FOUNDATIONS, Foundations shall conform to the provisions in Section 86-2.03,

The Contractor shall furnish the anchor bolts, nuts and washers to be used for new
foundations and shall furnish the appropriate nuts and washers for existing foundations
to be reused,
STANDARDS, STEEL PEDESTALS AND POSTS. Standards, stee] pedestals and posts shall
conform to the provisions in Section 86-2.041 "Standards., Steel Pedestals and Posts",
of the Standard Specifications and these special provisions.
A pull rope shot[ be Installed In all most arm poles from the hand hole at, the pole
base up through the signal mast arm to the farthest head. A second pull rope shall be
installed in all most arm poles with luminaires from the hand hole at the base of the pole
up through the, luminaire arm to the luminalre. The pull rope shall be doubled back into
the pole or arm at each termination.
CONDUIT. Conduit shall conform to the provisions 'in Section 86-2.05, "Conduit"', of the
Standard Specifications and these special provisions,
Condults may be instal-led by either jackin g /drilling or open trench methods.
Installation using jacking or drilling sh.all conform to Section 82-2.05C "Installation", of
the Standard Specifications. Open trench installation in pavement shall conform to the
following specifications.
1. Conduit shall be rigid non-metallic tvne. Conduit shail be placed under existing
pavement in a trench not to exce-ed inches in width. Trench shall be cut using
a rock saw and all loose uncompacted material shall be removed from the bottom
of the trench prior to placement of conduit. The "Installed conduit shall have a
cover, of eighteen (18) to twenty-one (21) inches below finished grade.
2, The conduit shc1l be placed in the bottom of the trench and the trench shall be
backfilled with a one (1) sock slurry cement backfill. Slurry cement backfill shall
be, laced to within 0.20 feet of the pavement surface. The top. 0.20 feet shall
be ackfilled with asphalt concrete produced from commercial quality paving
asphalt and aggregates,
3. Prior to spreading asphalt concrete, paint binder shall be applied as specified in
Section 3.9-4.02, "Prime Coat and Patint l311nder," of the Standard Specifications.
Spreading and compacting of asphalt concrete shall be performed by any method
which will -Droduce an asphalt concrete surfoce of uniform smoothness,
texture, o�d density.
4. All excavated areas in the pavement shall be backfilled except for the top 0.20
foot, by the end of each work day. The top 0.20 foot shall be placed within three
(3) working day� after trenching.
Temporary roadmix or other acceptable temporary surface will be allowed on
the top 0.,20 feet until such a time as the permanent asphalt surface 'is placed,
Dependent upon adverse soil conditions or other circumstances encountered at the
Me of construction, the Engineer may specify which of the above methods may be used.
A pull rope shall be installed *in all signal conduits new or existing. The pull rope shall
be nylon or polypropylene with a miinmum tensile strength of 500 pounds. At leost 2 feet
of pull rope shall be doubled back into the conduit at eoch termination.

Each Type 1 module shall be a sealed unit to include all parts necessary for operation

Two secured, color coded, 600 V', 20 AWG minimum, jacketed wires, conforming to
the National Electric Code, rated for service at +105"C, are to be provided for

If specified 'in the purchase order, the module will be equiped with an adapter that will
screw into the base of the medium base lamp socket. The adapter shall be able to
accept the quick disconnect terminals at the end of the conductors for the module.

Lens
The lens of the Type 1 module shall be integral to the unit, shall be convex with a
smooth outer surface made of plastic or of glass,,.
The lens may be tinted or may use transparent film or materials with similar
characteristics to enhance ON/OFF contrasts.
The use of tinting or other materials to enhance ON/OFF contrasts shall not offect
chromaticity and shall be uniform across the face of the lens,

Compatibility
The modules shall be operationally compatible with 'currently used controller
assemblies (soild state load switches, floshers, and conflict monitors). Review TEES Chapters
3 and 6 for specifications on these devices.
When a current of 20mA AC (or less) Is applied to- the unit, the voltage read
across the two leads shall be 15 VAC or less.,
The modules and associated onboard circultry must meet Glass A ernission limits
referred in Federal Comm u nications Commission (FCC) Title 47, Subpart B, Section 15

