A list of locations where the public may review the document is below. Unlike the process for previous projects when the City was the CEQA lead, all calls, comments, inquiries and questions should not be sent to or addressed by the City of Bakersfield or TRIP. They are to be directed to the Caltrans offices noted below, using the contact information provided herein. Media Inquiries Caltrans has requested that all media inquiries for the Centennial Corridor project be directed to Caltrans District 6 Public Information Office in Fresno. City staff should NOT respond to requests for interviews or provide comments on the Centennial Corridor project. Media calls should be directed to: Tami Conrado at (559) 488-4082. Public Comments During the 60-day public review and comment period for the Draft Environmental Impact Report, all comments must be made directly to Caltrans by any of the following methods: Mail: Jennifer H. The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included.  Nationally, the first week of May has been celebrated as Public Service Recognition Week. This year Public Service Recognition Week was celebrated May 4th through May 10th. During the week, the Employee Incentive Team encouraged a renewed focus of employee recognition efforts between co-workers. The Employee Incentive Team also held its annual Employee Appreciation Breakfast and had approximately 650 employees come to the event. Thank you to Employee Incentive Team and others for putting on the event and thank you to the City of Bakersfield employees for their hard work and dedication. General Information May 9, 2014 Page 3 TRIP Advisories:  The newly added lanes on State Route 99, from Wilson Road to Taft Highway have been opened. These new lanes were added within the median area of the freeway. With this addition, there are now at least eight lanes on State Route 99 from Golden State Avenue to Taft Highway, a distance of over nine miles. The newly added lanes on State Route 99 at the north end of the area, from Golden State Avenue north to past Olive Drive, should be open to traffic later this summer. The construction for both of these widening projects is being administered by Caltrans. Funding for the project comes from Proposition 1B (passed by State voters in 2006) that was earmarked for projects along State Route 99. Council Referrals: Attached is a response to the following Council referral: • Councilmember Maxwell o Traffic Studies on 21st and 24th Streets Report: - Streets Division work schedule for the week of May 12th Event Notifications: o On Thursday, May 15th from 5:30 to 8:30 p.m., the Downtown Business Association will host “Third Thursday” at Central Park and Mill Creek. There will be food, shopping, and entertainment and fun for the whole family. o The Bakersfield Condors have advanced to the 2nd round of the ECHL playoffs. Their next home game will be held Tuesday, May 13th; and possibly Wednesday, May 14th against the Stockton Thunder. o Attached is the Event Calendar for Rabobank Arena Theater and Convention Center. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. MILESTONES The most significant milestone to report this month is the circulation of the Draft Environmental Impact Report/Environmental Impact Statement for the Centennial Corridor project. The document will be available for public review and Caltrans will accept comments through July 8th. Caltrans will hold a public hearing/open house on June 11th, from 4 to 7 p.m., at the Kern County Administrative Center. PROJECTS UNDER CONSTRUCTION Three projects are currently under construction. Please see page 4 for new construction photos. Westside Parkway 6C Contractor: Security Paving Company 45% complete; anticipated completion: late 2014 Construction of the final phase of the Westside Parkway continues on schedule. The contractor has placed the top deck on the east half of the Renfro Bridge, and excavation will begin shortly for the west half of the bridge. This is the last of 13 bridges to be constructed for the Westside Parkway project. Renfro Road is expected to reopen in late fall 2014. The contractor is currently completing the storm drain system and storm water lift station. Rough grading is underway for the mainline on the west end of the project; grading for the mainline, east of Renfro Road, has been completed. At the east end of the project, the contractor is working on a retaining wall. State Route 58 Gap Closure Contractor: Security Paving Company 20% complete; anticipated completion: late 2014 The contractor is concentrating on bridge widening to accommodate the much-needed new freeway lanes. This month, the contractor is setting falsework at the Cottonwood Road Bridge and anticipates erecting falsework for the Bakersfield Corral Overhead (bridge crossing the railroad spur line) within the next few weeks. Other ongoing work includes bridge barrier removal at the P Street Overcrossing, work on the pump station near H Street, and electrical work at various locations throughout the project site. State Route 178/Morning