Notable Items:
We have some very good news to share this week. The Bakersfield Fire Department
was recently notified that its Insurance Services Office (ISO) rating was upgraded from
a 3 to a 2 rating. The rating is part of an annual outside evaluation which gauges the
capability of the Department in responding to structural fires. The rating system is
based on a scale of 1 to 10, with 1 being the best protection a fire department can
offer and 10 being the worst. The rating is generally performed every 10 years.
It is anticipated the new rating may lower local commercial insurance rates.
Department staff will be communicating with ISO representatives and local insurance
carriers to determine the exact impacts the new rating will have. Congratulations to
Chief Greener, his staff and all Fire Department personnel on this achievement!
Unfortunately the most recent quarterly sales tax report showed a -8.9% decrease
compared to the same quarter in the previous year. This continues the highly erratic
quarterly sales tax receipts the City has experienced over the past two years. This news
comes just prior to the FY 2014-15 budget adoption scheduled for the June 25th City
Council meeting. As a result of the negative report, staff has made adjustments to the proposed budget, but does not anticipate any reduction to the proposed staffing
restorations or department operating budgets at this time. Finance Director Nelson
Smith has provided two memos – an overview and a more detailed look at sales tax
data by industry.
The City of Bakersfield and AEG are pleased to announce the third annual The Fourth
at River Walk- Independence Day Celebration, set to take place July 4, 2014 the Park at River Walk and Bright House Networks Amphitheatre from 6:00 to 9:30 p.m. The
event will feature live music, games, activities, food vendors, as well as a fireworks
show! The concert and fireworks portion of the vent are free to the public. Please see
attachment.
The City of Bakersfield was recently highlighted in an article titled “Best Cities for Car
Drivers.” The article stated Bakersfield was in the top 10. A quote from the article states
“Bakersfield’s population grew a whopping 43.6% from 2000 to 2012, and with the
Thomas Roads Improvement Project, the city has started to make updates to meet the
needs of its growing population. With an average of only 12 hours of delays annually,

Bakersfield drivers sit in traffic less than commuters in any other major U.S. city.” See

Event Notifications:

to enjoy. Popcorn and snow cones are available for purchase.
o FREE concert at Beale Park with a pre-show at 7:00 p.m. and the concert at 8:00 p.m.
The event is co-sponsored by the Bakersfield Symphony.
o Family Fun Night at McMurtrey Aquatic Center, Friday, June 27th from 6:00 to 9:00 p.m.
The theme will be “Olympics,” and families will have use of the diving boards and the
slides. There will also be other fun games. Come dressed as an Olympian champion,
and we just might find the next Michael Phelps! Cost is $3.00/person or $10.00 for
groups of 4 -6.

of the Convention Center.

During the Rabobank Arena Department Budget Presentation during the City Council
meeting on June 5, 2014, Councilmember Smith asked staff to look into painting the
exterior of the Convention Center.
The existing Convention Center and Theater building opened in 1962. Since that time,
sections of the exterior have been repainted multiple times. The connected Rabobank
Arena was opened in 1998 and has undergone touch up and spot painting since that
time.
During the FY 2014-15 budget process, Arena staff noted exterior painting needs in
regards to the Arena. As a result, General Services staff is planning to repaint the area to the east of the box office area in the current fiscal year. The longer term plan is to
evaluate the remainder of the exterior of the Arena and develop a plan to address the painting needs. As part of that evaluation, staff now will also review and consider
options for exterior painting of the Convention Center. This project is not currently funded and given staff’s need to analyze further, staff recommends bringing this
project back for consideration during the mid-year budget update or as part of the FY 2015-16 Capital Improvement Program.

Councilmember Maxwell met with Recreation and Parks Director, Public Works Director,
and appropriate staff at Centennial Park. Items for improvement to be addressed
included paving the parking lots, replacing worn out signs, painting fascia boards, and lighting.
Councilmember Maxwell requested to meet with staff regarding maintenance
issues at Centennial Park.

City crews will review each empty tree well and determine appropriate plant material for

SUBJECT: Bakersfield Municipal Airpark Airshow Referral # 506 Council Meeting of June 4, 2014
Councilmember Rivera requested staff to look into the possibility of holding an air
show at the Municipal Airpark.
Per Councilmember Rivera’s request, staff looked into the possibility of an
airshow at the Bakersfield Municipal Airpark. Upon meeting with different pilots
and the airport FBO Manager, an airshow is unlikely for the following reasons:
1. Minter Field Airport in Shafter already has an annual airshow. The airshow
is an established event; and due to its close proximity to the City, it would
be difficult to get pilots to relocate.
2. Meadows Field Airport has the control tower and the Municipal Airpark
flight path poses a conflict. Permission from the County and Federal
Aviation Administration would be required for an airshow.
3. Marketing and funding for the airpark is difficult because, before the
economic downturn, the City was considering closing the airpark. As a
result, many organizations chose to establish themselves in other locations such as Minter Field and Meadows Field. These organizations are the ones
who often market, fund, and organize airport activities and events.
City staff will continue to keep their eyes and ears open, but it may be a
longshot.

Dirt work at Mesa Marin for parking lot and playing fields
Concrete work on various streets in the area south of E. California Ave and east of Union Ave (HUD funded area)
NOTE: If raining, there will be no street sweeping service and all street cleaning personnel will be
assigned to cleaning plugged drains and part circle culverts. This also applies when a large number of
street sweeper are in Fleet for repairs. Areas that have been missed during this time will be swept at the end of the month.