ENVIRONMENTAL REQUIREMENTS
The LED signal module shaH be rated for use in the operating tempercture range of
4*C (407) to +74"C (+165"F). the modules shall meet all specifications throughout this
range.
The LED signal module shall be protected against dust and moisture intrusion per
the requirements of NEMA Standard 250-1991 for Type 4 enclosures to protect all Internal
components,
CONSTRUCTION
The LED signal module shall be a single, self contained device, not requiring onsite
assembly for installotion The power supply for the module shall be 'Integral to the unit.
The circult board and power supply shall be contained Inside the module. Circuit
boards shall conform to Chapter 1, Section 6 of the "Transportation Electrical Equipment
Specifications".
The -assembly and manufacturing process for the LED signal assembly shall be
designed to assure all in-temal components are adequately supported to w"thstand mechanical
shock and vibration from high winds and other sources.
MATERIALS
Material used for the tens and signal module construction shall conform to ASTM
specifications for the materials.
Enclosures contoining efther the power supply or electronic components of the sl'gnal
module shall be made of UL94VO flame retardant materials. The lens of the signal
module Is excluded from this requirement.
MODULE IDENTIFICATION
Each module shall have the manufacturer's name, trademark, model number, serial
number, date of manufacture (month—year), and tot number as identification permanently
marked on the back of the module.
The fo-flowing operoting characteristics shall be permanently morked on the back of
the module,,., rated voltoge and rated power in Watts and Volt—Ampere.
If a specific mounting orientation is required, each module shall have prominent and
permanent marking(s), for correct Ind-exing and orientation within c signal housing. The
markings shall consist of an up arrow, or the word "UP" or "TOP".

PHOTOMETRIC REQUIREMENTS
Each module shall provi-de an average luminous intensity of at least 3,750 candela/m
for "Hand"" and 5,300 candela/m for "Walking Person," symbol throughout the useful Iffe over
the operating temperature range.
The uniformity ratio of an Hfuminated symbol shall not exceed 4 to 1, between the
highest luminance area and the lowest Juminance area in the module.

PHYSICAL AND MECHANICAL REQUIREMENTS
The module shall be designed to be used 'in the pedestrian signal section as retrofit
replacement for existing signal lamps and shall not require special tools for installation.
The module shail fit into the existing pedestrian signal housing built to the PTCSH
specifications without modification to the housing.
The height of each symbol on the module shall not be less than 250 mm and the
w idth of each symbol on the module shall not be less than 165 mm.

CERTIFICATE OF COMPLIANCE. The Contractor shall provide the Engineer a Certificate
of Compliance from the manufacturer in accordance with the provisions of Section 6-1.07,
"Certificates of Compliance, t$ of the Standard Specifications. The certificate shall certify that
the LED signal :modules comply with the requirements of these specificat'lons. Said certificate
shall also certify the LED signal modules conform to the pre—qualified and testing approval of
CalTrans and was manufactured in accordance with the CalTrons quality control program. The
certiticate shol I also include a copy of all 'opplicable test reports on the LED signal modules.
REPLACEMENT MODULES, Two spare modules of each size and type used for each intersection
Shall be furnished by the Controctor.

GUARANTEE. LED signal modules sha,11 be guaranteed by the Contractor for a period
of on e year starting on the day after the project 'i's accepted by the City. Modules that
fail during this period shall be replaced at no cost to the City, except that City forces will
change out the modules In the field. The replacement modules shall be deli'vered to the
Engineer, or to the City Corporation Yard located at 4101 Truxtun Avenue ' within five working
days ofter notification. The failed modules will be ma-de available to the Contracto,r at the
above address at the some time as the replocement I's delivered.
WARRANTY. The manufacturer shall provide a written warranty against defects in
materials and workmanship for the LED Signal modules for a period of 36 months after
installation of the modules. Replacement modules sholl be provided promptly after receipt of
modules that have failed at no cost to the City except cost of shipping of the failed
modules. Alf warranty documentation shatl be given to the Engineer prior to in stall ation
CONTROLLERS, CABINETS AND AUXILIARY EQUiPMENT, The contractor shall furnish
the controller and cabinet ossembly for each location conforming to the City "Traffic
Signal Control Equipment Specifications". The central pad on the Foundation Detail in State
Standard Plan ES-48 shall be itncreased from! o height of 3.5" to a height of 12".

