Good News:
o Special thanks to all who participated with the City’s 13th annual Great American
Cleanup (GAC) held on April 12th. The continued success of GAC is due to the
collaborative team of community volunteers, sponsors, Keep Bakersfield Beautiful
Committee, elected officials, media, and staff from the Solid Waste Division and
numerous other City Departments. Over 2,000 volunteers picked up 38,000 pounds of
litter, removed graffiti, painted murals, and planted flowers. Please see attached memo.
o I will be out of office a half day on Thursday, May 1st and the full day on Friday, May 2nd.
Chris Huot will be in charge in my absence, and he and my staff will have my contact
information, should that be necessary.
TRIP Advisories:
Traffic Control on State Route 178 at Canteria Drive
Motorists traveling on State Route 178 next week, April 28 - May 2, 2014, should
anticipate having to stop for up to five minutes while in the vicinity of Canteria Drive.
Crews will be conducting traffic control as needed with the use of flagging personnel
through the work zone. This operation is expected to take place between the hours of
6 a.m. and 4 p.m., each day.
Traffic control is needed to allow the contractor to complete work on the westbound
roadway transition from State Route 178 to the bypass, which is located just south of
the existing highway. Westbound traffic is expected to be moved onto the bypass in
early May.

Event Notifications:
All City of Bakersfield spray parks will open on Saturday, May 3rd, weekends only
through June 1st. After June 1st, they will be open seven days a week. Spray Park hours
are Noon – 7:00 PM. The nine park locations include: Beale, Greystone, Jastro,
Jefferson, MLK, Planz, Saunders, Siemon and Wayside. For more information, contact www.bakersfieldparks.us
Critters without Litters will be holding its first fundraiser on Thursday, May 1st at Red Brick
Pizza on the corner of Brimhall and Calloway. The organization is raising money to help
reduce the number of homeless pets in Kern County through a spay and neuter
campaign. Please see attached flyer.
This will be another busy weekend in Bakersfield as the Western Street Rods Plus returns
to Bakersfield for the 28th year. Last night the Convention and Visitors Bureau again
hosted a barbecue for more than 1,000 street rod participants at Stramler Park. The
CVB has hosted this event for several years, and it has become a tradition with the
street rodders. The Western Street Rods Plus will be held at the Kern County Fairgrounds
through Sunday and will bring participants from throughout North America.

Special thanks to all who participated with the City’s 13th annual Great American
Cleanup (GAC) held on April 12th. The continued success of GAC is due to the
collaborative team including community volunteers, sponsors, Keep Bakersfield
Beautiful (KBB) committee, elected officials, media, and staff from the Solid Waste
Division and from numerous other city departments. Over 2,000 volunteers picked up
38,000 pounds of litter, removed graffiti, painted murals, and planted flowers. After a hard day’s work, volunteers enjoyed a picnic at Yokuts Park along with festivities and
the Greater Bakersfield Green Expo.
Festivities included the presentation of certificates of appreciation by Mayor Harvey Hall. Elected officials present at this year’s GAC included State Senator Andy Vidak,
State Assemblymember Rudy Salas, Chair of the Kern County Board of Supervisors Leticia Perez, Supervisor David Couch, and City Councilmembers Willie Rivera, Terry
Maxwell, and Russell Johnson.
Bakersfield’s beautification efforts are not limited to one annual event. Bakersfield’s
beautification efforts occur year-round. Over 5,500 volunteers have worked together to
make Bakersfield beautiful since the start of the current fiscal year. Volunteers are the
key to the continued success of this program.

SUBJECT: Fire Department Alternative Shift Schedules
The Fire Department currently operates three (3) shifts (A/B/C) on a rotating 24 hour shift
schedule (Fig. 1), which insures around-the-clock, 24/7 coverage in all Fire Stations city-
wide, on a 56 hour per shift average work week:
An eight (8) hour or twelve (12) hour schedule would require a significant addition of
personnel, at least one (1) more complete shift of approximately sixty (60) sworn to
cover most hours, vacations, sick leave, etc. This is due to the fact that there would be
significantly more shifts in a week, with too many hours worked and insufficient time off
for recovery between shifts without additional staffing.
To insure around-the-clock coverage in all Fire Stations city-wide, all hours, all resources
etc., a four (4) shift minimum schedule (A/B/C/D) would need to be adopted, requiring
many additional personnel (Fig. 2 and Fig. 3). The additional cost for this would be
approximately $9 million in annual salaries and benefit costs alone, not including
academy, training, protective equipment, and other costs:
The reality is that an alternate Fire Department schedule may even require a five (5)
shift schedule (A/B/C/D/E) or fraction thereof to truly accommodate all labor related

issues, vacations, and sick leave without service reductions. Again, this analysis is based
on the assumption and long-standing goal that the maintenance of current emergency
service and fire protection levels for the community are desired and appropriate.
The current Fire Department 24 hour rotating three (3) shift (A/B/C) schedule (Fig. 1)
presents a great deal of complexity and staff attention to maintain, even with
supporting computer software. A Fire Department eight (8) hour or twelve (12) hour
rotating four (4) shift (A/B/C/D) schedule (Fig. 2 and Fig. 3) would magnify that
complexity significantly with the issues of overtime, sick leave, and vacation scheduling.
Alternative shift schedules would also not significantly preclude the need for Fire
Department capital facilities or infrastructure. After-hours decreases in activity would
not be completely eliminated due to the fact that at least some shift hours in a given
24-hour period would be wholly or partially after normal operating hours for general
business and after dark which affects many practical outside activities.
Based on preliminary discussions with Bakersfield Professional Firefighters’ 246 (BPF)
representatives, a Fire Department eight (8) hour or twelve (12) hour shift schedule
would be widely opposed by their membership. Particularly without discussions related
to hourly rate adjustments, late-hour shift differentials, and maintenance of current pay
and benefit packages. Retention will also become a significant issue.
Of the Fire Departments that utilize alternative working schedules, the most prolific is the
Fire Department of New York (FDNY), which has a $1.7 billion budget, and 13,000
personnel. The need for a budget and staffing of that magnitude is due in part to an
eight (8) and twelve (12) hour scheduling scheme. The FDNY uses a mix, with about four
and a half (4-1/2) shifts to cover all hours.
In terms of California, we have inquired through our Fire Service networks across the
state, and no one is implementing an eight (8) hour or twelve (12) hour shift schedule, or
has heard of any agency considering that strategy. We are unable through our
research to identify a California agency implementing eight (8) hour or twelve (12) hour
shift schedules.
Our Fire Service peers generally agree that the costs are highly prohibitive, and that the
scheduling trend has been headed in the opposite direction. Municipalities interested in
cutting costs are moving to 24 hour shifts, with fewer Firefighters working more hours.

Staff evaluated the alley and found it to be in need of pothole repair. The repairs were
made on Friday, April 18. Staff will continue monitor the alley for additional pothole
repairs and potential paving at a future time.
Councilmember Maxwell requested that the alley north of 24th Street,
between F and G Streets, be evaluated to be re-paved.