Drive Interchange Contractor: Granite Construction 30% complete; anticipated completion: late 2015 State Route 178 traffic is flowing smoothly through the construction area, with both westbound and eastbound traffic now using the bypass. The transition for westbound traffic was completed on May 6th. Eastbound traffic has been using the bypass since early April. The speed limit on the bypass is 40 mph. With traffic off the mainline, expect an increase in activity at the future Morning Drive bridge site. The south abutment is already complete, and concrete was placed for the north abutment and center column footings the week of May 5th. May 2014 TRIP Status Report TRIP Status Report May 2014 Page 2 The contractor will soon begin construction on the sound wall adjacent to the Canyon Hills Church Residential Units. TRIP is working in coordination with Canyon Hills Church to perform this work. The contractor is also removing the landscaping from the north side of State Route 178, between the Fairfax Road Interchange and Morning Drive, for the construction of a westbound auxiliary lane in this area. PROJECTS IN DESIGN AND RIGHT-OF-WAY Four projects are nearly shovel-ready and will be advertised for construction in the coming months. The combined engineer’s estimates for these projects total $150 million. In the near term, each project will create well-paying construction jobs within the community while improving the regional transportation network for continued economic competitiveness and job growth. Current project tasks and status are outlined below. State Route 99/Hosking Avenue Interchange Designer: Parsons and IBI Design 98% complete; Right-of-Way 100% complete; anticipate bidding: Summer 2014 Completion of Plans: late May 2014 Parsons is finalizing plans to include drainage and landscape plan revisions. Beltway Operational Improvements Designer: Parsons Design 98% complete; Right-of-Way 73% complete; anticipate bidding: Fall 2014 Completion of Plans: late June 2014 100% plans were submitted in March and are currently under Caltrans review Ongoing work by the consultant: • Value Engineering-recommendations for pavement replacement strategy, cut-and-cover tunnel, and retaining/screen wall are currently incorporated into the design • Preparing submittal to Caltrans for construction funding obligation • Railroad coordination for Construction and Maintenance Agreement • Utility relocation coordination • Finalizing construction cooperative agreement with Caltrans Anticipated Right-of-Way completion: Summer 2014 • 41 Privately-owned parcels (3 Permanent Easements; 38 Temporary Construction Easements (TCE) - Offers have been made on all TCE only parcels; 30 parcels have signed - Encroachment Permits for construction are being pursued from various public agency owners Rosedale Highway Designer: Mark Thomas Company (MTC) Design 98% complete; Right-of-Way 90% complete; anticipate bidding: Fall 2014 Completion of Plans: June 2014 100% plans were submitted to Caltrans; comments were received and are being addressed. Final plans will be submitted to Caltrans in early June. Ongoing work by the consultant • Submitted revisions for Caltrans portion (Mohawk to Gibson) due to changed Caltrans Standards • Reviewing pavement reconstruction alternatives for cost savings • Reviewing construction and maintenance agreement with Railroad Company Anticipated Right-of-Way completion: Summer 2014, dependent upon court hearing dates • 99 Ownerships (105 parcels - Temporary Construction Easements and Permanent) - 90 have signed; one is in process of being signed - 8 Resolutions of Necessity actions filed TRIP Status Report May 2014 Page 3 SR-178 Widening Designer: TYLin International Design 95% complete; Right-of-Way 10% complete; anticipate bidding: late 2014 Completion of Plans: late June 2014 • Construction Cooperative Agreement is complete and will go to City Council June 4th • Ongoing work by the design consultant: - Evaluating existing pavement replacement strategies - Preparing Final Specifications; 100% plans to be submitted to Caltrans in late-May Anticipated Right-of-Way completion: Fall 2014 • 36 Ownerships - All appraisals are complete; 36 offers have been made; six have signed 24th Street Improvement Project Designer: TYLin International (TYL) Design 0% complete; Right-of-Way 3% complete; anticipate bidding: 2015 City Council awarded design contract with TYL on May 7, 2014 Property acquisitions are underway • 23 residential properties; approx. 40 partial acquisitions and Temporary Construction Easements - Appraisal process has started; one hardship case has been completed PROJECTS UNDER ENVIRONMENTAL REVIEW Centennial Corridor Caltrans lead; Environmental Consultant: Parsons 75% to final environmental document completion The draft project report and draft environmental document have been completed. • The public circulation/comment period extends from May 9th through July 8, 2014. The environmental document and technical studies are available at numerous locations and have been posted to the Caltrans website.
