Nick brings energy and enthusiasm, which will be needed to deal with an intensive workload ahead! Attached is the Press Release.  The City of Bakersfield invites you to celebrate the opening of Mohawk Street North on Tuesday, June 3rd at 10 a.m. Please see the attached invitation for a location map and additional information.  PG&E is looking forward to resuming work at the decommissioned Kern Power Plant site. Crews have already begun mobilizing equipment to dismantle the remaining structure. The work is expected to begin in June and be completed by the end of the summer. Following this effort, soil remediation work will continue at the site for the next two years. This is a key step on the road to ensuring the property is revitalized in line with the needs of the community as part of the multi-year, multi-phase project. As they move forward in the process, they are looking forward to exploring future redevelopment options with their neighbors that will enhance the surrounding area along Rosedale Highway.  Caltrans conducted a ribbon cutting ceremony this week for the State Route 99 South Bakersfield Widening Project - from Wilson Road to Taft Highway. The TRIP partnership was very productive for this project. The City and County shared design costs, Kern COG assisted in obtaining funding and Caltrans oversaw the construction.  The Bakersfield Californian Foundation has recently granted $15,000 to Keep Bakersfield Beautiful (KBB) for community gardens. The grant will benefit the two existing community gardens which the City is involved with through KBB. These are the Seeds of Inspiration Garden located at 405 Eye Street, and the Greenfield Walking Group Garden located at 5224 Jonah Street. The grant will have multiple uses. It will pay 12 months of water bills, along with other seasonal plantings and improvement projects. Please see attached memo. General Information May 30, 2014 Page 2 Notable Items:  The tentative court decision on the North Kern suit is disappointing. Until it is corrected, or overturned, it damages the goal of returning water flow to the Kern River as well as recharging the water table. Big goals take time-this is a hurdle not the end of the race! Budget News The following referrals are in response to budget-related requests and questions posed to staff since the May 21st, 2014 City Council Meeting. • Councilmember Hanson o Councilmember Hanson requested that staff include a contribution of $10,000 to the Bakersfield Music Theatre (BMT) as part of the FY 2014-15 Budget. The BMT is an IRS recognized 501(c)(3) organization, and is requesting funds for operational purposes. If the Council wishes to approve a contribution to this organization for operating purposes, an amendment to the resolution establishing the Council’s non-profit contribution policy is necessary. As a result of the budget request, staff will be preparing a proposed amendment to the resolution at an upcoming City Council meeting for consideration. • Councilmember Smith o Councilmember Smith requested that the City include improvements to the Quailwood Undercrossing as part of the FY 2014-15 Public Works Budget. Attached is a memo in response. TRIP Advisories:  Chester Avenue/H Street On-ramp Nighttime Closure Postponed The nighttime closure of the Chester Avenue/H Street westbound on-ramp planned for this week has been cancelled. This ramp will be open to motorists wanting to access State Route 58 during daytime and nighttime hours. The work necessitating the ramp closure is expected to occur in June, and TRIP will continue to provide advance notification of future closures.  Intermittent Traffic Control Continues on State Route 178 Intermittent traffic control will continue for the next two weeks along State Route 178, in the vicinity of the Fairfax Interchange to Canteria Drive. The contractor for the State Route 178/Morning Drive Interchange project will be hauling materials onto the job site and crews will be conducting traffic control as needed with the use of flagging personnel, Monday through Friday, June 2nd through the 13th. These operations will be conducted between the hours of 6 a.m. and 4 p.m., each day. Mr. Fidler has been serving as the interim director since the departure of Raul Rojas in late March. A native of Bakersfield, he received a Bachelor of Science degree in Civil Engineering from San Diego State University in 1997. After holding positions with Kern County and the Department of Transportation (Caltrans), he began his career with the City in 1999 as an Engineer I. He was subsequently promoted to the positions of Engineer II, Civil Engineer III, General Services Division Superintendent and, most recently, as the Assistant Public Works Director. Mr. Fidler will be responsible for directing the multiple activities of the Public Works Department. River ct will shed n the BAKERSFIELD POLICE MEMORANDUM TO: ALAN TANDY, CITY MANAGER FROM: GREG WILLIAMSON, CHIEF OF POLICE DATE: MAY 29, 2014 SUBJECT: ANIMAL ADOPTION RATES Council Referral No. 487 Vice Mayor Weir requested that staff provide a report regarding the current animal adoption rates and how they compare to past statistics. The following information has been compiled in response to the inquiry made by Vice Mayor Weir regarding animal adoption efforts. The City of Bakersfield Animal Care Center (CBACC) provides the citizens of Bakersfield with a low cost and convenient method of adopting dogs and cats that have been taken into the facility. CBACC staff explains the adoption process and encourages citizens to consider adopting