MAINTAINING TRAFFIC. The Controctor shall furnish, install and maintain signs, lights,

endangers the safe movement of traffic on any street or highway,

the exact location and progress of the work and shall notify them immediately of any streets
impassable for fire fighting equipment.
The sixteenth and nineteenth paragraphs of Section 7-1.08, "Public Convenience of
the Standard Specifications, shall be amended to read as follows:
Construction Operations shall be actively in progress only between the hours of 8.,-,30
a.m. — 4.*00 p.m., Monday through Friday, except legal holidays. Where construction
pperations are actively in progress, a minimum of one traffic lane, not less than twelve feet

as directed by the Engineer at least 48 hours in advance of any construction.
EXISTING HIGHWAY FACILITIES. The work performed in connection with various existing
facilitles shall conform to the provilsions in Section 15, Existing Highway Facilities",-of the
Standard Specifications and these special provisions.
Exilsting City highway signs and street markers shall remain the property of the City.
Such signs and street m-arkers shall be relocated and maintained during construction so as

to convey the some intent that existed prior to construction.
Existing City highway signs and street markers shall be placed 'in their permanent
position by the Contractor's forces prior to completion of construction. Signs removed from
the proJect area shall be delivered to the City Corporation Yard at 4101 Truxtun Avenue.
ROADSIDE SIGNS. Roadside signs shall conform' to the provisions in Section 56-2,
"Roodside Signs", of the Standard: Specifications and these special provisions.
Miscellaneous roadside signs sholl conform to City Standard TS-4,-
WARNI NG— REGULATORY SIGNS. Sign panels shall be mounted on posts with Hawkins M'2G
series bolt and vandal proof nut assembly or equal. Roadside signs installed per Standard T-19
shall be relocated within sidewalk 6 inches from back.
SIGN S—MEASUREMEN T. S,igns ground mounted on steel posts shall be measured by the
unit. One or sign panels mounted on a single post installation shall be counted as
one un it. Signs mounted on the signal most arm or signal pole standard shall be included

in the lump sum price paid for the traffic signal.
REMOVE TRAFFIC STRIPES AND PAVEMENT MARKINGS. Traffic stripes and pavement
markings to be removed will be as shown on plans and as designated by the Engineer.
Traffic stripes and pavement markings shall be removed to the fullest extent
*ble from the pavement by any method that does not materially damage the surface or

texture of the pavement or surfacing. Where blast cleaning is used for the, removal of
pointed traffic stripes and pavement markings, the area shall be shielded so that no material
from the blasting operation is allowed to enter the area that is open to the public traffic.
Sand or other matedal deposited on the pavement as a result of removing traffic stripes
and markings sball be removed as the work progresses. Accumulations of Sand or other
material which might interfere with drainage or might constitute a hazard to traffic will
not be permitted.
Traffic stripes shall be removed before any change 'i's made in the traffic pattern.
Blast cleaning for removal of traffic stripes shall be feathered out to irregular and
Wths. Pavement markings shall be removed by blast cleaning a rectangular area,
varying wi
rather than just lettering or markings, so the old messa-ge cannot be identified.
After removal of traffic stripes and pavement markings, a fog seal coat shall be
applied 'in conformance with the provisions, in Section 37, Bituminous Seals", of the Standard
Specifications and the following:
In traffic stripe removal areas, the fog seal coat shall be applied over the traffic stripe
removal area and to Irregular and: varying widths with an average width of 2 feet on each
s ide of the blast cleaned traffic stripe removal area.
In pavement marking removal areas, the fog seal coat shall be
applied to the blast cleaned rectangular area.
Full compensation for furnishing and applying fog seal as specified he-rein shall be

replace all obliterated pavement delineation with temporary delineation during the same
work period., and in no case later than 7:30 a.m. following such work period.
Temporary delineation consists of reflective traffic line tape applied in pieces not less
than 4 inches long nor less than 4 inches wide, spaced no more than 20 feet apart on

Ongoing softwore support by the supplier shall include, updates of the AW ond supervisor
software. These updates shall be provi'ded free of charge dur'ing the warranty period.
The supplier shall maintain a progrom for technical support ond Software up-dates following
expiration of the.,warranty period. This pro-gram shall be mode: a-vailable to the 0ty in the form
of a separate agreement for continuing support.,
PREEMPTION SYSTEM. The contractor sholl provide a fully operational reemption
system. The contractor shall furnish and 'Install Opticorn 711 (Single Unit) pree"mption
devices as indicated on the signal plans "ncluding all cables and mounting hard'-ware.

The contractor shall also furnish and install an Opticom 754 phase selector unit in the
controller cabinet. Exact preemption hardware mounting, placement shall be determined by
the Engineer in the field.
The optical detector cable (3—M Opticom Model 1,38 or equal) shall have -four
conductors of AWG #20 (7X28) stranded in diVidu ally tinned drain wire to provide signal
integrity and transient protection. The fndi'Vidually tinned copper, color—coded insulation
