Bike to Work Day is a nationally recognized event celebrated annually on the third Friday in May. Bike to Work supports bicycling as a viable, environmentally friendly, cost saving commute choice. Thank you to all those who participated! Please see attached photos.  Please join the City of Bakersfield as they celebrate the opening of the newest City Skate Park located in Planz Park on Thursday, May 22nd at 3:30 p.m. There will be entertainment, concessions, giveaways, and fun for the entire family. TRIP Advisories:  Traffic Control on Stockdale Highway: Heath Road to Renfro Road Motorists traveling on Stockdale Highway, between Heath Road and Renfro Road, on Wednesday, May 21st should anticipate having to stop for up to five minutes. The contractor for the Westside Parkway will be moving concrete barrier rail along the north side of Stockdale Highway and temporarily restriping the roadway to facilitate 12-foot lanes in each direction. Crews will be conducting traffic control as needed with the use of flagging personnel between the hours of 8:30 a.m. and 3:30 p.m. Motorists are reminded to obey flagging personnel and construction signs and to pay close attention to road construction vehicles and personnel while driving through this area. Immediately following the ceremony, the skate park officially opens to the public. The use of the facility is only for in-line or roller skates and skateboards. In addition, users are required to wear helmets, elbow pads and knee pads or be subject to a citation. The use of the facility is free to the public for recreational use. What: Planz Park Skate Park Ribbon Cutting When: Thursday May 22, 2014 at 3:30 p.m. Location: Planz Park Skate Park 1601 Planz Road # # # BAKERSFIELD POLICE MEMORANDUM TO: ALAN TANDY, CITY MANAGER FROM: GREG WILLIAMSON, CHIEF OF POLICE DATE: May 14, 2014 SUBJECT: Vehicle Emission Test Checkpoints Council Referral No. 479 Council Member Maxwell would like the City to look into citizens being pulled over at checkpoints for vehicle emission tests. The Roadside Inspection Program was established by the Bureau of Automotive Repair (BAR) pursuant to Health and Safety Code section 44081 which requires BAR, with the assistance of the California Highway Patrol, to inspect the emissions of vehicles while actually being driven on California roadways. I contacted the Captain Terry Roberts who is in charge of our local California Highway Patrol. He explained the Bureau of Automotive Repair sets the time and location for the vehicle emission checkpoints. They employ the CHP to assist with the safety of the checkpoints. According to Captain Roberts and the BAR, the checkpoints are voluntary and there is no penalty for non-compliance. The following is an excerpt from the California Bureau of Automotive Repair website. (www.bar.ca.gov) Why are roadside surveys necessary? The data collected from roadside surveys provides an overview of the emissions emitted by vehicles driven on California’s roads to help ensure the State is meeting federal standards for reducing ozone- forming pollution generated by motor vehicles. The data also provides useful information to evaluate and improve the performance of the Smog Check Program. Where are roadside surveys performed? The surveys are performed in the areas of the state with the poorest air quality, including the Central Valley, the San Francisco Bay area, the greater Los Angeles area, Inland Empire, and San Diego area. BAR randomly selects ZIP codes in these areas and then identifies suitable sites where it can safely conduct the surveys. Who performs the roadside surveys? Roadside surveys are performed by BAR staff. Each team generally consists of three or four individuals, all of whom are ASE certified automotive technicians. How are the roadside surveys performed? Vehicles selected for testing are stopped by an officer of the California Highway Patrol. The consumer is greeted by a BAR representative who provides them with information about the survey’s purpose and answers any question they may have. The survey is performed in a manner similar to a Smog Check inspection and usually takes less than 10 minutes. Greg Williamson Vehicle Emission Test Checkpoints Page 2 of 2 How do these surveys affect consumers? Participation in the survey is voluntary. There are no consequences to consumers, regardless of their vehicle’s emission control equipment or its emission levels. At the conclusion of the inspection, the participants receive a Vehicle Inspection Report (VIR) detailing the results of the test. Does the survey take the place of a required Smog Check inspection? No. The VIR may not be substituted for a vehicle’s official Smog Check inspection report. However, the VIR does provide important information about the vehicle. BAR staff will also alert participants to any mechanical issues that are observed while conducting the inspection. The website contains additional information, including a video of an actual checkpoint and a section where a complaint may be filed. Walk/Run – 250 Guests o April 24th – Beach Park, United Farm Workers Rally – 500 Guests o April 26th – Kern River Parkway Trail, American Cancer Society Bike Ride – 100 Guests o Total Attendance: 38,067 Reservations/Special Events Aquatics/McMurtrey Aquatic Center: o Total attendance for Aquatics was 12,716 which was a 9.6% decrease compared to April 2013 of 14,061. This was due to having Easter break in April this year compared to being in March last year. o Monthly attendance at the McMurtrey Aquatic Center was 8,245 compared to last year’s 8,249. This slight decrease is due to closing the pool for 2.5 days as Park staff installed a new drainage system. • 100 Mile Club o The 100 Mile Lap Swim Club is currently made up of 421 active members that swam 14,072.30 miles this month. The club has swum a combined total of 130,634 miles. • Waterpark Lifeguard & Water Safety Instructor Courses o Two classes were