animals rather than purchasing an animal from a private party. CBACC staff makes a concerted effort to educate the citizens of Bakersfield about the process of animal adoption and actively promotes the practice of spay/neuter efforts. All animals adopted from the center are spayed or neutered prior to adoption. Julie Johnson, Executive Director of the CBACC, regularly appears on the Scott Cox show with a “Pet of the Week”, where she discusses licensing, vaccination, pet adoption, and spay/neuter. Julie Johnson is collaborating with other local media outlets to promote the adoption of animals from the center. The Animal Control Division of the Bakersfield Police Department and staff from the Animal Care Center offer “Low Cost Rabies, Licensing & Microchip Clinics” on a monthly basis. These clinics are presented at local parks throughout the City. At these clinics the pet owners are provided information about responsible pet ownership, which includes spay/neuter, vaccinations, and also solicits citizens to consider adopting animals from CBACC. Since the separation from Kern County Animal Control Services the following statistics show the percentage of dogs and cats adopted, rescued or otherwise returned from CBACC for each month since October of 2013. The adoption rates prior to the opening of the center were maintained by Kern County Animal Services staff. The Annual Live Release Rate is based on adjusted total intake numbers against the adoptions, transfers to allied organizations (Rescues), and animals that have been returned to their owner. As CBACC has become more fully functioning the live release rate has increased. As we have entered the spring months, intake has increased due to the fact that dogs and cats traditionally produce litters during this time of year. CBACC staff will continue to forge partnerships with animal recues and other allied animal organizations to increase adoption rates. An example of this commitment is a recent collaboration with Wings of Rescue, an organization which fly’s adoptable animals to various locations throughout the nation that are in need of adoptable animals. On May 30, 2014, Wings of Rescue took custody of 54 dogs from the Bakersfield Animal Care Center. Wings of Rescue has a goal to transfer a total of 150 dogs from CBACC in the coming months and potentially more in the future. http://www.wingsofrescue.org/home.html The partnership between CBACC and the S.P.C.A. has proven to be invaluable in efforts to promote and increase the humane care, adoption and ownership of dogs and cats. G:\GROUPDAT\Referrals\2013\11-20\#439 UPDATE_Improvements_Westwind-Truxtun_5_28_14.docx CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: Alan Tandy, City Manager FROM: Nick Fidler, Acting Public Works Director DATE: May 28, 2014 SUBJECT: Potential Improvements at Westwind and Truxtun Referral No. 439 Below is an update to the March 19, 2014 memo response: When the construction contract for the Truxtun Avenue tie-in project (Phase 4) of the Westside Parkway was awarded in December of 2010, the City Council expressed concerns that Truxtun Avenue, from the connection of the Westside Parkway east through the Oak Street intersection, would have more traffic and congestion once the freeway opened. As a result of these concerns, an amendment to the design consultant agreement was executed to perform additional design for widening the portion of Truxtun Avenue from just west of State Route 99 to the Westside Parkway ramps to 6 lanes (3 lanes in each direction). This re-design was accomplished without any additional right-of-way acquisitions, and a subsequent change order to the Westside Parkway Phase 4 contractor for this widening was approved by the City Council. While this widening did provide for 6 lanes through the Truxtun Avenue/Empire Drive intersection, there is a relatively short lane drop that resulted with the outside eastbound lane just east of this intersection as it approaches the SR-99 overcrossing. The widening was terminated at this location due to the narrow opening through the State Route 99 overcrossing. Since the opening of the Westside Parkway nearly 10 months ago, traffic volumes have significantly increased. These traffic volumes have created congestion during the morning and evening peak hours; the morning peak is more noticeable due to the eastbound lane drop just east of Empire Drive. Traffic Engineering staff has continued to refine the signal timing for both Empire Drive and Oak Street intersections; some traffic delays continue to occur during the morning and evening peak commute times. Councilmember Maxwell requested that staff look at the intersection of Westwind Drive and Truxtun Avenue, and come up with a proposal to make it safer, such as a traffic signal or a cul-de-sac. G:\GROUPDAT\Referrals\2013\11-20\#439 UPDATE_Improvements_Westwind-Truxtun_5_28_14.docx Widening beneath and east of SR-99 to Oak Street is more complicated and costly as additional right-of-way is required, a canal culvert will be extended, and the Oak Street traffic signal will be significantly modified. Initially, only adding an additional lane for eastbound traffic was proposed, as adding the westbound lane became very costly due to the needed acquisition and demolition of an office building along the north side of Truxtun just east of SR-99 for the added westbound lane. This building acquisition was necessary due to the layout of support columns for the SR-99 bridge over Truxtun, and the fact that the design of the roadway beneath SR-99 must conform to Caltrans