The report gives a summary of each TRIP project in construction, in design, and under review. Completion percentages and pictures of projects are also included. This is the third edition of an important new report. You are encouraged to review it carefully.  Soundwalls are proposed as part of the Centennial Corridor Project to minimize noise impacts and would be constructed within Caltrans’ right-of-way. As part of its Centennial Corridor project, Caltrans has initiated its soundwall voting procedures along Alternative B (preferred alternative). Soundwall voting is a required process and allows affected property owners/residents (tenants) to provide input. If more than 50% of the responding property owners and/or residents oppose the proposed soundwall, it will not be constructed. Soundwall voting materials were mailed on May 30th to 305 affected property owners/residents along alternative B. The voting period began on May 30th and will end on June 30th. A soundwall voting meeting is proposed at Munsey Elementary School on June 25th from 4:00 p.m. to 7:00 p.m. Caltrans and its consultants will be available to answer questions affected property owners/residents may have. Attached is the Centennial Corridor Soundwall Survey. Good News:  The Mohawk Street North Ribbon Cutting Ceremony was Tuesday, June 3rd. The project is a vital link to Bakersfield’s transportation network and consists of approximately .75 miles of new roadway from Rosedale Highway to Siena Lane, which collectively will produce vehicular access on Mohawk Street from Rosedale Highway to Hageman Road. Benefits of this roadway include reduced vehicle miles traveled, reduced congestion, as well as air quality and transportation connectivity improvements. Total project construction costs were $3.1 million. Funding for the project consisted of a $1.4 million contribution from World Oil, $1 million from the California Transportation Commission, and $1 million from Proposition 1B State-Local Partnership Program Funds. The City of Bakersfield funded the balance. Thank you to all of those who played a role and contributed to this important project! Attached are photos of the event. General Information June 6, 2014 Page 2  Rebounding from last week’s legal setback, the City received positive news yesterday in its CEQA lawsuit against Kern Delta. As background, Kern Delta tried to increase water diversions in 2006 without preparing an EIR. The City prevailed in its lawsuit against Kern Delta, and the court issued an injunction prohibiting Kern Delta from increasing water diversions until they complied with CEQA. The decision from the trial court yesterday found that Kern Delta still had not complied with CEQA in connection with its recent EIR and that the EIR failed to review the lost recharge and groundwater levels within the City, and specifically, the impact on the City’s plans to run water down the Kern River channel. The court also ordered that the injunction remain in place. In light of the drought, and for other reasons, this is very good news indeed!  The Greater Bakersfield Chamber of Commerce recently honored Keep Bakersfield Beautiful (KBB) and a special KBB volunteer! The annual Beautiful Bakersfield Awards Banquet celebrates individuals, organizations, and businesses for positive contributions to the community. KBB won the Public/Private Partnership category for spearheading the Freeway Litter Cleanup Program. KBB volunteer Tom Burch won the Active Adults category and the Chairman’s Award for cleaning up litter with KBB and Mayor Hall. For the third year in a row, it was a proud evening for KBB and the Public Works Department. Attached is a memo.  Saturday, June 7th, from 9 a.m. to 12:00 p.m. the Bakersfield Municipal Airport will be having its annual fly-in and Open House Event. The event is hosted by the local Experimental Aircraft Association, Chapter 71, and will feature experimental aircraft displays, helicopter displays, and sailplanes. There will be food and drinks available at the Rocket Shop Café as well as other fun activities for children. The club will offer free introductory flights to children, ages 8-17 as part of their Young Eagles program for those who arrive early. Budget News The following referrals are in response to budget-related requests and questions posed to staff since the May 21st, 2014 City Council Meeting. • Councilmember Sullivan o Tasers for Code Enforcement Officers TRIP Advisories:  State Route 58 Gap Project Closures The contractor for the State Route 58 Gap Closure project will be working at the pump station near the Chester Avenue/H Street westbound on-ramp during daytime hours on Wednesday through Friday, June 11th-13th. This work will require the closure of the General Information June 6, 2014 Page 3 adjacent ramp between the hours of 6:30 a.m. and 4:00 p.m. each day. The daytime ramp closure may continue into next week, June 16th-18th, if necessary. During the closures, motorists will need to use the State Route 58/Union Avenue Interchange, located approximately one mile to the east, or continue west on Brundage Lane for approximately one mile to access northbound or southbound State Route 99. Additionally, motorists should anticipate full nighttime closures of P Street, at State Route 58, on Wednesday and Thursday, June 11th-12th, and Sunday through Tuesday, June 15th-17th. The contractor will be erecting falsework for the P Street Bridge widening, which will require the closure of the street between the hours of 8:30 p.m. and 6:00 a.m., each night. During these hours, motorists can use Chester Avenue or Union Avenue for north/south access across the freeway.  