conducted this month by our Aquatic Trainers. On April 5th – April 13th we held a Water Safety Instructor class with 27 participants and on April 14th – 18th a Waterpark Lifeguard class with 33 participants. • Jefferson Pool o Foothill and Mira Monte High School’s Swim Teams attendance at Jefferson Pool for the month of April was 1,492. Three high school swim meets were also hosted this month. • Silver Creek Pool o Stockdale and Ridgeview High School’s Swim Teams attendance at Silver Creek Pool for April was 2,289. There were also three swim meets at the pool this month. • Underwater EGGStravaganza o The Eighth Annual Underwater EGGStravaganza was held at McMurtrey on Saturday, April 12th. Total attendance for the event was 577, with 276 children participating in the underwater egg hunt. • First Five Kern Make A Splash Program o On April 5th, the Make A Splash drowning prevention program provided Parent CPR and First Aid Training to 16 adults. Staff also presented 36 Water Safety Presentations to 690 children at 17 different schools. o Total Attendance: 12,716 We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS APRIL MONTHLY REPORT PAGE THREE ATHLETICS: o Adult, Youth, Fitness and Adaptive Programs total attendance for the month of April was 29,908 as compared to last year’s total of 31,655. o The 5.5% decrease in attendance is attributed to the cancelation of a softball tournament due to rain on April 26th & 27th. Adaptive Programming Adaptive Softball o Adaptive Softball Spring League ended on Thursday, April 24th with each team receiving a trophy and championship t-shirts. Adaptive Tennis o In collaboration with Kern County Tennis Association (KCTA), the Adaptive Tennis Program started this month at Jastro Tennis Courts. o KCTA provides a coach, tennis rackets and ball for this program. League of Dreams – Adaptive T-Ball o League of Dreams did not have to charge anyone to participate in t-ball for a second year in a row due to their fundraising efforts. The participation level increased again this year growing from 211 participants last year to 242 this year. Adult Softball o The Spring Adult Softball League continued this month with 174 teams participating. Softball Tournaments o Relay for Life slow pitch tournament was held on April 12th & 13th. Fourteen teams participated in the tournament. o 7 Men’s teams on April 12th o 7 Co-ed teams on April 13th o A National Softball Association (NSA) youth fast pitch tournament was scheduled to be held on April 26th & 27th, unfortunately, the tournament was canceled due to rain. Second Annual “Quality of Life” Presentation & St. Patrick’s Day 5K Run/Walk o The 2nd Quality of Life Presentation was on Tuesday, April 8th at the CSUB Student Union multi-purpose room on campus. The lecture was given by Dr. Jeff Moffit, Associate Professor in the Department of Physical Education & Kinesiology at CSUB. The topic was “21st Century Wellness and the Tao of Grandmother”. Pee Wee T-Ball and T-Ball League o There are 29 volunteer coaches working in this program. o The 1st practice was held on April 8th at Silver Creek Park. o Opening Day was Saturday, April 26th at Sliver Creek Park with all games at 9:00am. • Donations: $11,259.60 Total Attendance: 29,908 We enhance the quality of life through a variety of programs, parks, and partnerships. DEPARTMENT OF RECREATION AND PARKS APRIL MONTHLY REPORT PAGE FOUR DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER: o Overall attendance for the Martin Luther King, Jr. Center was 4,522. The increase in attendance by 75% was attributed to conducting the Springtime Egg Hunt in April rather than March. • Free Breakfast, Lunch & Snacks – o In conjunction with the Superintendent of Schools we are able to provide free food to children 2 to 17 years old. Snacks are also provided. • Springtime Egg Hunt o The Springtime Egg Hunt was held in conjunction with Stay Focused Ministries Spring Break event. There were over 2,000 participants and staff gave away over 5,000 stuffed eggs. Twenty-two (22) Easter baskets were given away as well as over sixty (60) various gifts. Stay Focused Ministries served over 1,500 meals during the event. • Spring Camp o Over 70 children a day attended the Spring Camp. Campers were fed and then activities followed which were conducted by Stay Focused Ministries. Donations: $1,105.00 Total Attendance: 4,522 SILVER CREEK COMMUNITY CENTER/SAUNDERS MULTI-USE FACILITY: Silver Creek Community Center Total attendance for Silver Creek Community Center was 475 as compared to last year of 524. o There was one (1) rental for the month of April. After School Fun • Attendance: Weekly Average: 46 Monthly: 230 Revenue: $1,138.00 Saunders Recreational Facility o Total overall attendance for the Saunders Recreational Facility was 860. There was one (1) rental for the Saunders Recreational Facility for the month of April. o Hockey Program o Drop in Program: 40 Attendance: Revenue: $864 o Soccer Program o Five (5) teams added • Total Attendance for Silver Creek & Saunders Recreational Facility : 1335 PARKS: Animal Care Center o Planting and bark around pump was completed on 4/25/14. Challenger Park & Wilderness Park o Playground construction was completed on 4/30/14. Maxicom o Park supervisors met with Anthony Blanco of Kern Turf this month to gather information from Park locations to be upgraded to the Maxicom irrigation system. Planz o City staff started work at the skate park on 4/28/14. Siemon Park o Contractor, Kern Sprinkler installed a new drain line on 4/18/14 from the spray park to the parking lot to help with water drainage inside vault. Electricians replaced electronic controller to spray park on 4/14/14. Craftworkers replaced cement that was cut out for drain installation on 4/23/14. Sports Village o Large concrete Footballs and soccer balls were installed. TPRW o Pad for portable restrooms was poured on April 1st to be ready for April 4th concert date.
