 The contractor is working on the east half of the Renfro Bridge; concrete for the top deck is expected to be placed in May. Southern California Gas plans to relocate a high pressure gas line this month, allowing work on the west half of the bridge to begin. Renfro Road will remain closed until fall 2014. The contractor is working on the storm drain system on the west end of the project. Work on the storm water lift station will continue through the next month. Most of the mainline has been graded and is ready to receive the base layer of concrete. Paving will begin following the removal of the Renfro Road bridge formwork. State Route 58 Gap Closure Contractor: Security Paving Company 15% complete; anticipated completion: late 2014 The Chester Avenue/H Street westbound on-ramp to State Route 58 is expected to be under a full closure through April 18, 2014 to facilitate modifications to an adjacent storm drainage pump station. Nighttime lane closures have been requested through April 17, 2014 for the inside lanes on State Route 58 at the Bakersfield Corral Overhead to allow for demolition of the bridge overhang. The contractor continues to work behind K-rail, in the median, to install shoring to widen the Cottonwood Road, P Street, Madison Street, and Bakersfield Corral Railroad Bridges. The contractor is also working on foundations at these bridges. State Route 178/Morning Drive Interchange Contractor: Granite Construction 25% complete; anticipated completion: late 2015 Eastbound State Route 178 traffic was moved onto the bypass on April 4, 2014 (speed limit is 40 mph). Earthwork on the north side of State Route 178 is underway in preparation of constructing the bridge abutment on the north side. The contractor will begin removing material this month from the north side of State Route 178, between the Fairfax Road Interchange and Morning Drive. The removal of this material is needed to construct the future outside auxiliary lane and shoulder, and includes the removal of landscaping in this area. There is also a flashing red beacon for each approach to alert drivers to stop at the intersection. There are street lights on three of the four corners to provide adequate lighting at the intersection. Traffic Engineering recently completed an intersection control study at the location which was done in accordance to the California Manual on Uniform Traffic Control Devices. There has been one reported accident at the location within the most recent one year period. The vehicle volumes at the intersection were not high enough to meet State warrants for a traffic signal. Staff will continue to monitor the intersection as traffic volumes increase with development in the area. Councilmember Johnson requested that staff investigate the possibility of improving the intersection of Berkshire and Union with a streetlight.
