The Bakersfield Police Department will honor police officers who died in the line of duty during a special memorial ceremony on Monday, May 12th at 7:00 a.m. The ceremony will be held in front of the Police Department Memorial at 1601 Truxtun Avenue. In addition, Bakersfield Police Department will host the county-wide memorial ceremony in honor of National “Peace Officers’ Memorial Week” on Thursday, May 15th. The ceremony will commence at 12 p.m. at the Kern County Peace Officers’ Memorial located at 1415 Truxtun Ave. Attached is a flyer for the events. o The Department of Finance (DOF) released its annual population figures for cities, counties and the state. The DOF’s population figure for the City of Bakersfield is 367,315 as of January 1, 2014. This reflects an increase of 6,682 over the DOF’s figure for Bakersfield from last year. The City’s place among the top 10 largest cities in California remains unchanged at number nine. The numeric change in population ranks 6th in the state for year-to-year change. General Information May 2, 2014 Page 2 TRIP Advisories:  Nighttime Closure for Cottonwood Road Cottonwood Road, at State Route 58, will be closed to traffic during nighttime hours for the next two weeks to erect bridge falsework for widening the State Route 58/Cottonwood Road overcrossing. The nighttime closures will be in place between the hours of 8:30 p.m. and 6 a.m. from Monday, May 5th through Thursday, May 8th and from Sunday, May 11th through Thursday, May 15th.  Traffic Changes and Traffic Control Planned for State Route 178 During this closure, motorists can detour around the area by using the Madison Street crossing, located approximately one-half mile to the west. Cottonwood Road will be open to traffic during daytime hours. Motorists should anticipate changes to traffic patterns, and anticipate having to stop for up to five minutes, while traveling on State Route 178 next week, May 5th-9th, 2014. The contractor for the State Route 178/Morning Drive Interchange project is preparing to move westbound traffic onto the bypass, located south of the existing highway, and crews will be conducting traffic control as needed with the use of flagging personnel in the vicinity of State Route 178/Fairfax Road and State Route 178/Canteria Drive. Westbound traffic is expected to be switched onto the bypass around midday on Tuesday, May 6th, but flagging may be needed throughout the week as other work is completed. The contractor will also begin removing landscaping from along the north side of the highway, between Fairfax Road and Morning Drive, to allow for the construction of a westbound auxiliary lane in this area. Motorists should anticipate having to stop for up to five minutes while driving through this area between the hours of 6 a.m. and 4 p.m., each day. The speed limit through the bypass is 40 mph. Event Notifications:  All the City’s spray parks will open on Saturday, May 3rd, weekends only through June 1st. After June 1st, they will be open seven days a week. Spray Park hours are Noon – 7:00 PM. The nine park locations include: Beale, Greystone, Jastro, Jefferson, MLK, Planz, Saunders, Siemon and Wayside. Palmer (916) 323-0648 SACRAMENTO— California’s population grew by 0.9 percent adding 356,000 residents in 2013 to total 38,340,000 as of January 1, 2014, according to the population report released today by the Department of Finance. The report shows preliminary January 2014 and revised January 2013 population data for California cities, counties, and the state. Highlights include:  The San Francisco Bay area leads the state as the fastest growing region. Three out of the five fastest growing counties are in the Bay area. Santa Clara County is the fastest growing county in the state (1.5 percent) closely followed by Alameda County.  The City of Los Angeles, California's largest city, has a population of 3,904,657. Los Angeles grew by over 38,000 persons during 2013. San Diego, California’s second largest city with a population of 1,345,895, added almost 18,000 persons during the year. San Jose, California’s third largest city, has surpassed a million residents with a population of 1,000,536 and added almost 17,000 persons after experiencing a downward revision in population in the 2010 census benchmark.  The City of McFarland in Kern County ranked as the fastest growing city in California, increasing by 8.9 percent. The bulk of the growth in McFarland is due to the state housing additional inmates in community correctional facilities to meet the court-ordered prison population cap of 137.5 percent of design capacity.  The next four fastest growing cities were Chowchilla in Madera County (8.7 percent), Dublin in Alameda County (7.1 percent), Calipatria in Imperial County (5.5 percent), and Irvine in Orange County (4.9 percent). Dublin and Irvine added a proportionally large number of residents from recent housing increases. The population growth in Chowchilla and Calipatria was due to an increase in prison inmate population in those cities.  The biggest numeric increases, consistent with a larger population base, occurred in the state's largest cities: Los Angeles (38,524), San Diego (17,822), and San Jose (16,962). However, Irvine (11,288), which is not among the ten largest cities, ranked fourth in population growth.  The 2014 report lists 482 California cities, of which 439 had gains in population, 41 lost population, and two (Carmel-By-The-Sea and Tehama) experienced no change. Many rural areas continued to experience population decline. - MORE - -2- Other highlights include: California's statewide housing growth, as measured by net unit growth in 2013, was up 31 percent over last year, adding 59,426 housing units compared to the 2012 net increase of 45,367 units. In terms of net housing gains, Los Angeles (7,181), Irvine (4,186), San Jose (3,578), San Diego (3,033), and San Francisco (2,377) added the most housing units in 2013. In 2013, local jurisdictions reported 30,964 multiple-family housing units and 27,854 single-family homes statewide. In addition, 608 mobile homes were added. Group quarters, such as college dorms, prisons, and military barracks, contain only 2 percent of California’s population. Last year, group quarters increased by 1.2 percent statewide led by a substantial increase in college dorm populations. Prison declines caused some smaller cities, such as Avenal in Kings County and Crescent City in Del Norte to experience large proportional population losses in 2013. Other cities affected by prison adjustments, such as McFarland in Kern County, Chowchilla in Madera County, Calipatria in Imperial County, and Adelanto in San Bernardino County experienced some of the largest proportional population gains in the state in 2013. Background Information: These population estimates are produced annually by the Department of Finance for use by local areas to calculate their annual appropriations limit. The State Controller’s Office uses Finance's estimates to update their population figures for distribution of state subventions to cities and counties, and to comply with various state codes. Additionally, estimates are used for research and planning purposes by federal, state, and local agencies, the academic community, and the private sector. Changes to the housing stock are used in the preparation of the annual city population estimates. Estimated occupancy of housing units and the number of persons per household further determine population levels. Changes in city housing stock result from new construction, demolitions, housing unit conversions, and annexations. The sub-county population estimates are then adjusted to be consistent with independently produced county estimates. After School Litter Education Program More good news this week comes from the Keep Bakersfield Beautiful (KBB) program. Our new after school anti-litter education and cleanup program will receive a Community Rock Star Award from the Children First Campaign. The Children First Campaign is a not-for-profit organization dedicated to helping children with school needs. The executive director of Children First Campaign, KBB staff, and adult volunteers have been doing interactive presentations and cleanups with students in the Bakersfield City School District After School Program weekly to increase litter awareness. There are 3,600 elementary and junior high students who will have received the message this school year. This is part of a three-pronged effort by KBB to reduce litter in Bakersfield: 1. Litter is being cleaned up by volunteers, homeless center clients, and county inmates and probationers. 2. Enforcement is being accomplished through a special contract between Kern Council of Governments and Kern County Sheriff’s Office. 3. Education efforts are being undertaken through this school program, the media, and other outreach outlets.