Intermittent Traffic Control Continues on State Route 178 Intermittent traffic control will continue for the next week along State Route 178, in the vicinity of the Fairfax Interchange to Canteria Drive. The contractor for the State Route 178/Morning Drive Interchange project will be hauling materials onto the job site, and crews will be conducting traffic control as needed with the use of flagging personnel, Monday through Friday, June 9th through the 13th. These operations will be conducted between the hours of 6 a.m. and 4 p.m., each day. General Information June 6, 2014 Page 4 Event Notifications: o The first Movie in the Park, The Croods, will be today, Friday, June 6th at the Park at River Walk. Sponsored by Bright House Networks, the Friday night movies start at dusk. The first movie will feature local entertainment of a steel drum band starting at 6:30 p.m. Families are permitted to bring blankets and a picnic dinner. Alcohol is not permitted. The movie is free and refreshments will be available for purchase. o Yesterday kicked off the first of six weekend sessions of the Jehovah’s Witness Watchtower Convention at Rabobank Arena. This is the largest group that meets in Bakersfield. Each weekend meeting attracts about 6,000 delegates, filling up local hotel rooms and restaurants during the summer. This report is to provide a periodic up-to-date snapshot of each project’s recent major activities and progress. MILESTONES The Hageman Flyover Project took a major leap forward in May with the signing of the Final Environmental Document. The environment review process has been completed, and the project will now move forward into the design/right-of-way phases of development. The spotlight this month is on Centennial Corridor, the last TRIP project to remain under environmental review. The project marked a significant milestone on June 4th when the Bakersfield City Council approved the purchase of the first property under the project’s early acquisition program. The Centennial Corridor draft environmental document was circulated for public review and comment in May, and Caltrans will hold a public hearing/open house at the Kern County Administrative Center, 1115 Truxtun Avenue on June 11th, from 4 to 7 p.m. (Caltrans will accept public comments through July 8th.) Caltrans will also host an open house for property owners eligible to receive soundwalls with the project on June 25th, from 4 to 7 p.m., at Munsey Elementary School, 3801 Brave Avenue (near South Real Road/Belle Terrace). PROJECTS UNDER CONSTRUCTION Three projects are currently under construction. Please see page 4 for new construction photos. Westside Parkway 6C Contractor: Security Paving Company 45% complete; anticipated completion: late 2014 The contractor will complete final excavation work at Renfro Road in June, allowing for construction of the west half of the bridge and the final storm drain connection. Bridge abutments and columns are expected to be completed in late June/early July. The contractor also plans to lay asphalt for the freeway’s western connection to Stockdale Highway this month. Base paving for the freeway lanes is expected to begin later this summer. The contractor is finishing the retaining wall for the eastbound off-ramp at Allen Road and soundwalls are expected to be completed by the end of the month. State Route 58 Gap Closure Contractor: Security Paving Company 25% complete; anticipated completion: late 2014 The contractor is working simultaneously on the four bridges that must be widened to accommodate the new traffic lanes. Planned activities for June include placing concrete for the stems, soffit, and deck, at Cottonwood Road; pouring columns at the Bakersfield Corral Overhead; erecting falsework at Madison Street; and erecting falsework and placing concrete for the stems and soffit at P Street. Widening the bridges allows the new lanes to be built along a continuous construction corridor (separated from traffic by temporary concrete barriers), reducing the need for trucks and equipment to enter and exit the construction area from the existing freeway “fast” lanes. June 2014 TRIP Status Report TRIP Status Report June 2014 Page 2 State Route 178/Morning Drive Interchange Contractor: Granite Construction 35% complete; anticipated completion: late 2015 State Route 178 traffic continues to flow smoothly around the construction area. With traffic off the mainline, work on the future Morning Drive bridge has accelerated. The abutments and columns are complete and the contractor is preparing the base to build the bridge across State Route 178. Elsewhere on the project, the contractor is grading for the future westbound lanes. The contractor is removing asphalt from the old roadway, which will be recycled into the asphalt mix for the future freeway lanes. The existing road base materials will also be recycled back into the project. Construction on the sound wall adjacent to the