Standards (it is within Caltrans right-of-way in this area). However, staff began to discuss with Caltrans the possibility of preparing a design exception to minimize the width of roadway shoulders beneath the SR-99 bridge. This design exception would allow for 6 lanes of travel (3 eastbound and 3 westbound) beneath the bridge and would eliminate the need to acquire and demolish the office building. Caltrans staff was receptive to those discussions, and a design exception was prepared and is currently being reviewed by Caltrans to allow for this design. Concurrently, staff further reviewed the design of Truxtun east of SR-99 and found that by realigning Truxtun Avenue to the south onto City property, sight lines could be improved and no additional right-of-way would need to be acquired at the Westwind Drive intersection. The design consultant for the project has made significant progress on this re-design over the past several weeks. The proposed improvements at the intersection of Westwind Drive and Truxtun Avenue now include: reducing the horizontal curve in the roadway alignment at the intersection which will significantly improve the line of sight; addition of a right turn deceleration lane for westbound traffic to northbound at Westwind Drive; and a wide shoulder area west of the intersection providing an area to accelerate and merge into traffic flow for Truxtun Avenue westbound. This project will significantly improve the operation and safety of the Westwind Drive intersection. The widening project will also increase the capacity of the Oak Street intersection by carrying three eastbound and westbound lanes through the intersection. In addition, staff recently performed a traffic study at this intersection. As part of the study, staff collected average daily traffic volumes and peak hour volumes for both Truxtun Avenue and Westwind Drive. Staff also reviewed the traffic accident data for the intersection. Truxtun Avenue had an average daily traffic volume of 22,270 for westbound and 23,353 vehicles for eastbound; for a total of 45,623 vehicles. Westwind Drive had a total of 4,758 vehicles in both directions. There have been no reported accidents through the first 4 month of 2014. Staff used data collected from the study to evaluate the impacts of installing a hybrid traffic signal at Westwind Drive that would only stop westbound traffic flow on Truxtun Avenue. A hybrid signal could be designed to provide a protected eastbound to northbound turning movement, as well as a protected right turn phase for the southbound to westbound traffic. Staff used the peak hour volumes from the study to perform a traffic signal synchronization simulation for the Truxtun Avenue corridor from Empire Drive to Oak Street. Results of this simulation indicate a moderate disruption to westbound traffic progression when the hybrid signal was added due to the roadway already being heavily congested. Installing the signal would periodically stop westbound Truxtun to service the opposing movements. Also, vehicles would no longer be able to make their left turn when there are gaps in traffic and instead have to wait for the green signal light. G:\GROUPDAT\Referrals\2013\11-20\#439 UPDATE_Improvements_Westwind-Truxtun_5_28_14.docx With the current traffic volumes on Truxtun Avenue, this segment of roadway is below a Level of Service “E” for the current four lane configuration. The addition of a hybrid traffic signal will even further decrease the level of service. Also, if the hybrid signal is installed prior to the widening project, a majority of the signal improvements would require removal when the roadway is widened. In summary, the proposed TRIP widening project is expected to greatly improve the operation and safety of the intersections and traffic flow through this roadway segment. Staff’s recommendation is to continue with the design of the widening project and identify funding for construction since this project provides improvements to the entire corridor including operation and safety improvements at the intersections. Once the TRIP project is completed, staff recommends re-evaluating the need for a hybrid traffic signal, or alternatively, closing the eastbound to northbound left turn with a raised median; the TRIP widening project will place signal conduits at the intersection so in case a traffic signal is deemed necessary and warranted in the future, trenching of the roadway will not be required. TRIP staff will continue to work with Caltrans on the design under SR99 and will diligently work to identify construction funding for the project unless otherwise directed. Once the design exception is reviewed and approved by Caltrans, a definitive schedule can be provided for the completion of the road widening plans. There is a design contract already in-place for this widening project; however, with the addition of the design exception and added re-design work mentioned above, an amendment to the contract for this design will probably be necessary. This includes the signal adjacent to Costco. Staff has contacted Caltrans regarding this segment to see if any improvements can be made to the signal timing. Caltrans has the signals along this segment connected by copper wire to keep the signal timing plans synchronized. Caltrans will be evaluating the segment over the next month. Staff will follow up with Caltrans to see if any adjustments were able to be made to improve traffic flow. Councilmember Maxwell requested that staff talk to Caltrans about the signal timing in front of Costco on Rosedale Highway.