Canyon Hills Church Residential Units is underway. As a reminder the speed limit on the bypass is 40 mph. PROJECTS IN DESIGN AND RIGHT-OF-WAY Four projects (totaling $150 million) will move out of design/right-of-way into construction this year, creating new construction jobs and benefits for the local economy. The City received qualification responses from seven construction management firms and 16 contractors, including three international firms. City staff is in the process of short-listing and interviewing firms. Current project tasks and status are outlined below. G:\GROUPDAT\Referrals\2014\05-07\#480 24th Street Update.docx CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: Alan Tandy, City Manager FROM: Nick Fidler, Public Works Director DATE: June 3, 2014 SUBJECT: 24th Street Design and Landscaping Update Referral No. 480 A Design Consultant agreement with TY Lin for the 24th Street widening project from State Route 99 to M Street was awarded at the May 7, 2014 Council meeting. TY Lin has been issued a notice to proceed with Final Design of the project. The first order of work will be to survey the existing conditions of the roadway so that the final design layout can be determined. It will take several months for TY Lin to complete their survey work and prepare the initial base plans that would then be used to begin the preparation of the landscape plans for the 24th Street project. Once the layout is complete, staff anticipates holding workshops with the community to get their input on the landscape designs. Staff recommends providing an update to the Council later this summer when this initial design work is completed and the areas to be landscaped have been determined. It is the intention of the City that the actual landscape design will be done by Roland Gennick of Parsons. Roland presented the concept designs to the Council, and has also met with the 24th Street area residents regarding the landscape concepts. For coordination purposes, this work will likely be completed as a subcontract to TY Lin’s agreement. Councilmember Maxwell requested that Council be given an update of the design and landscaping of 24th Street. G:\GROUPDAT\Referrals\2014\05-07\#481 WSP Landscaping Funds.docx CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: Alan Tandy, City Manager FROM: Nick Fidler, Public Works Director DATE: June 3, 2014 SUBJECT: Westside Parkway Landscaping Referral No. 481 Funds for the construction of the Westside Parkway predominantly come from the State Transportation Improvement Program (STIP). The STIP is a statewide transportation funding program that is administered locally by the Kern Council of Governments (KernCOG) and which is ultimately approved by the California Transportation Commission (CTC). But because of the scarcity of transportation funds in the state STIP program, the need for roadway improvements to the transportation network within the county, and the competitiveness of the various local transportation projects submitted for STIP funding from within the county, landscaping of the Westside Parkway has never been able to be programmed as a project in the STIP. Efforts to obtain the funds will continue over time. Staff continues to pursue opportunities for grants or other programs when they become available to provide some landscape improvements for the Westside Parkway. However, it should also be noted that the Westside Parkway will ultimately become State Route 58, and will then be owned and maintained by the State. Based on the drought and recent Caltrans policies regarding landscaping and irrigation for their facilities, the landscaping design completed several years ago is at a higher level of improvement than Caltrans would currently accept to maintain. As a result, Caltrans will require significant redesign of the landscape and irrigation system before they would agree to accept any landscaping along the Westside Parkway which will be the new SR 58 alignment. Councilmember Maxwell would like to know what happened to the funds for landscaping Westside Parkway. G:\GROUPDAT\Referrals\2014\05-21\#494 WSP Weeds.docx CITY OF BAKERSFIELD PUBLIC WORKS DEPARTMENT MEMORANDUM TO: Alan Tandy, City Manager FROM: Nick Fidler, Public Works Director DATE: June 3, 2014 SUBJECT: Weeds Along the Westside Parkway Referral No. 494 Bakersfield Homeless Center (BHC) crews currently pick up litter along the Westside Parkway. BHC has agreed to have their crews also pick-up tumbleweeds along the Parkway. We appreciate BHC for their continued cooperation with the City. In addition, Parks staff will spray herbicides on embankment areas covered with bark to alleviate weed and tumbleweed growth. However, for those areas which are seeded with native grasses, herbicide application cannot be used. BHC has agreed to have their crews remove tumbleweeds growing on areas covered with native grasses by hand. Parks staff is currently on a monthly spray schedule to catch up with current weed growth. Once weed growth is controlled, Parks staff will perform semiannual treatments with a pre-emergent. Pre-emergent will prevent germination of most of the weeds; however, spot treatments will still be necessary. Councilmember Smith requested that staff address the growth of tumbleweeds along the Westside Parkway.
